10:00 a.m. Chairman Mercer called the meeting to order with all members
present.
Proposed Vacation, Old Chimacum Road No. 12, Clarence Lammers,
petitioner. No one appeared to speak for or against the vacation. The
Planning Commission did not make a recommendation. A letter of August 5
from the Engineer's office recommended the vacation. Commissioner O'Meara
inquired if this road is the one maintained for a horse and bicycle trail.
Ed Becker, Engineer is on vacation and unable to respond. The Board
decided to continue their action on Monday, August 15.
Ambulance Service, Hospital District No.2. Bruce Anthony, Chairman,
and members of the Hospital Commission appeared to report on the new
emergency situation of the shutting down of the Cascade Ambulance service
today at 5:30 p.m. John Doubeck appeared on behalf of the city of Port
Townsend; Glenn Abraham, Attorney, appeared on behalf of the Hospital
Commission; Irene Bersagel appeared representing DSHS, and Victor Dirksen as
the new Hospital Administrator. As the Hospital Commission has no authority
as regards to ambulance service they requested authorization from the Board
to request from DSHS access to their ambulance for 30 days while a solution
is worked out. They also requested authorization to administer this service
during the 30 days, provided insurance will be available. They proposed
working with the Board on a long term solution.
John Doubeck said the mayor had stated that the city of Port Townsend
is willing to cooperate in working out a solution with the County and the
Hospital Commission.
Irene Bersagel reported that we miqht be able to use the Forks
ambulance until the DSHS ambulance can be made available.
Chairman Mercer expressed concern over the ability to work out a long
range solution in 30 days and recommended an extension be considered.
Commissioner Brown concurred.
Victor Dirksen, Hospital Administrator reported that the hospital
has insurance to cover the 30 day emergency, but not beyond that.
The first 30 days should not cost anything considering the fees
collected, volunteer drivers, and the insurance which is covered for
30 days. The drivers will have to be paid at least $1.00 per call to
qualify for Etna insurance coverage.
Tony DeLeo reported the communication system in the Cascade ambulance
belongs to the Hospital and could be transferred to the state ambulance
which lacks one.
Commissioner Brown moved that the County request emergency use of the
DSHS ambulance for 30 days and authorize the Hospital Commission to administer
this service during the 30 day emergency period. Seconded by Commissioner
O'Meara. Unanimous.

proposed Use of Revenue Sharing Funds. No one appeared to speak for or
against the proposed resolutions to authorize the use of Federal Revenue Shar-
ing funds for the purchase of property for two recreational parks in Quilcene,
and an extension of the Jefferson County Fairgrounds. Commissioner O'Meara
moved, Commissioner Brown seconded that the Board approve and sign Resolutions
No. 55-77 and 56-77 authorizing Federal Revenue Sharing funds be spent for
these purposes. Unanimous
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1) Army Corps Public Notice No. 97l-0YB-10042l8; Domsea Farms,
Inc. to install floating fish pens and log boom in Puget
Sound near Hadlock. Assistant Planner, Tom Aumock reported
that a Shoreline Management Permit will be required by
Jefferson County and that a letter to the Corps has been
prepared advising them of such as well as requesting the
Corps permit be withheld until a Substantial Development
Permit Application has been reviewed. Commissioner Brown
moved, Commissioner O'Meara seconded that Chairman Mercer
sign the letter to the Corps.
2) Ervin Kelly Final Short Plat II. The Planning Department re-
ported the final plat is in conformance with the ordinance.
The Engineering Department has found it in order. The Dis-
trict Sanitarian has reviewed it and found it in order. After
verifying that the appropriate persons and departments have
reviewed the plat and entered their signatures of approval,
Commissioner Brown moved to sign the final short plat.
Seconded by Commissioner O'Meara. Unanimous
3) Planner, Dave Cunningham, requested authorization for out-
of-state travel to attend a conference in Oregon on August 16,
17 & 18, regarding the offshore impact in Oregon and Wash-
ington if federal government leases do offshore oil and gas
development. Commissioner Brown moved, Commissioner O'Meara
seconded to approve the request. Unanimous
Public
Works re:
1) Letter of July 25, 1977, from the Department of Highways to
Engineer Ed Becker regarding Mr. Eivind Hjelvik's request
to purchase a portion of property along SR 101, Dosewallips
River to Jackson Cove, Right Smart Cove Frontage Road. The
Board discussed the property in question, but took no action.
2) Milt Sanstrom, Assistant County Engineer, reported that the
state has agreed to repair all of West Uncas Road except the
last 200 feet. Commissioner Brown moved, Commissioner O'Meara
seconded to let the state improve all of West Uncas Road
except the last 200 feet. Unanimous.
Prosecuting
Attorney re: 1) Prosecuting Attorney Bill Howard appeared regarding the
purchase of property from Hughes for the little league park
in Quilcene. He advised that the Title Company should do
the closing of the transaction. He inquired about getting
a deed from Hughes on the easement. Commissioner Brown
reported that the easement could not be obtained from Hughes,
as the bank wouldn't release a deed on the easement on Yarr's
property in the first place. Bill Howard advised we pursue
the deed situation with the bank. Commissioner Brown recom-
mended that Howard talk to John Yarr about the easement to
clarify the situation. The Board advised him to pursue
getting a deed for the easement.
Assessor re: 1) Anne Enfield, Assessor's Office, reported she was just in-
formed by Mr. Clay Hansen, from the Department of Revenue
in Olympia, that the County will be receiving approximately
$21 million rather than $9,347,520. in state excise timber
tax valuations this year.
By formal motion, the Board approved the minutes of August 1, 1977.
The Board approved and signed the bills from July to be paid in August.

Henrietta Hauglund appeared to introduce herself to the Board as
the new Jefferson County member for the Olympic Area Agency on Aging
Advisory Board. The Board informed her that the Agency's file on past
business may be obtained from Leo Fitterer. The Board will advise the
Agency of her appointment and see that she gets on the mailing list.
Mr. Charles Atkinson, resident at Cape George, appeared to request
the County put dust oil on some of their roads at Cape George. The Board
advised him that due to the high costs of dust oil it is not done anymore.
The County now flushes out distributors weekly and uses the oil to dust
existing county roads. At present there isn't enough oil to dust the
county roads. Commissioner O'Meara suggested the Cape George residents
obtain oil barrels, get oil from service stations, mix it with kerosene
to stretch it out, and sprinkle it from a can from the back of a pick-up
truck.
Bob Geohring, Director, Community Alcoholism Center, appeared to be
available for any questions the Board might have regarding the 3-month
leave of absence request from the Alcoholism Program counselor, Chester
Prudhomme. The Board, after reading Mr. Goehring's letter of August 5
indicating his recommendation of the request granted approval by formal
motion of Commissioner O'Meara, seconded by Commissioner Brown.
Rick Overstreet, Kala Point Development, appeared to report that
vacation of roads in the Olympic Heights Plat had never been accomplished.
This is now the area of Divisions 1, 2 and 3 of Kala Point. The Kala Point
engineer who originally worked ,on it assumed that the new plat would
completely supersede the old plat and roads wouldn't have to be vacated.
The Title Company says 60 lots of Kala Point are already sold in that area
with the old roads of Olympic Heights Plat running through the middle.
Now the Title Company says Kala Point cannot do anymore closings until
those roads are vacated. Two lots in the Olympic Heights Plat are owned
by a Mrs. Carpenter in Arkansas and she refuses to sell or even discuss
selling. Commissioner Brown said that the only identification Mrs.
Carpenter's lots have is Olympic Heights Plat, so that portion of the old
plat which includes her lots cannot be superseded. Therefore, not all of
Olympic Heights Plat can be vacated. Planner, Dave Cunningham reported
that the Planning Commission, when they recommended the preliminary plat,
it was subject to the vacation of the roads in the Olympic Heights Plat, so
it wouldn't have to be reviewed again by the Planning Commission. The
Board recommended Kala Point submit their petition Monday, August 15 in
order to set the hearing date by September 7. The notice will have to
be posted by no later than Tuesday, August 16.
By formal motion the Board approved that Chairman Mercer sign notices
of approval of applicants for liquor licenses for Pope and Talbot and
Dale Eugene Myers.
Letter from Washington State Parks and Recreation Commission of
August 3, 1977, re vacation of a road at Old Fort Townsend State Park
to be considered Monday, August 15 at Fort Worden. Due to the Boards
regular meeting on Monday, they opted to go to the Fort at lunch time.
A meeting between the Board and Val Cameron of the Economic Develop-
ment Administration was set for Friday, August 12, 1977 at 1:30 p.m. in the
Commissioners' Chambers re: Tri-City Water and drought funds.
Victor Dirksen, Hospital Administrator encouraged the Board to attend
a special workshop with the Hospital Board of Commissioners this Saturday,
August 13, from 9 - 11 a.m. in the Hospital Conference Room to develop
alternatives with recommendations for the operation of ambulance services
in Jefferson County.
