Bragg -MINUTES- ----.-- April 4, 1977 10:00 a.m. - Meeting called to order by Chairman Carroll M. Mercer with all members present. Frank Vane, President of the Ocean Grove Lot Owners' Association appeared re: Mid-Quimper Ivastewater Facility Plan. Vane 'presented a petition contain- ing 21 signatures of tile 105 lot owners for the inclusion of the Ocean Grove Plat in the Mid-Quimper Wastewater Facility Plan. Vane explained that according to the survey taken in 1974, Ocean Grove is geographically within the boundaries of the Plan and therefore the lot owners want to be included in the Plan if it is feasible. The Board advised Vane that they will check with Al Bettis, of ENCON Corporation who is planning the Mid-Quimper Wastewater Facilities Plan to see what the feasibilities of including Ocean Grove would be. Tile Board requested that Vane acquire signatures from 51% of the lot owners for presentation. Dave Butler appeared re: Feasibility of certain road vacation. Butler presented a petition for vacation of a County Road within the Plat of Sunny Slope. Butler discussed the feasibility of vacating the road since it is a public access to the Beach. Butler explained that all the property on both sides of the roati is privately owned and that the access is high bank and there actually is no beach access. The Board advised Butler that a hearing date would be set to allow time for further investigation by the County. Motion by Commissioner O'Meara second by Commissioner Brown to set hearing date for May 2, 1977. Tony Stroeder, realtor, appeared and discussed his .letter received by the Board on April 1, 1977, re: Denial of Septic System permit by District sanitarian Randall Durant. In his letter Stroeder stated that Durant had made a site evaluation of 13 building sites he owns. After evaluation Durant denied permit because of the lot sizes. Stroeder feels Durants decision is injust and requested that the Board rescind Durants Denial and issue a valid permit so that he can proceed with the construction. The Board advised Stroeder that they will discuss the matter with Durant before any determination will be made. Daryl Hedman, developer, appeared re: Opening of County Roads. Hedman inquired if any determination had been made concerning opening of streets within the County. The Board advised Hedman that no determination had been made as of this time, to change the present policy, and gave Hedman a copy of draft submitted by Prosecuting Attorney Bill Howard. ' Petition for vacation of certain County Road and lots in Plat of Mats Mats Beach; Lee Hanson and Joesph Daniels, petitioners. Hearing Date was set for May 2, 1977 by motion by Commissioner O'Meara second by Commissioner Brown. Unanimous. BUSINESS FROM COUNTY DEPARTMENTS: Planning Department: (1) 11:00 a.m. appointment with Art Quigley re: Killipie Beach Plat Development was post-poned again at Mr. Quigleys' request. Sheriff's Department: (1) Letter of proposal was received from the Courthouse Annex in Clearwater listing the costs for the proposed carport for the Annex. Motion by Commissioner O'Meara second by Commissioner Brown to authorize them to proceed with construction of carport as proposed in letter dated March 31, 1977. Unanimous.
