MINUTES
November 7, 1977
10:00a.m. Meeting called to order by Chairman Mercer with all members
present.
petition for the establishment of a county road along the
course of the existing Griffith Point Road. 27 residents appeared.
Attorney Harry Holloway appeared representing Mr. and Mrs. Clyde Gagne.
Chairman Mercer read the petition which was signed by 10 residents of
that area. Engineer Becker's reports of September 30, 1977 and November
7, 1977 were read. Becker recommended the establishment of Griffith'
Point as a county road with the provision that property owners benefiting
also be responsible for bringing the county road up to county standards.
Financing can be handled by establishing a Road Improvement District
(RID). The Planning Commission recommended approval of the petition on
the condition the road right-of-way be brought up to county standards.
9 letters were received in favor of the petition. One letter of
opposition.
Holloway outlined reason for the petition: 1) the only means
of access from the main road to property consists of approximately 90
parcels of property; 2) the road has been open to the public for
approximately ten years; 3) no property association to take care of road
maintenance; 4) he asked that the funds for the road come from the
county road fund rather than by RID as too many own property for invest-
ment and would not support an RID.
The following testimony was taken from property owners along
Griffith Point Road:
Howard',,Lischke - pointed out that the taxes residents have
paid over the last~ten years sh0uld be considered.

Betty Gagne - can the ~~ad not be blacktopped to cut costs?
Engineer Beqker replied that a 60' right-of-way is required for utilities
and services as a minimal standard. The actual road will be 26' shoulder
to shoulder. A sub-standard road can be established but it will be more
expensive in the long run. Also, the estimated cost does not include
the cost for drainage. Commissioner Brown stated that there is no
easement to the bay for drainage. ','
Christopher Lang - it should be considered a county road since
it has been a public road for ten years. Engineer Becker replied that it
becomes a county road when maintained by the county for 7 years. Mainte-
nance on the Griffith Point Road has been by request only. To be a county
road it has ~o be established by the county commissioners.
Bill Bonaudi - it's only necessary to have a road adequate
enough to handle a fire truck.
James Hansen - feels the county has an obligation to put the'road
in with county funds as the residents there are not burdening the county
for things like schools, etc.
George Calkins - inquired if the county could do a section at
a time to avoid the high cost of contracting. Becker replied that the
county is limited by RCW's to contract out jobs over $25,000 and to do
it in sections, Commissioner O'Meara replied would be considered staging
and not the intent of the law.
Don Sweeny - spoke in oPPQsition to the petition. The county
cannot assume the burden of a private:F~~. He described the path of
water flow. " ~
The Board reported that an RID is ,.established by signatures of
owners of 51% of the land. Holloway stated that :'according to the RCW's the
RID can be done by petition of the property owners or by resolution of
intent of the Board. He recommended the Board use the resolution procedure
to form the RID as the property owners have no organization through which
to act.
Motion by Commissioner Brown to pass a resolution of intent to
form the RID of Griffith Point Road. Seconded by Commissioner O'Meara.

John Sheehan, Port Angeles Job Service Center re: Disabled
Veterans Outreach Program. Sheehan appeared to bring to the Board's
attention the Governor's proclamation that the week of November 7 is
"Hire a Disabled Veteran Week." There are 201 disabled veterans in
Jefferson County and Sheehan is trying to locate them. About 12 to
15 of these are on the unemployment register. Sheehan now goes to
Employment Security weekly to see that veterans are referred to all
jobs. Any jobs that go into Employment Security are supposed to be
held for veterans for 24 hours.
Jack padia, Building Inspector re: Environmental checklist,
Hadlock Development Company. Sam Swanson appeared on behalf of Hadlock
Development Company re a 3-story, 15 unit apartment building to be
located 900 feet east of the Hadlock intersection, lying between Oak
Bay Road and Lower Hadlock Road. A fire hydrant is to be established
within 200 feet of the building. Commissioner O'Meara thinks the fire
hydrant should be established before a building permit is issued.
Motion by Commissioner Brown to sign a Declaration of Non-significance.
Second by Commissioner O'Meara.
Don Miller, Department of Natural Resources re: Timber
Revenues on Forest Board Lands. Miller submitted a report on "Income
from Management of State Forest Board Lands in Jefferson County." He
pointed out that a more realistic figure than what is printed in the
report for transmittals would be $900,000 for 1977 and $700,000 for
1978. This is because timber companies haven't been logging much in the
last two years. There has been more logging activity this summer. The
yearly report has been changed from fiscal year information to calendar
year information.
The Board discussed the Dosewallips Road situation with
Assistant Engineer Milt Sandstrom re: complaint of Erwin Kelly. Chairman
Mercer will make a site visit.
Henry Hamm, District Sanitarian, appeared to discuss any
pending problems with the Board.
BUSINESS FROM COUNTY DEPARTMENTS:
Building re: 1) Final Declarations of Non-significance for C & D
Construction for: 1) 10-unit apartment building, and
2) mini-storage facility. Motion by Commissioner Brown,
second by Commissioner O'Meara to sign Final Declara-
tion of Non-significance.

Counseling re:l)
Motion by Commissioner O'Meara, seconded by Commissioner
Brown to approve preliminary 1978 County Plan and
Budget for the Alcoholism Program.
Planning re: 1) Army Corps Public Notice No. OYB-2-004370, Fred Williams
to install truck ramp and place fill in Triton Cover near
Brinnon. Planner Tom Aumock presented the information
to the Board. The Board requested itemized list of
costs before taking action.
2) Army Corps Public Notice 071-0YB-l-004418, Pope and
Talbot, Inc. Motion by Commissioner Brown, second by
Commissioner O'Meara for Chairman Mercer to sign a
letter of no objection to the Corps stating that the
applicant was issued Shoreline Management Permit #12-77.
Unanimous.
3) Variance request of Maxine Eliason-Russ under Short
Plat Application #S17-77. Maxine Eliason-Russ appeared.
The request is to reduce the 60 foot legal access
requiremept of the Jefferson County Subdivision Ordinance
to establish a 30 foot legal access in a short plat.
The Planning Commission recommended approval of the
request with the condition a 90 foot diameter cul-de-
sac be established at the terminus of the access.
Motion by Commissioner O'Meara to grant variance.
Second by Commissioner Brown.

4) Variance request of Arnold Bryant No. S-19-77, under short
plat application to reduce 60 foot access to 30 foot legal
access. Planner Tom Aumock submitted the recommendation of
the Planning Commission that the request be denied as there
are no unusual circumstances peculiar to the property.
Commissioner O'Meara moved to deny the variance. Seconded
by Commissioner Brown.
5) Final Short Plat of Elvin Wright. Planner Tom Aumock
reported that all the necessary department heads have
reviewed the plat and signed their approval. Motion by
commissioner O'Meara, seconded by Commissioner Brown to
approve and sign the final plat.
6) Preliminary Plat by Kala Point No.3. Planner Tom Aumock
reviewed the plat report with the Board. Motion by
Commissioner Brown to approve the preliminary plat with
nine conditions of the Planning Commission. Seconded by
Commissioner O'Meara. Unanimous.
7) Request to return short plat application fee of Larry
C. Matheson as there was no work effort by the county.
Motion by Commissioner Brown that the Board write a
letter to the Treasurer approving the return of the
application fee. Seconded by Commissioner O'Meara.
8) Forest Practices Permit Application #FP-02-0l574, Donald
Guthrie and #FP-02-01575 Steve Boling to do logging.
Neither site falls under the shoreline jurisdiction.
Therefore, motion by commissioner Brown, second by
commissioner O'Meara to sign letters of no objection.
9) 1978 Road Construction Program. Planner Dave Cunningham
reported that the State Planning Enabling Act requires
that every agency in the county doing capital improvements
should come before the Planning Commission each fall to
see if programs are in conformance with the Comprehensive
Plan. Engineer's office is the only agency that's involved
and Engineer Becker came before the Planning Commission
and explained the road program. Planning Commission
recommended the road program be approved, but to include
road name signs to help with emergency services.
10) Domsea Farms: Planner Cunningham reported that we're still
lacking reponses to our inquiries and hope to get them by
November 14.
11) Coyle Area Community Development Plan. Planner Dave Goldsmith
reported on the history of events that led to the development
of the Coyle Area Community Development Plan. JackCunningham,
Chairman, Coyle Area Planning Team and Don Miller, Department
of Natural Resources representative appeared. Goldsmith
reported that once the plan is adopted, the policies contained
in it will apply to all development permits for subdivision,
mobile homes and camping clubs. Chairman Mercer inquired
whether comments were received from the Pacific Rim Group.
No comments were received. The Board reviewed the Plan
with Goldsmith. Commissioner Brown inquired about whether
or not there is a definition of "Ma and Pa" type businesses.
Goldsmith said that the interpretation will be up to the
Planning Commission. Planner Cunningham stated that a pre-
cise definition would be necessary if there is an implementing
ordinance.
Don Miller, DNR, expressed concern over the 30 foot
bumper strip. He complained that it would hamper timber
harvests. The Board maintained that an adequate buffer
should be left but the plan should be worded so there are
no conflicts with state regulations. Miller also objected
to provisions in the plan forbidding development of boat
launch facilities on t;he southern Toandos Peninsula, yet
DNR had no plans to build ,mch fac clities. The Board stated
that access to beaches was alr,~ady ava Llable from other
nearby launches.

Miller suggested that requirements that geologists
or soils engineers approve any residential site developments
on slopes of more than 15% was over restrictive. The Board
agreed that restricting building on slopes of 25% would
be more reasonable.
Jack Cunningham stated the Plan represents the feelings
of the majority of the Coyle residents.
Commissioner Brown moved to postpone action for one
week. Seconded by commissioner O'Meara.
Terry DeLeo re: Emergency Services Dispatching. DeLeo appeared
to discuss problems in getting services from 911 center to areas for
assistance. There are no formal organizations looking into the county
scheme.
Meeting set re: Recreation Program between School, City and
County for Thursday 10:00a.m., November 10, 1977.
The Board approved and signed the Criminal Justice Planning
Contract entered into between ClallamjJefferson Counties and the Program
Planning and Grant Administration, Inc. which is effective October 1, 1977
through September 30, 1978.
The Board adjourned until Thursday, November 10, 1977.
The meeting reconvened on Thursday, November 10, 1977 at 2:00p.m.
Call for Bids. Motion by Commissioner O'Meara, second by Com-
missioner Brown to approve and sign a call for bids for the sale of
merchantable timber stockpiled at the Port Townsend Landfill and on the
road right-Of-way at the Broad Spit Road to be received up until the
hour of 10:00a.m., Monday, November 21, 1977.
The Board approved and signed an agreement of assurance of
compliance with GSA Regulations in connection with any property donated
to the Jefferson County Department of Emergency Services.
The Board approved and signed Resolution No. 76-77 authorizing
the Emergency Services Director, the Sheriff and the Fire Chief to
acquire surplus property from the Washington State Agency for Surplus
Property.
The Building Department submitted the October 1977 report on
new building permits: 22 permits; fees $1,649.00.
The minutes of October 24, 1977 were approved and signed.
Letter from O. H. Hagge, P.E., Department of Transportation
inquiring about permit to improve road SR 101 32091C, Jacob Miller
Road to McPherson Street. The Board decided to send a reply that
no permit is needed.
