10:00a.m. Chairman Mercer called the meeting to order with all members
present.
Rand Durant District Sanitarian, reported that he was still
investigating the BrJ.dgehaven plat reo 1 completJ.on of the water system;
2) failure of water system; 3) water tap for "Thompson" in Division III.
Randy will report his findings to the Board.
Budget Amendment, Mental Health/Drug Abuse Fund, 1977. Robert
Goehring, Director, Community Counseling appeared and reviewed the budget
amendment with the Board. Additional 1977 Grant-In-Aid funds were granted
to the Jefferson County Mental Health and Drug Abuse Program changing the
total budget for the year from $83,465 to $95,895 or an increase of $12,430.
The increase is due to a special projects grant, a 5.5% cost of living
raise, additional revenue from Medicaid payments and less revenue from the
hospital. The Board by motion of Commissioner O'Meara, second by Commissioner
Brown signed Resolution No. 69-77 accepting the supplemental budget. No one
appeared for or against.

According to the Revised Code of Washington, before a hearing can be set
the Board must have the road and right-of-way checked by the county
engineer. Therefore, Commissioner Brown moved, Commissioner O'Meara
seconded to have Engineer Becker check the road and right-of-way.
The Board reviewed the environmental checklist received from
Chimacum School District #49 for the proposed declaration of non-signifi-
cance for the construction of the new high school. The Chimacum School
District is the lead agency. Motion by Commissioner Brown, second by
Commissioner O'Meara for Planner Dave Goldsmith to draft a letter stating
the Board's findings. Unanimous. The letter was drafted and signed by
Chairman Mercer.
The Board reviewed a copy of a letter from Mr. and Mrs. L. O.
Wagner to the Port Commission complaining about trespassing on the private
property of Richard and Katherine Borden adjacent to the public beach on
Quilcene Bay. The Board will check with the Planning Department about the
progress of the Beach Marking Program.
The Board reviewed an application to bur,ya cable along King
Drive East of Seamount Drive, South of Brinnon (a county road right-of-
way) from United Telephone Company of the Northwest. It was given to
Engineer Becker to check.
The Board reset the date for holding a public auction of
surplus county property by signing a notice of public hearing to be
advertised for two consecutive weeks in the local newspaper.
Dorothy Adams appeared reo Renewal of permit to harvest brush
at the County Gravel Pit, Coyle. Motion by Commissioner Brown, second
by Commissioner O'Meara to approve and sign. Unanimous.
Les Findley and Bob Carlson of Howard Cooper Corporation
submitted a report on the water system at the West-end Courthouse. The
present filter system is not eliminating the contaminant which smells like
gasoline and is greasy. Engineer Becker recommended digging the well
deeper to see if the water is clearer. The Board feels additional tests
and efforts would be wasted and therefore agrees that the filtering system
be removed.

Tom M~e of Domsea Farms, Inc. appeared to submit an environ-
mental checklist for the proposed location of a shore service facility at
either Hadlock, Indian Island or with the Port of Port Townsend. The
Board reviewed the environmental checklist. McVanereported that Domsea
Farms has many slides and films of existing sites available. Also the
Planning Department has taken photos of these sites and of the proposed
sites with a 135 mm lens which photographs in scale with the way the
eye sees it. McVane invited the Board and local residents to visit the
existing sites~ He reported when viewing the Manchester site from Bain-
bridge (which is a similar distance as Indian Island to the mainland)
people often times are not able to even see it. The main platform is
18" above water. It's covered with nets which are about knee height and
keep birds from taking fish. 99% of the pens are that height. There's
a small feed building and a warm up shack - both 8 feet high. The fish
that die in the pens are picked, counted and taken to a shore base, put
in containers and hauled to a solid waste refuse. Also every ounce of
processing waste is vacuumed from the fish and taken to solid waste dis-
posal. In response to Chairman Mercer's inquiry, MCV~ stated that the
water at Manchester is leased from the Department of Natural Resources on
a 3 year lease and is renewable. Planner Dave Cunningham inquired if the
bottom of the Manchester site had been analyzed. McVaQe stated that it
had been analyzed and that it was found to lack probe. Also, a blocking
of light destroys the undergrowth. But there is an increase in bottom
fish, crab and shrimp due to some of the feed filtering through the pens.
Cunningham asked what the salaries would be if 12 local people are hired.
MCVane said they would range from approximately $650 to $lOOO per month.
Commissioner O'Meara stated that the county will get a percentage from
the Department of Natural Resources. He also stated that he sees no need
for a .full impact statement. Commissioner Brown pointed out that if it
turns out at a later date that an E.I.S. is necessary it can be done. There
will be some aesthetic problems which concern the local residents. Chair-
man Mercer commented on a need to encourage the growth of such projects for
the good of the county,. Cunningham replied that if there is not enough
impact to warrant an E.I.S. and there are still impacts to address then
it could be handled by including conditions with the permit. The Board
indicated interest in visiting the Manchester site. Motion by Commissioner
O'Meara, seconded by Commissioner Brown that an E.I.S. not be required with
the provision that No. 18 on the original checklist be changed to "yes."
The Board received the petition signed by 153 Hadlock area
residents opposing the Domsea Farms application to the Corps of Engineers,
Reference No. 971-0YB-I-004218 for commercial fish pens off Hadlock.
The Board approved and signed the minutes of September 19, 1977.
