September 19, 1977
10:00a.m. Chairman Mercer called the meeting to order with all members
present.
Bert Hill reo Open Space Refusal. Mr. Hill reported that he
applied for open space classification of his land last spring and it was
denied. The property in question is of little value as it's not suitable
for building. Mr. Hill's well source comes from this hill which serves
24 families in his mobile home court. Commissioner O'Meara pointed out
that it's too late in the year for the application to apply for this year
but it could be applied for next year. Motion by Commissioner Brown,
second by Commissioner O'Meara to approve the application for 1978 for
open space to protect the water supply which is a public benefit. The
$25.00 application fee already paid by Mr. Hill may apply to this
application. The Assessor and Treasurer should be notified.
Stan Brumbaugh, Master of the Grange, Gardiner reo Gardiner
School Building. Mr. Brumbaugh and four other Grange members appeared to
request some minor repairs of the Gardiner School Building, a new heater,
insulation for the ceiling, and new glass for broken windows. Commissioner
Brown said to have the glass replaced and send the bill to the Board of
Commissioners, and asked Mr. Brumbaugh to submit to the Board a list of
material cost for the other work.
Louis Bruser, puget Sound Power and Light reo Threshold
Determination to construct a control house for the electrical utility sub-
station in Irondale. Mr. Bruser appeared and showed the location of the
project to the Board. The Board reviewed the environmental checklist.
Motion by Commissioner Brown that the project will not have a major impact
on the environment. Seconded by Commissioner O'Meara. Unanimous. Chair-
man Mercer signed the Proposed Declaration of Non-Significance.
Sandra Flaherty and Hadlock residents reo Domsea Farms'
intent to put commercial fish pens off Hadlock. About 20 residents of
Hadlock appeared in opposition to the project. Sam Learned, spokesman
for the group, stated he had a petition opposing the project signed by
150 residents, and copies of letters by residents to the Army Corps of
Engineers. The petition and the letters were not submitted to the Board.
Marjorie Davis, Hadlock resident, reported that some of the Hadlock
residents received letters from the Army Corps of Engineers regarding
the proposed pens off Hadlock. The Board explained to the Hadlock
residents that the item for their consideration is for fish pens off
Indian Island, not Hadlock. Mrs. Flaherty expressed opposition to the
fish pens off Indian Island as well as Hadlock because of the possibility
of a service facility for the pens to locate in Hadlock. Planner Cunning-
ham explained that the Board will be deciding whether or not an E.I.S.
will be needed on the Indian Island site and not whether the county is to
issue a permit. The permit has to go through the Shoreline Advisory
Committee and there will be several days for comment and at least one
public hearing. The residents expressed just as much concern over the
Indian Island site as the Hadlock site. Chuck Keeler, resident at the
"green spot" area, opposed the Indian Island site and recommended an
E.I.S. be prepared due to the impact on the seals in that area and the
problems of hijacking. John Shold asked if the county had authority to have
the final say on this. Commissioner O'Meara pointed out that so far the
Board's decisions have been upheld. Cunningham reported that the County
Shoreline Advisory Committee will review the application October 20, 1977
at 7:30 p.m. provided no impact statement is necessary. One of the main
fears of the Hadlock residents was of additional development after the
project is underway. Other concerns were over the size of the pens being
as big "as a football field" creating boat traffic hazards and devaluation
of property. Commissioner Brown stated that restrictions can be put on
the original permit. He advised the group to address their letters to the
Shoreline Advisory Committee with copies to the Board of Commissioners.

BUSINESS FROM COUNTY DEPARTMENTS:
Planning re 1) E. I. S. Threshold Determination, Richard Thornton,
Mobile Home Park" mile north of Brinnon. Planner Dave
Cunningham explained that on May 20, 1977 the county
approved the 18 unit mobile home park but somehow the
checklist wasn't completed. Therefore, the Board
reviewed the environmental checklist. Motion by
Commissioner O'Meara, second by Commissioner Brown to
sign a declaration of non-significance. Unanimous.
2) Forest Practices Application No. FP-02-01519, Gary R.
Sherk to build a road, clear cut log and remove stumps
and brush for a pasture and building sites. Planner
Cunningham reported it is not within shoreline juris-
diction. Motion by Commissioner Brown, second by Commis-
sioner O'Meara for Chairman Mercer to sign a letter of
no objection to the Forest Practices Administrator with
a footnote that conversion of this site to a building
site may come under the Jefferson County Subdivision
Ordinance and that the Jefferson County Planning
Department should be contacted prior to subdividing.
3) Planner Dave Cunningham reported he has been asked to
serve another term on the Regional Advisory Committee
of the Department of Commerce and Economic Development.
The Board had no objections to the appointment.
4) Planner Cunningham reported that on October 6, 1977
the Department of Ecology will hold a hearing to amend
the policy in the state Coastal Zone Management program
which indicates that oil ports are to be located at or
west of Port Angeles. He stated that if the Board has
any feelings about the issue a representative should
be sent. Cunningham reported that for various reasons
the Cherry Point site might not be adequate and if
that happens and it's not limited to Port Angeles or
west, then another site might be sought in Jefferson
County. Air pollution is a big problem. Commissioner
O'Meara felt we should support Clallam County. Commissioner
Brown stated that it's not in Jefferson County's best
interests to support Clallam County because deleting oil
ports at or west of Port Angeles from the Coastal Zone
Management program would then open it to anywhere in
the area. Commissioner O'Meara stated that we should make
our own statement that there be no oil port on the Olympic
Peninsula. The Board will select a representative next
week and make a recommendation.
5) Planning Commission Appointments. Cunningham reported
that Finis Stevens wishes to continue on the Planning
Commission. Karl Randolph does not and Harry Pollard
isn't sure. Cunningham reported that he had asked them
to continue for 2 or 3 months until the draft of the
Comprehensive Plan is completed. A. C. (Chet) Dalgleish
has already resigned as he doesn't have time. The Board
agreed to reappoint Finis Stevens, Karl Randolph and
Harry Pollard and to advertise for a position in the
QuilcenejBrinnon area.
6) E.I.S. Threshold Determination, Shoreline Permit
Application No. 14-77; Domsea Farms, Inc. Tom McVatie
appeared to report on sites being looked at for service
facilities for the proposed fish pens 500 feet off of
Indian Island in Port Townsend, Hadlock and on Indian
Island. Chairman Mercer asked where the fish would be
taken for processing. MOlane answered that if the pro-
duction is great enough it will probably be in Port
Townsend. When asked how the pens would affect the
seal life, McVanestated the pens are double walled which
eliminates seals and fish from trying to enter. The
pens will have watchdogs rather than guards. A report
on the environmental impact on these sites was not
presented. Planner Cunningham stated that the Board

wanted to have these reportes in writing before taking
action to determine whether an E.I.S. will be necessary.
7) Forest Practices Permit Application No. FP-02-015l0,
puget Sound Power and Light Company to clear and
grub substation site in Irondale. It is not within
the shoreline jurisdiction. Motion by Commissioner
Brown, second by Commissioner O'Meara for Chairman
Mercer to sign a letter of no objection to the Forest
Practices Administrator.
Sheriff re
1) Sheriff Bob Hansen reported that a gas range from the
Sheriff's Department should be included in the auction.
Public
Works re
1) The Board approved and signed two Requests and
Agreements for Reimbursable Work performed by Jefferson
County for the Washington State Highway Department
for rental of equipment and labor, and for the City
of Port Townsend for services to improve city streets.
These agreements are in accord with Resolution 34-75.
Motion by Commissioner Brown, second by Commissioner O'Meara to
accept the alternate date of December 5, 1977 for the budget hearing for
the proposed 1978 budget.
The minutes of September l2, 1977 were approved by a motion by
Commissioner O'Meara. Seconded by Commissioner Brown.

Motion by Commissioner Brown, seconded by Commissioner O'Meara for
Chairman Mercer to sign letter to the Chairman of the Olympic Health District
requesting authorization for withdrawal effective December 31, 1977. Copies
to be sent to the Cities of Port Townsend and Port Angeles and the Clallam
County Board of Commissioners.
The Board accepted a letter of resignation from Arthur W. Barnard
as Commissioner, Position #2, Water District #l effective October l, 1977.
The Board accepted A.C. (Chet) Dalgleish's resignation from the
Jefferson County Planning Commission.
The Board reviewed a letter from Michael Lieb regarding the use
of the Port Townsend High School Gym for adult volleyball under the Port
Townsend and Jefferson County recreation program. Mr. Lieb reports that
due to opposition from the High School Administrators the program has been
moved to the Port Townsend Recreation Center which is not large enough to
accomodate the number of participants.
