10:00a.m. The meeting was called to order by Commissioner Mercer with all
members present.
Bid Opening: To construct an overlay on the existing Courthouse tennis
courts.
Bidders: Bid Totals:

Commissioner O'Meara moved to accept the bid
Gravel if proved correct by the county engineer.

Hearings: Joseph Daniels appeared before the Board on behalf of the proposed
road vacation of Richard Road commencing at Prospect Street running
350 feet east to Bayview Drive, and Lots 1 through 7 of Block 6, Mats Mats
Beach Addition. The Planning Department's letter of June 2 recommended the
petition be approved as it is in conformance with the Comprehensive Plan.
Department of Public Works also recommended the vacation. No one appeared
to oppose the proposed vacation. It was moved by Commissioner Brown and
seconded by Commissioner O'Meara to approve. Unanimous
Resolutions: #38-77; Order of Vacation, Richard Road and Lots, Mats Mats
Beach Addition. Approved and signed by the Board
#39-77; Intent to Vacate Miller Road lying within Blocks 3 and
12 in the Irving Park Addition to Port Townsend. Moved by
Commissioner O'Meara, seconded by Commissioner Brown to approve
and sign. The public hearing was set for July 18 at 10:00 a.m.
#40-77; Intent to Vacate a portion of Commercial Avenue and
certain streets and alleys, of the Plat of Junction City. It
was moved by Commissioner O'Meara and seconded by Commissioner
Brown to approve. The hearing date was set for July 18 at
10:30 a.m.
#41-77; County Road Project No. 420 to grade, widen, drain and
surface 0.53 mile of Old Fort Townsend Road. It was moved by
Commissioner O'Meara, seconded by Commissioner Brown to approve
and sign. The Board also signed the project map plan.
Business from County Departments:
Planning reo
1) Army Corps Notice No. 071-0YB-I-003877, State Parks and
Recreation Commission. A proposed general permit for
installation of mooring buoys fronting Washington State Parks.
Tom Aumock of the Planning Department reported that this notice
previously appeared before the Board and it was recommended the
Planning Dept. inform the Corps in a letter (dated June 14)
to request Jefferson County be notified of new projects that
come under this permit. Under the Planning Department's
recommendation, it was moved by Commissioner O'Meara, seconded
by Commissioner Brown to sign a notice of no objection to be
sent to the Corps and to include a copy of the June 14 letter.
2) Final Plat of Chimacum Creek Estates. It was moved by
Commissioner O'Meara and seconded by Commissioner Brown for
Chairman Mercer to sign the final plat of Chimacum Creek Estates.

3) Army Corps Notice No. 071-0YB-I-004131; application from
the Port of Port Townsend to dredge approximately 200 cubic
yards of Quilcene boat haven. Tom Aumock reported that it
was exempt from the Shoreline Management Act. Commissioner
Brown moved that Commissioner Mercer sign a notice of
exemption from the Shoreline Act. Seconded by Commissioner
O'Meara. Unanimous
4) Misc.
a. Forest Practice Application for Permit by M & S Timber Co.
to do clear cut logging on shoreline property near Brinnon.
Non-conversion. As the Planning Department has received no
response from M & S Timber Co., Tom Aumock reported that
they have prepared a note to the Forest Practices
Administrator that the applicant should be advised that the
project comes under the jurisdiction of the Shoreline Act,
and therefore are allowed only 30% logging when it's non-
conversion. This will let the Forest Practices Administrato~
know the county is aware of this project.
b. Regarding a request from Mrs. Machen for the county to
closely review a proposed commercial clam harvest lease
at Colvos Rocks, it was moved by Commissioner Brown and
seconded by Commissioner O'Meara for a reply signed by
Chairman Mercer to be sent to Mrs. Machen informing her
of the Boards conclusion that the proposed area is exempt
from the Shoreline Management Act of 1971, as it is within
the confines of an area leased in 1969.
Public Works: It was moved by Commissioner O'Meara, seconded by
Commissioner Brown to approve a call to receive bids on
July 5 up to the hour of 10:00 a.m. for furnishing
Jefferson County Highway Department with pit run crushed
surfacing in the vicinity of Lower Hoh Road.
Walt Greenaway appeared before the Board to discuss the renewal of the
Public Defender's Contract for the last 6 months of 1977. He stated he would
like the auditor to pay him in monthly installments. The estimated budget
for July 1, 1977 through December 31, 1977 is $6,801.00. This included
$1,727.36 of the unused portion from January 1, 1977 through June 30, 1977
(making the total for 6 months $5073.36) keeping the overall budget within
the amount allocated in the Current Expense Budget of 1977. Mr. Greenaway
also pointed out the need to increase the cost estimate to $1200 for legal
services involving conflict of interest cases. This cost is the reason why
costs for the last 6 months of the year will exceed the costs of the first
6 months of the year. Commissioner Brown moved for the Board to sign
the agreement for the next 6 months. Seconded by Commissioner O'Meara.
Mr. Greenaway pointed out that Harry Halloway will sign as a Member of the
Board for Clallam-Jefferson Counties Public Defender.
It was moved by Commissioner O'Meara and seconded by Commissioner Brown
for Chairman Mercer to sign the purchase agreement between Jefferson County
and Richard F. and Connie J. Hughes for Jefferson County to purchase property
to serve as a little league ball park in Quilcene.
The Board signed a purchase agreement for Jefferson County to purchase
Block 24, Brackens Addition to the City of Port Townsend for use by the
County Fair.
The Board approved a notice of no objection for transfer of liquor
license from Gladys patricia Youngblood to Frederick Carmen and Sondra
Christine Mattara for the Nordland Trading Co.
