MINUTES
July 25, 1977
10:00a.m. Chairman Mercer called the meeting to order with all members
present.
Proposed Cost of Living Raise for County Employees. No one appeared
to speak for or against the cost of living increase for county employees.
Therefore Commissioner Brown moved, Commissioner O'Meara seconded, to
approve. Unanimous. The Board, therefore, signed Resolution No. 49-77 that
a sum of $18,158.31 as set forth in Resolution No. 45-77 be granted for
an emergency cost of living increase retroactive to July 1, 1977.
Budget Extension, Assessor's Office. The Board signed and approved
Resolution No. 50-77 per a motion by Commissioner Brown and seconded by
Commissioner O'Meara. Unanimous. The Resolution declared an emergency
existed to provide additional payroll funds for the Assessor's Office.
These funds are completely reimbursed in total by the united States under
the Comprehensive Employment and Training Act (CETA).
Everett Rogers re: Long Plat in Shine. Mr. Rogers appeared to ask
the Board for a variance to change his long plat to a short plat. The
present plat has 5 lots. The intention was to have one well service all
5 lots, but the well, after digging through solid rock to a depth of 345
feet only has enough water for one residence. A regular short plat does
not require the construction of a road and the construction of a water
system by the developer. Assistant Planner Tom Aumock reported that it
was not legal under the ordinance to short plat within five years of the
platting, and that a resubdivision within five years requires roads and
water. Commissioner O'Meara stated and Commissioner Brown agreed that a
variance would set a precedent for like requests. Motion by Commissioner
O'Meara, seconded by Commissioner Brown to disallow the variance.
Unanimous.
H. G. Rueter appeared before the Board to request an exact definition
of the county road going through his property. He stated he cannot develop
this property without an exact definition. He petitioned twice to have it
vacated but both petitions were denied due to public opposition. Mr. RUeter
expressed concern over the widening of the road by the families using it.
The Board recommended he fence both sides of the road to prevent any
further encroachment on his land.
Lon Wyreck, Trident Coordinator for Jefferson-Mason Counties,
presented a copy to the Board of the Trident Fiscal Impact Analysis which
substantiates the fiscal impact on school, fire, water and police services
for Kitsap, Mason and Jefferson Counties. He also reported that the
Economic Development Administration (EDA) Drought Relief application dead-
line is this Wednesday, July 27, 1977, but he would try to get an extension
and complete the application this week.
Business from County Departments:
Public Works: 1) Bid Call for improvement of .86 mile of the Dosewallips
River Road. County Engineer Ed Becker reported that
the road work would take all winter and could be started
in September if the weather permits. Motion by Commis-
sioner O'Meara, seconded by Commissioner Brown to
approve and sign the call for bids. Bid opening was set
for 10:00 a.m., August 15.
2) Engineer Ed Becker submitted plans for the Dosewallips
River Road for the Board's approval. By formal motion
of the Board Chairman Mercer signed the plans.

3) County Road Project No. 424 to improve 1.5 miles of
West Valley County Road No. 22. The Board approved
and signed Resolution No. 51-77 adopting this pro-
ject.
Planning re:
1) Public Notice of Action by Jefferson County on the
Thousand Trails Camper Club. Assistant Planner Tom
Aumock reported that under the state environmental
policy act the county has the authority to establish
a time limit whereby the county's action on the
proposed Thousand Trails Camper Club may be challenged.
The notice would have to be published twice. It was
moved by Commissioner O'Meara, seconded by Commissioner
Brown for Chairman Mercer to sign a notice for publica-
tion to give 60 days to challenge the Board's action
on Thousand Trails. Unanimous.
2) puget Sound Exchange Corporation (re Bridgehaven),
Shoreline Management Substantial Development Permit
Application No. 11-77. Michael Heaton, Engineer for
Puget Sound Exchange Corporation appeared before the
Board to explain in detail the status of the water
system at Bridgehaven. He also provided the Board
with zerox copies of the correspondence relating to
this project. The principal reason for Heaton's
appearance was for the Shoreline Management Permit
Application to remove an existing waterline and buy
a 4" underwater utility line in an existing dredged
boat canal between the existing well and Division 3.
Heaton stated the $42,000. escrow agreement did not
have any binding effect on this application and the
escrow agreement would need further negotiations.
The Planning Department recommended approval with
three conditions. Motion by Commissioner Brown,
seconded by Commissioner O'Meara to approve the appli-
cation as per the recommendation of the Planning De-
partment.
Prosecuting
Attorney:
1) Northern Tier Pipeline Application. A letter of July
20, 1977 from the Prosecuting Attorney Bill Howard
was read regarding concern by the Thurston County
Prosecuting Attorney over safety and compensation in
the event of oil spillage relating to the Northern
Tier Pipeline Application. The letter inquires as to
whether the Board would like the Thurston County Prose-
cuting Attorney to act in our behalf by drafting and
circulating a statement to the Energy Site Evaluation
Council indicating our concern in those specific areas.
The Board expressed desire to know the exact location
of the pipeline and what the safety measures are.
Commissioner Brown moved, Commissioner O'Meara seconded,
that the Prosecuting Attorney Bill Howard be instructed
to cooperate with the Thurston County Prosecuting
Attorney in letting the Energy Site Evaluation Council
know our concerns regarding the items spelled out by
the Thurston County Prosecuting Attorney. Unanimous.
Resubmission of application for land classification from Thomas A.
Foley. The Board approved the Assessor reclassify Mr. Foley's land as
"timber" under open space.
Irene Bergsagel, Coordinator for the Northwest Regional Emergency
Medical Services submitted her report on the amount of monies allocated
to Jefferson and Clallam Counties for this year's 1203 basic life support
program of emergency medical care. The amount allocated if $54,500 for
equipment, public information and education, and Energy Medical Council
support, with the equipment portion to be matched by local funding.
Training and communications equipment has been or is to be applied for
through other funding sources.

Linda Nutsford, Data Processing Supervisor for Jefferson County,
appeared to ask the Board if a listing of Jefferson County property
should be run. The Board agreed it is a good idea. She reported that
7 sets of tax rolls have been sold to local business's for $215.00
each. Commissioner Brown indicated he would like to see the duplicate
card system eliminated before the end of the year leaving only the
computer system for recording property descriptions.
Drought Relief Resolution No. 52-77. The Board approved Resolution
No. 52-77 which declares a state of emergency in Jefferson County due to
drought conditions and requests the Governor of the State of Washington
and the President of the United States to also declare such emergency and
afford the citizens of Jefferson County means for drought relief.
Planner Dave Cunningham conveyed a message to the Board from
Charles Broders that if the county took over the water system he would
consider donating a portion of his property which has adequate wells as
a park for perhaps an exchange for a water hook-up once the system were
developed.
R. P. "Lucky" Thornton appeared to complain about the dumping of
approximately 300 yards of geoduck shells and intrals at the old log dump
in Brinnon (across the street from Decor and Designs Furniture). It is
creating some very strong odors.
The Board recessed until Tuesday, July 27, 1977.
July 27, 1977:
The Board reconvened to read the correspondence. The minutes of
the July 18, 1977 meeting were approved.
The Board approved the Washington State Liquor Control Board's
notice of application for a special occasion liquor license for the
Harbormaster Restaurant on October 13. Chairman Mercer signed it.
By formal motion of the Board, Chairman Mercer signed an agree-
ment between Jefferson County and Richard and Jerry Moore which agreed
that Jefferson County will furnish the Moore's a mobile home site and
which agreed the Moore's will care for and maintain the Jefferson County
Park at Quilcene, acting under the supervision of Jefferson County.
