10:00 a.m. Meeting called to order by Chairman Mercer with all members
present.
Lincoln Rogers re: Questions on Variance. Mr. Rogers appeared to
ask if it would be possible to get a variance to establish a 30 foot legal
access instead of a 60 foot right-of-way on some property he intends to
long plat near the old Anderson Lake Road. After reviewing the situation,
the Board advised Rogers that it would nttbe possible without creating a
future problem.
Mrs. Helen Smith of the Group Home for Retarded Children re: Recreation
Program for the Handicapped. Mrs. Smith reported that due to inflation they
need support for their existing recreation program and also they would like
to add to it by having an adult program at the recreation center. Commis-
sioner Brown informed Mrs. Smith that this would have to be considered at
budget time. He asked Mrs. Smith to provide the Board with a written out-
line of the program described, the sOlution,and to include in it the age
levels for the students involved.

View Addition, Robert Tuttle, petitioner. The Board reviewed the petition
and set the hearing for Monday, December 12, 1977 at 10:00 a.m.
Ray Cottengaim, Small Business Administration re: Drought Relief.
Cottengaim appeared and presented disaster program information and
reported that all Jefferson County residents are eligible for dry well
loans. Kitsap County was declared a disaster area for SBA loans. Since
the program effects bordering counties, Jefferson County is also eligible.
petition from Tri-Area residents for community planning. The Board
received the petitions with 312 signatures. The Board will investigate
whether the Planning Department has sufficient time for this progect.
Motion by Commissioner Brown to re-appoint Ralph Hall, Jerry Thurlow
and Jim Boeger to two-year terms for the Tri-Area Community Center's
Board of Directors. The terms are from September 27, 1977 to September
26, 1979. Seconded by commissioner O'Meara. Unanimous.
Motion by Commissioner O'Meara, seconded by Commissioner Brown to
re-appoint John Parker for a 3-year term as a member of the Area Agency
on Aging Advisory Council.
The Board signed approvals to pay October 1977 bills to be paid in
November 1977.
The Board approved that Chairman Mercer sign a letter to the state
Office of Alcoholism giving information on the Jefferson County Alcoholism
Center.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re 1) Forest Practice Application No. FP-02-1579, Dana Packard
to log 8 acres. Conversion. Planner Tom Aumock reported
that it does not come under shoreline jurisdiction.
Therefore by formal motion the Board approved and
Chairman Mercer signed a letter of no objection to be
sent to the Forest Practices Administrator.
2) John Mey's barge at Discovery Bay. Planner Tom Aumock
reported that Mey's DNR Deep Sea lease expired in June
and the barge has not yet been moved from DNR land at

Discovery Bay. There has been no contact yet with
Mr. Mey. Aumock recommended the county fOllow-up as
it's within shoreline jurisdiction. Chairman Mercer
recommended a letter be written to Mr. Mey.
3) Domsea Farms. Planner Dave Cunningham reported that there
have not as yet been enough responses from our inquiries
to make a Threshold Determination. The Board agreed.
4) Coyle Area Community Plan. Planner Goldsmith reported
that the minor changes discussed last week have been
made. Motion by Commissioner O'Meara to approve
Resolution No. 77-77 adopting the Coyle Community
Development Plan. Seconded by Commissioner Brown.
Unanimous.
5) A letter of protest from R. J. Johnson to the
Marrowstone Plan was received. Commissioner O'Meara
recommended the Planning Department respond.
The members of the Board were issued summons to appear in Jefferson
County Superior Court re: complaint for property damages, Evergreen
Environmental Development Corporation, plaintiff.
Herb Kuzniczci, the administrator hired to look into Olympic Health
District, appeared to report to the Board. He felt that December 15
would be the time everything would be ready for the Board to adopt a
resolution to begin formal dissolution process.
