October 10, 1977
lO:OOa.m. Meeting called to order by Commissioner O'Meara with Commissioner
Brown present. Chairman Mercer arrived about 10:15 a.m. from the
courtroom where he was testifying for the county in the Hjelvik
case.
Proposed Road Vacation; portion of street and lots, Garfields
Addition to Harrisburg; Allen and Helen Shaw, petitioners, appeared.
Mr. Shaw explained that he was advised by a neighboring property owner
that according to his survey, Shaw's well is in the street. Chairman
Mercer arrived and read the recommendations of approval from the
Planning Commission and the County Engineer. No one appeared to oppose
the vacation. Motion by Commissioner Brown, second by Commissioner O'Meara
to grant the vacation. The Board signed into effect Resolution No. 72-77
authorizing this vacation.
Motion by Commissioner Brown, second by Commissioner O'Meara to
adopt Resolution No. 73-77 appointing Annemarie Mende as second alternate
County Mental Health Professional.
Proposed sale of surplus county property. Motion by Commissioner
O'Meara to set sale at 1:30 p.m., October 22, 1977 at the Hadlock Shop;
and for notice of sale to be published October l3 and 20. Seconded by
Commissioner Brown. The Board signed Resolution No. 74-77 authorizing
this sale. Unanimous.
Marjorie Davis and l6 Hadlock residents appeared to protest the
Domsea Farms application to put fish rearing pens off Hadlock and Indian
Island. Chairman Mercer read a letter of opposition from Sandra Flaherty.
In response to the letter, Chairman Mercer and Board members explained
that determining whether or not the project is non-significant is part
of the permit process and has nothing to do with whether the permit is
approved. The purpose of the Shoreline Hearing on October 20 is to
review the project and anything significant should be brought out at that
time. Marjorie Davis questioned the meaning of a statement in the Leader
that all three sites come under the same threshold statement. Chairman
Mercer explained that Domsea Farms is considering three possible shore
base support sites for storage and loading facilities: Port of Port
Townsend, Hadlock (old Co-op building), and Indian Island. In response
to a question on the sewage removal, Chairman Mercer read a letter from
the Sanitarian to Domsea Farms inquiring about the method of sewage
disposal and that permits would be required. The Board continued to
answer questions about the project. Additional concerns were 1) pro-
tection of Northern Creed (inaudible) birds with open pens; 2) quality
of fish reared; 3) size of pens; 4) impact on water supply if fish
processed locally; 5) devaluation of property values. Planner Dave
Cunningham stated that the county can require an Environmental Impact
Statement (EIS) at any time of the permit process. Chairman Mercer
emphasized the importance for everyone interested in this project to
participate in a field trip to existing Domsea Farms sites. Commissioner
Brown explained that the land under the bay is managed by the Department
of Natural Resources who will lease to Domsea Farms provided the
necessary permits are issued. Also, Commissioner Brown stated that if
there are any particular items that can be brought out that would require
an EIS the Board would not hesitate to make this requirement, but so
far nothing shows and EIS is necessary. It would be very hard to
substantiate if property values would be devalued. Cunningham reported
that he has written to the Navy, the Tugboat Association, puget Sound
Gillnetters Association, Pur seiner Vessel Association, Northwest Coho
Association and replies are expected by the October 20 hearing. The
Tugboat Association has already objected.

Anders Steinsvik re: Opening of county road right of way. Mr.
Steinsvik appeared to request a waive for the county's half of the
timber on a county right of way. He needs 30 feet for access. The
cost to put in the road is estimated at $950. The value of the timber
is approximately $1,000. Commissioner Brown pointed out that since
aeinsvik doesn't own all of the lots he doesn't own all of the timber
and it would be necessary to make a deal with the other owners, but
the county has always stuck to their policy of 50%. The Board will
look at the property.
Motion by Commissioner O'Meara, second by Commissioner Brown
to approve and sign September bills to be paid in October.
The Board approved and signed the minutes of October 3, 1977.
The Board reviewed correspondence. Chairman Mercer was not
present during most of the afternoon due to necessity of his testifying
for the county in the Hjelvik court case. The Board adjourned until
Tuesday, October ll, 1977.
Tuesday, October ll, 1977 - The Board reconvened at 9:00a.m. with all
members present.
BUSINESS FROM COUNTY DEPARTMENTS:
Building re 1) Building Inspector Jack padia submitted a report that
final work on the Roofing contract of the Apartment,
Laundry and Boilerhouse at the Jefferson County
Hospital has been completed in a satisfactory manner.
2) The Building Department submitted a list of building
permits sold for September, 1977: 53 permits and $4,559
in fees.
Planning re 1) Final Short Plat of Ross Witter. Planner Dave Cunning-
ham reported that the final plat was approved by all of
the necessary departments. Therefore, Commissioner
O'Meara moved, Commissioner Brown seconded, the Board
sign the final short plat. Unanimous.
2) Army Corps Public Notice 07l-0YB-l-004408, Domsea Farms,
Inc. Motion by Commissioner Brown to have Chairman
Mercer sign a letter responding to the Public Notice
stating the applicant has applied for a shoreline permit
and requesting the Corps permit be withheld until
a Substantial Development Permit Application has been
reviewed. Seconded by Commissioner O'Meara. Unanimous.
3) Forest Practices Permit Application No. FP-02-0l539,
Julia Rogers to log 178.6 acres to increase pastureland
for grazing. The property is located between 4-Corners
and the Chimacum Airport road. Motion by Commissioner
O'Meara, seconded by Commissioner Brown for Chairman
Mercer to sign notice of no objection.
4) Proposed Amendment to Washington State Coastal Zone
Management Program. Planning Cunningham submitted a
letter for the Board's signature stating their testimony
and recommendation that the existing policy should only
be deleted if a substitute policy is adopted prohibiting
petroleum transfer facilities or sites at any location
on the Olympic Peninsula. Motion by Commissioner Brown
that Board sign the letter. Seconded by Commissioner
0' Meara. Unanimous.

5) Coyle Area Community Development Plan. Planner Dave
Cunningham reported that a letter with several
objections was received by the Department of Natural
Resources. After discussion the Board decided to
delay action on final determination of the Coyle
Plan until October 24, 1977 to allow the Planning
Department and residents of Coyle community to
analyze DNR's comments. Cunningham will send a
letter to Coyle Area Community Planning Team.
6) New Planning Commission appointment. Motion by
Commissioner O'Meara, seconded by commissioner Brown
to appoint George A. Burkhart to fill the unexpired
term of Chet Dalgleish as a member of the Planning
Commission. Unanimous.
7) Richard Thornton, Mobile Horne Court, Final Declaration
of Non-Significance. A letter was received from the
Department of Ecology pointing out a possible problem
with sewage effluent. The Board did not find this
significant. Motion of Commissioner O'Meara,
seconded by Commissioner Brown for Chairman Mercer to
sign the Final Declaration of Non-Significance.
