10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with all
members present.

reported that Neidermeyer ,Martin was low bidder. Therefore it was moved
by Comnissioner O'Meara second by Commissioner Brown to award contract
to Neidermeyer Martin, Portland. Unanimous.
(2) for paving of a road intersection at Quilcene.

Moved by Commissioner O'Meara second by Commissioner Brown for Engineer
Becker to check bid totals for possible errors and if they are correct
as presented to award the contract to J.D. Shotwell. After checking
Engineer Becker advised that Shotwell's bid is correct. Therefore the
contract was awarded to J.D. Shotwell.
Business from the Planning Department:
(1) Forest Practice Applications:
(a) IFP-09-02729; Pope & Talbot Inc.
Clearcut hardwoods and Conifers. Skidder yarding. Assistant
Planner Tom Aumock advised that the project is outside of
Shoreline jurisdiction. Therefore it was moved by Commissioner
Brown, second by Commissioner O'Meara to sign letter of
no objections. Unanimous.
(b) IFP-09-02749; W.R. Almasi
Partial Cut, one acre conversion. Tractor skidder yarding.
Assistant Planner Tom Aumock advised that the project is
outside shoreline jurisdiction. Therefore it was moved
by Commissioner O'Meara second by Commissioner Brown to
sign letter of no objection. .Unanimous.

Business from the Planning Department, con't:
(2) Final Short Plat:
- George Rue:
Proposed property is located on Marrowstone Island. Assistant
Planner Tom Aumock gave presentation, and advised that the Planning
Department recommends approval. Motion by Commissioner O'Meara
second by Commissioner Brown to approve the final short plat.
(3) Trident Environmental Impact Statement Supplement:
Planning Director Cunningham presented a letter he drafted to the
U.S. Navy re: Supplement to Final Environmental Impact Statement,
Naval Submarine Base, Bangor Washington (Trident) for approval by
the Board. The letter advised that it is Jefferson County's
intention to immediately undertake a review of our Trident~related
populations projections and the findings will be forwarded to
the Navy upon completion. Motion by Commissioner O'Meara second
by commissioner Brown to approve letter for Chairman Mercer to sign.
Business from the Public Works Department:
(1) Call for Bids - for letting of a contract for traffic line
striping in Jefferson County for the year 1977. Moved by
Commissioner O'Meara second by Commissioner Brown to approve
and sign. Bid Opening will be May 9, 1977 at 10:00 a.m. in
the Commissioner's Chamber.
Business from the Prosecuting Attorney:
(1) Quit Claim Deed:
Prosecuting Attorney Bill Howard presented a Quit Claim Deed
for a property exchange, per court order #9039, April 15, 1977.
Quit-Claim Deed is in the matter of County Road No. 18-16.32,
Re-location Annie Christney Road. Motion by Commissioner O'Meara
second by Commissioner Brown to approve for Chairman Mercer to
sign. Unanimous.
(2) Appointment of Temporary Deputy Prosecuting Attorney for
Jefferson County:
Prosecuting Attorney Bill Howard advised that Paul Majkut has
been appointed temporary Deputy Prosecuting Attorney for Jefferson
County. The effective date of this appointment is April 1, 1977.
Howard further advised that Majkut's duties shall be to represent
the State of Washington and Jefferson County in matters related
to alleged violations of laws and regulation of the Washington
State Department of Fisheries and the Washington State Department
of Game. Majkut is employed by the office of the Kitsap County
Prosecuting Attorney and payment for his services shall be made
to Kitsap County. Majkut will keep a record of his time spent
on Jefferson County cases and will charge a rate of $30.00 per hour.
Minutes of March 28, April 4, and April 11, were unanimously approved as
corrected. Motion by Commissioner O'Meara second by Commissioner Brown.
Easement No. 3126 re: County Road right-of-way Department of Natural
Resources was approved and signed by motion of Commissioner Brown second
by Commissioner O'Meara. Unanimous.
Resolution No. 27-77; Transfer of funds, ~ed .l976Tubet:Culosis Cbntroland
Hospital Funds to the Current Expense Fund was approved and signed by motion
of Commissioner O'Meara and second by Commissioner Brown. Unanimous
Letter to Frank Vane, President of Ocean Grove Lot Owners Association,
advising that at this time it is not feasible to include Ocean Grove into
the Mid-Quimper Wastewater facilities plat was approved for Chairman Mercer
to sign. Motion by Commissioner Brown second by Commissioner O'Meara.

Bob Hays was re-appointed to serve another term as member of the Hood
Canal Advisory Commission. Motion by Commissioner Brown second by
Commissioner O'Meara to send Hays a letter informing of the re-appointment.
Letter was received from Mark Secord, Acting Administrator of Jefferson
General Hospital advising that he will serve as the Hospital's represent-
ative to the County's alcoholism board until such time as a new adminis-
trator has been selected as per Boards' letter of request. Motion by
Commissioner O'Meara second by Commissioner Brown to send Secord a formal
letter of appointment.
Dave Johnston, Architect appeared re: Gardiner Community Center Reprot.
Joilnston presented copies of his building analysis report and as-built
drawings of the Gardiner Community Center. Johnston advised he has
completed the work he was authorized by the Board to do in February.
JOhnston reviewed his adequacy survey of the existing building and made
numerous recommendations of what he feels should be done in order to
refurbish the existing structure. The Board r~sredJohnston set up
a community meeting the 1st week in May, in order to determine exactly
what the community needs are as far as building additional rooms and
enlarging the present ones. Johnston advised that he would set a time
and inform the Board as soon as possible.
Gordon Winks, Northwest Roads, appeared to inquire as to the Boards
determination on the bid award for the one wheel loader. Board advised
determination will be postponed until next Monday to allow Howard Cooper
Corp. time to demonstrate their machine, in order to determine if it meets
the specification's. Engineer Becker appeared and advised he is checking
with the bidders to see whether their bid is good for a firm 30 days.
Winks stated he would return next Monday.
There being no further business before the board meeting was adjourned.
