10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with all
members present.
C. P. Burbick and William Frazier appeared before the Board to issue complaint
against Mr. James Osmer, owner of mobile home which is not erected on his lot
in Shine in accordance with code standards. There is no building permit to
erect a mobile home on this property as an approved septic disposal system
has not been obtained. Mr. Burbick, President of the Sound View Villa Board
of Directors, requested that action be taken to remove the mobile home from
this lot. The building inspector stated Osmer had applied for a permit but
none was issued because of non-compliance to health requirements. The Board
expressed sympathy of the situation and advised that the only way the mobile
home could be removed would be through legal action in the courts, and they
recommended that the Sound View Villa property owners take action themselves,
by liens against Osmer's property or through court action. Presecuting Attor-
ney Howard advised that he would be investigating this matter further and
would keep the Board advised.
John Doubek, Director, Department of Emergency Services reported on updating
our disaster plan with a Mutual Aid Agreement between Jefferson County and
the state of Washington which would enable Jefferson County to call upon
adjoining Clallam and Kitsap counties for assistance in the event of a major
disaster. Without such an agreement adjoining counties would be unable to
assist due to lack of liability insurance on the equipment. He recommended
the prosecuting attorney review the contract and then to adopt either a
resolution or an ordinance.

puget Sound Exchange Corporation proposal for the removal
of an existing non-buried, underwater one-inch utility
line (water service) to be replaced with a buried four-
inch underwater utility line (water service) in an
existing dredged boat canal from an existing well to an
existing land plat known as Bridgehaven Division Number
3. Commissioner Brown moved to declare a proposed
declaration of non-significance. It was seconded by
Commissioner O'Meara. Unanimous

Forest Practice Permit Applications:
FP-09-02929; M & S Timber Co. to clear cut log on Ducka-
bush River. It does not fall under shore-
line jurisdiction. The Board approved with
no objection.
FP-09-02930; Uddenberg - to clear cut, scarify and plant
and partial cut 40% of land. Commissioner
Brown moved that Commissioner Mercer sign
a notice of no objection, and to advise
that the area of partial cut is restricted to
30% volume by the Shoreline Management Act.
Seconded by Commissioner O'Meara.
FP-02-1442; Robeck - conversion to residential site.
No objection. Board approved.
FP-02-1440; Birdwell - conversion to pasture land.

4) Dave Cunningham reported on the Shoreline Management
contract for 1978. $11,500. of federal money and
$2800. local matching funds for administration of
shoreline permits. It was moved by Commissioner Brown,
seconded by Commissioner Mercer to approve it. The
Board was asked to offer suggestions on who can serve
on the Board of Directors. George or Sally Huntingford
and Marion Meacham's names were mentioned.
Public Works: Engineer Becker brought to the attention of the Board
the need to set a public hearing on the Six Year Road
Program. The only date possible for the hearing is
June 27. He asked the Board to have their comments by
next Monday.
He also gave a progress report on the 1977 road program
and asked the Board to include additional roads before
the hearing.
Regarding the summer work program Commissioner Brown
indicated 6 high school seniors could be used now, and
that it should be open to girls too. He recommended using
these people for the fence project at the fairgrounds as
the CETA help would not be available until the end of July.
Harold Buck reported that Jefferson County would not be receiving EDA funds.
25 out of 39 counties did not receive funds. He said that he would look
into it further and write a letter to find out the reasons.
He also reported that the 1977 population estmates were received from the
state. Jefferson County is up 800 from 1976.
He reported that there is now a redistribution of liquor tax based on
current population estimates rather than the 1970 population census.
A public hearing was set for Hilda Good's petition for vacation of 2 portions
of county roads Eugene and Anderson in Irondale. Motion by Commissioner Brown,
seconded by Commissioner Mercer.tosetthe;hearing for July 11,1977.
It was moved by Commissioner O'Meara and seconded by Commissioner Brown to
raise the Board of Equalization's per diem rate to $40 per day.
A contract between Jefferson County and Evergreen Roofing Co. as per bid
awarded June 6 was signed by the Board on June 13 for roofing of the apartment,
boilerhouse and laundry at Jefferson General Hospital.
The Board approved and signed the bills for May to be paid in June.
The meeting was recessed to Tuesday, June 14.

2:30 p.m. CommissionemBrown and Mercer interviewed 3 applicants for the
CETA position in the commissioner's office. The applicants were Donna Lieb,
Renee Lashua and Jaclynn Cook. At the conclusion of the interviews the
meeting was adjourned.
The Board approved the minutes of May 23.
