members present.

Hoved by Commissioner O'Heara, seconded by Commissioner Brown for
Engineer Becker to check the three lowest bids for possible errors.
After checking, Becker returned to advise that bids were correct as
presented with J.P. Surace being low bidder. Moved by Commissioner O'Heara,
seconded by Commissioner Brown to award bid for the improvement of Hats Hats
Beach Road to J.P. Surace for a total of $45,998.00. Unanimous
Hearings: 1) Proposed Road Vacation; all of Richard Road lying between
Prospect Street and Bayview Drive and between Block 4 and Block 6,
and also, all of the Lots 1 through 14 in Block 4; all in the Plat of
~lats Mats Beach, Government Lot 3, Section 33, Township 29, Range 1 East.
Joseph Daniels and Lee W. Hanson, petitioners.
Joseph Daniels appeared to answer, any questions posed by the Board or the
public. No one appeared to speak against the vacation. Engineer Becker
recommended that vacation of Richard Road be denied inasmuch as it provides
access to lots 2 thru 6 in Block 6 of the plat. The Planning Commission
recommended that vacation of Block 4 be granted and the vacation of Richard
Road be denied due to it not being in conformance with the Comprehensive Plan
nor lending to the orderly development of a residential area. The Board
concured and therefore, it was moved by Commissioner O'Heara and seconded
by Commissioner Brown to approve the vacation of lots 1 thru 14 in Block 4,
Plat of Hats Mats Beach, and to deny vacation of Richard Road. Unanimous
2) Proposed Road Vacation; all that portion of an unnamed street
lying between Lots 15 and 16 being 60 feet in width and 187 feet in
length more or less, Plat of Sunny Slope. David F. Butler, petitioner.
Mrs. David Butler appeared to answer any questions posed by the Board or
the public. Hr. Fitz, contiguous property owner, appeared to speak for the
vacation and no one appeared to speak against. Engineer Becker submitted a
recommendation stating that according to the law, this street can only be
vacated under certain conditions, neither of which apply to this case; (RCW
36.87.130 Vacation of roads abutting bodies of water prohibited unless for
public purposes or industrial use). The Planning Commission found the
petition would not be in conformance with the Comprehensive Plan as it would
not encourage development of salt water improved access. Hrs. Butler said
the reason they wanted the road vacated is to enable e6~str'lictcionof two
additional bedrooms and a bathroom onto their present home, and if the road
cannot be vacated, then they would like to lease a portion of the road from
the county. The Board stated they really had no choice in the matter and

therefore, on the recommendation of both the Planning Commission and the
Engineer, it was moved by Commissioner Brown, seconded by Commissioner
O'Heara to deny the proposed vacation. Unanimous The alternative to lease
a portion of the property will have to be researched by the Prosecuting
Attorney.
The proposal from Western Elevator to supply the necessary labor and
material to supervise and conduct a five year full load safety test of the
safety governor and buffer on the elevator located in the courthouse as
required by the Washington State Code for elevators was approved and signed
by motion of Commissioner O'Heara and second by Commissioner Brown.
Contract by and between the County and Johnny's Auto Wrecking, Inc.; as per
bid award of April 25, 1977 (sale of scrap metal) was approved and signed
by motion of Commissioner O'Heara and second by Commissioner Brown.

The minutes of the Board meeting held April 25, 1977 were approved as
corrected by motion of Commissioner O'Heara and second by Chairman Hercer.
Richard Thornton appeared regarding his preliminary plat of Sun Rock Hobil
Home Park in Brinnon. He stated that he is having difficulty working with
the district sanitarian and ask if there is someone else from whom he can
receive assistance with his plan. He described what he feels are discrep-
ancies between certain lot sizes required in a much smaller plat and what
is being required from him. He proposes 18 mobil home sites on ten acres
for rental purposes only. The Board reviewed and discussed the proposed
plat but made no recommendations. Hr. Thornton said the main reason for
coming before the Board was just to voice his complaint.
Business from the Planning Dept:
(1) Shoreline Hanagement Application for Permit, Port of Port Town-
send; Hats Hats Bay (dock). Port Commission has withdrawn the application
and requests the application fee in the amount of $100 be returned.
Assistant Planner advised the application was processed by the Advisory
Committee and found lacking an adequate environmental review. It was re-
ferred back to the Port for a more detailed report and it was at this point
that the project was terminated by the Port. Determination on the returning
of the fee delayed until Hay 9th.
(2) Art Quigley, owner, Killipie Beach Plat, previously scheduled to
appear at 3:00p.m. this afternoon telephoned to request a delay until
3:00p.m. Hay 9th.
(3) Planning Director Cunningham and the Board discussed their feel-
ings on the business of a potential oil port in the county and the inclusion
of an amendment to the county's Comprehensive Plan with a section on major
energy facilities. The Board stated they believe there is a definite need
to establish a policy including restrictions as soon as possible to protect
the area's environment. Cunningham said he would advise the Planning
Commission to draft a proposal for the Board's approval.
Gus Lindquist appeared to request the Board's approval of the issuance of a
Class I liquor license for a jazz concert to be held Hay 13 and 14 at Fort
Worden for which the Port Townsend High School Scholarship Foundation is to
receive the proceeds. Hoved by Commissioner Brown, seconded by Commissioner
O'Heara to sign letter of approval to the Washington State Liquor Board.

Business from the Assessor's Office:
Open Space Applications; "Open Space-Open Space" catagory: Assessor
Ingman advised that he has eight applications this year which represent
approximately 20 parcels of land within the county that may qualify for this
classification. Plann. Dir. Cunningham said that by state statute, the

Planning Commission is obligated to review the applications for conformance
with the Comprehensive Plan, and treated as an amendment to the Plan,
which includes a public hearing prior to the Board's official action. It
was concluded that the Planning Commission will consider the applications
during their June 1 meeting and present recommendations for Board's action
on June 6.
Bill Stratton appearedregaiding his property survey. Stratton said the
telephone company has surveyed their property and placed the markers back
to the original places they were when he purchased his property. He now
requests information as to whether he can use their markers and his stakes,
according to his deed, to mark his property lines, of if he has to go to
the expense of another survey. Commissioner Brown advised that if the
survey he had taken ten years ago was recorded, then it would have precedence
over surveys taken after that time. If the surveys differ, the matter
would have to be settled in court.
Eugene Sprout, P.E., The Pacific Rim Group Inc., appeared along with the
Corporation's Financier and Planner re: Thousand Trails Camper Club; Shore-
line Management Application for Permit. Planning Director Cunningham
prefaced the meeting by reiterating the recommendation for disapproval of
permit submitted by the Shoreline Advisory Committee, and explaining their
procedure for project evaluation on which they base their findings. Hr.
Sprout said the launch and pier were not an initial portion of the overall
plan, but an after thought, and were approached from the standpoint that
they seemed to have merit. He feels one reason for disapproval by the
Committee is due to a paradox in the Shoreline guidelines. He also feels
construction of the facilities may have been approved had the camper club
not been an integral part of the project. They own a small portion of the
beach in the project area and have a lease with the state for the tidelands,
but no written approval from the state for construction of the facilities.
When the Board spoke to the fact of the unstable water action and how
quickly a storm can arise in this area, Sprout said he hadn't thoroughly
investigated the tidal and wave action. He requested six months delay in
the Board's action on the permit to allow time to research this problem
and to determine their ownership on the beach. It was moved by Commissioner
Brown, seconded by Commissioner O'Heara to delay action on the application
until requested by the applicant to reconsider. Unanimous The public
hearing on the Camper Club was set for Thursday, June 9, at 7:30p.m., in
the Court Room by motion of Commissioner Brown and second by Commissioner
O'Heara. Unanimous
Application from the State Liquor Control Board for Class
Occasion license for Pope & Talbot, Inc. was approved and
of Commissioner O'Meara and second by Commissioner Brown.

Heeting reconvened with Chairman Hercer and Commissioner Brown
Commissioner O'Heara was unable to attend due to another meeting.
Two applicants for the Clerk Typist position scheduled to appear on this
date did not show.
In reviewing the roofing bids for the apartment in the Multi-Services build-
ing, it was moved by Commissioner Brown and seconded by Chairman Hercer not
to accept either bid until the project is inspected by the Building Inspector.
