10:00a.m. Meeting called to order by Chairman Carroll M. Mercer with all
members present.
Frank Kilham, member, West Area Library Council, appeared to advise of a
proposal by the West Library Service Area to the Washington State Library
Commission for a research and planning grant for expansion of library service
to the residents of the unincorporated areas of Jefferson County. Their
goals are to test various methods of delivering library service in areas
where service is now very minimal, and to prove that multi-type libraries
and residents can work together on a common project. Goals will be obtained
in part by hiring a Project Coordinator for the program; providing library
facilities in most areas and a bookmobile in remote areas during the summer;
and to provide library services to the blind and physically handicapped. He
requests the Board to write a letter to the State Library Commission in
support of their proposal. Board concurred to draft a letter as soon as
possible.
Del Graham, Transamerica Title Co., came before the Board re: (1) Acquisition
of a computer display terminal in their office for tax information - Board
said they believe the county is limited to six screens with the present set
up and all will be needed by the offices in the courthouse. They suggested
Mr. Graham contact NCR for the particulars. (2) Request for change in the
present excise tax ordinance from the existing verbage to: Excise tax affi-
davits are not required for a document that clearly states on the face of the
document that it is given for collateral purposes, .or another document which
states that i~ releasing property given for collateral purposes. He said
the filling out of these affidavits are becoming very time consuming and
they are not now required in most other counties. Board will check into it.
(3) Segregation of nondelinquest taxes - Graham spoke to the Prosecuting
Attorney about this matter and he will research the possibiltiies of such
segregation if requested to do so by the Board. Board will discuss it with
the Prosecuting Attorney.
Annexation of unprotected land areas into Jefferson County Fire Protection
District No.2. Auditor Betty Anderson submitted certification of
signatures of registereo voters in Precincts 203 (Coyle), 206 (Thorndyke),
and 302 (Center), attached to the petitions for said annexation. Letter was
also received from the Secretary to the Board of Commissioners, Fire Pro-
tection District No.2, requesting action by the County Commissioners on
said annexation under the provisions of RCW 52.08.060, "Annexation of
Territory - Hearing and Election Dispensed With", for the annexation of the
following described land:
All land West of the center line of the Coyle Road and all land
South of the Southern boundary line of Section 25 and 26, Town-
ship 27 North, Range 1 West, beginning at the center line of the
Coyle Road and ending at the Jefferson - Kitsap County Line.
All land situated on the Toandos peninsula in Jefferson county.
Julian S. Oen, Fire Commissioner, District No.2, Herbert Covert, Hugh Ford,
and Arnold Bryant, residents, appeared to speak for the annexation. No one
appeared to speak against. Fire Commissioner Oen stated their Board deter-
mined that the area to be annexed into the district shall assume no obli-
gation of indebtedness, bonded or otherwise, to the existing district. It
appearing that all requirements having been complied with, it was moved by
Commissioner Brown, seconded by Commissioner O'Meara that under the
authority of RCW 52.08.060, the annexation of the area specified in the
petition be approved. Unanimous
Daryl Hedman appeared to ask guidane.e. from the Board in determining which

road would be the most feasible to open within the vacated portion of
Chalmers Addition Plat. The existing entrance has a dangerous intersection
and would need to be corrected, or the entrance changed, and he is obligated
to install the water lines along the road. Various roads were discussed
including the possibility of acquiring an easement so people would have a
choice of ingress and egress, but no definite recommendation was made.
Business from County Departments:
Planning re: 1) Final Short Plat of Lincoln Rogers - signatures of
approval were attached to the final plat map by the Health, Engineering,
and Planning Departments. Planning Commission finds the plat in conformance
with the Comprehensive Plan. Hoved by Commissioner Brown, seconded by
Commissioner O'Heara for Chairman Mercer to sign final plat approval.

2) Army Corps of Engineer's Public Notice No's 071-0YB-
1-004071; -004072; -004073; Department of Natural Resources. Installation
of tideland ownership identification markers at three separate locations in
Discovery Bay, near Gardiner. Exempt from Shoreline Hanagement Act. Hoved
by Commissioner Brown, seconded by Commissioner O'Meara for Chairman Hercer
to sign notice of exemption for forwarding to the Corps. Unanimous
3) Port of Port Townsend Shoreline Application Fee
Return Request: Planning Department submitted documentation of man hours
and mileage devoted to processing the permit which exceeded the $100 fee.
The Board repeated their determination of Hay 10, 1977, to deny request due
to the application having been processed.
4) Forest Practice Application for Permit No. FP-02-
00895R; Hedman, Daryl. Logging of lots to sell for building sites. Due to
agreement having been reached with Hedman that he will construct 10 foot
skidder trails only, it was moved by Commissioner Brown, seconded by Commis-
sioner O'Heara for Chairman Hercer to sign notice of "no objection" for
forwarding to the DNR. Unanimous
5) Coastal Zone Hanagement Contract 1977-78: Planning
Director Cunningham explained that application consists of two sections
only - one for Planning Department and Shoreline Hanagement work, and the
other for reimbursement to the Prosecuting Attorney when he has to deal with
shoreline management matters or represent them at the State Hearings Board.
Total amount of contract request to the Department of Ecology will be
$11,680 representing 80% reimbursement for any time spent by them, Shoreline
Advisory Committee, and the Prosecuting Attorney in shoreline matters. The
Boating Feasibility Study was not included because their department does not
have the time to work on the study and the county would also have to hire a
consultant at a minimum cost of $4,000 in local match. Board concurs.
Hoved by Commissioner O'Heara, seconded by Commissioner Brown for the Plan-
ning Director to forward this scope of services with the request for $11,680
to the DOE for 1977-78. Unanimous
6) Update on Trident Fiscal Impact Analysis: Dave
Goldsmith, Project Coordinator, informed that OEA calculates that Jefferson
County will only receive 3% trident related growth, approximately 217 families,
and that is the only amount they will support at this time. Consequently,
he is going to have to reassess the county's fiscal impact report to the 3%
figure. At this point, it doesn't appear the county can justify any
additional funding. He feels the new Mason/Jefferson County Community Devel-
opment Coordinator will be beneficial to the county in monitoring, to find
out exactly where the Trident population is going because it can affect the
school districts, county road program, community development plans, etc., and
to aid in writing grants for the districts that need assistance.
Public WDrks re: l) County Road Project No. 422; to improve 1.46 miles
of the East Marrowstone Road, 1.08 miles of the West Valley Road, and 0.43
mile of the Dabob Road by light bituminous survace treatment. Moved by

Commissioner Brown, seconded by Commissioner O'Meara to approve and sign
Resolution No. 33-77. Unanimous
2) County Road Project No. 423; to improve 0.27 mile of the
Brinnon Street and 0.55 mile of Gardiner Street by light bituminous surface
treatment. Hoved by Commissioner Brown, seconded by Commissioner O'Heara
to approve and sign Resolution No. 34-77. Unanimous
3) County Road Project No. 418C; to improve Irondale Streets-West,
County Road No. 314 - held in abeyance till later date.
4) Request and Agreement for Reimbursable Work by County Road
Department; Department of Fisheries: 500 cu yds plus riprap to be loaded
and delivered to the site by the Dept. of Fisheries. Engineer Becker rec-
ommends the actual cost of this rock is $3.50 per cu. yd. at this time. The
cost of shooting this again in about 2 years will no doubt be considerably
more. We feel that this is an adequate supply for our own use for 2 years.
He recommends that this request be denied. Moved by Commissioner O'Meara,
seconded by Commissioner Brown to deny request as per recommendation.

Treasurer re: Request for Cancellation of Unclaimed Warrants. Hoved
by Commissioner Brown, seconded by Commissioner O'Heara to approve and sign
Resolution No. 35-77, cancelling outstanding warrants not presented within
one year of their issue. Unanimous
The Board took action to have peninsula Fire Extinguisher Service install
five fire extinguishers in the Hulti-Services Center for the amount of
$188.50 installed.
Request from Judge A.C. Grady for travel expense to attend the 1977 annual
meeting of the American Bar Association in Chicago, Illinois was approved
for the amount of $450 by motion of Commissioner Brown and second by Commis-
sioner O'Heara. unanimous
The following notices from the State Liquor Control Board were approved, and
signed by Chairman Mercer, by motion of Commissioner O'Meara and second by
Commissioner Brown:
1) Application for Class I license (Special Occasion); Pope & Talbot;
2) Application for transfer of Class D license; Chevy Chase Golf Club;
3) Application for Class I license (Special Occasion); Discovery Bay
Lodge Co.
4) Application for Class H license for Fort Worden State Park Res-
taurant; Discovery Bay Lodge, Inc..
The minutes of Hay 9, 1977 were approved by motion of Commissioner O'Heara
and seconded by Chairman Mercer.
It was moved by Commissioner O'Meara, seconded by Chairman Hercer to close
the courthouse for the 1977 Rhododendron Festival Kiddies Parade.
Commissioners Brown and O'Meara authorized Chairman Mercer to negotiate
further for property for the Little League Park in Quilcene.
Meeting was recessed until 10AH, May 17th to meet with Jan Campbell re:
Trident Grant for Criminal Justice System.

10:00a.m. Heeting reconvened on this date with all members present.
Jan Campbell, representative, Program Planning & Grant Administration; Pete
Crane, Trident Coordinator; Sheriff Hansen, and Chief of Police Doubek met
with the Board to discuss the Trident Grant for Criminal Justice System to
provide for partial funding of an additional deputy for Jefferson County in
1978 due to Trident impact. Grant application is for the amount of $15,000.
After thoroughly analyzing the proposal, the application was approved for
submission by the Board.
There being no further business before the Board, the meeting was adjourned.
