10:00 a.m. Meeting called to order by Chairman Mercer with all members
present.

Engineer Becker recommended the bid be rejected as unreasonable.
Motion by Commissioner Brown to reject bid. Seconded by Commissioner O'Meara.
Fred Palank re: Irondale road project. Mr. Palank, Mr. Bellinger
and Bill Brayton appeared. palank reported they have been working on a project
to open roads on property in Irondale since 1962. palank reported there
has been some confusion on what was required. commissioner Brown explained
that the county gets 50% of the timber to use to gravel and fine grade.
Whoever opens the road gets the other 50% and has to clear, grub, and rough
grade. palank reported that they would rather not clear and grub due to
costs and problems of contacting the property owners. The Board recommended
a Road Improvement District (RID) be formed and gave Palank the information
how to do this.
Steve Corra and Bonnie Brewer re: Encroachment Permit. Corra
and Brewer are considering purchasing a house on Lot 5, Plat of South Port
Townsend, but a portion of the house is on a county right-Of-way. They
requested an encroachment permit or a road vacation. The lot is 45 x 120.
The road right-of-way is 75.5 feet. The Board explained that there is no
need for an encroachment permit as the house is already encroaching.
Commissioner Brown stated that the road right-of-way may never be used
but it is too early in the growth of that area to decide at this time.
Motion by Commissioner O'Meara to approve Resolution No. 78-77
and 79-77, County Road Projects 427 and 428 respectively. CRP 427 is to
grade, drain and surface County Road No. 12, Beaver Valley to SRl04, 2.32
miles. CRP 428 is to widen and resurface 1 mile of Dabob Road.
Motion by Commissioner O'Meara, second by Commissioner Brown
to approve Preliminary Drug Abuse Plan of 1978, and for Chairman Mercer
to sign a letter to Mr. Ken Hardin at the Drug Abuse Office in Olympia
notifying him of the approval.
BUSINESS OF COUNTY DEPARTMENTS;
Planning re: 1) Army Corps Notice 07l-0YB-2-004370, Fred Williams. Planner
Tom Aumock reported that a cost breakdown to install boat
ramp and place fill at Triton Cove has been received.
Question is whether cost is under $1,000 to be exempt
from Shoreline Management Act. The Board requested
a further breakdown of costs to include the fair market
value of all the items.
2) Forest Practices Permit Application FP-02-0l588, Harold
Steinke to do logging near Beaver Valley Road to convert
to residential. It is not within shoreline jurisdiction.
Commissioner O'Meara moved that Chairman Mercer sign a
letter of no objection to Forest Practices Administrator.
The applicant was advised by the Planning Department that
any subdivision should be coordinated with Jefferson County.
3) Coyle Community Plan. Planner Dave Cunningham reported
that the State Environmental Policy Act has Statute of
Limitations which requires that once action is taken

(for example, approval of Community Plan), we must
publish the Statute of Limitations in the local news-
paper and send the Department of Ecology a notice. This
has the effect of limiting the amount of time the county
can be taken to court to challenge the adoption of the
plan on the basis of non-compliance of the State Environ-
mental Policy Act. It doesn't mean people can't challenge
it for some other reason. Motion by Commissioner O'Meara
second by commissioner Brown to publish notice according
to the SEPA Guidelines.
4) Domsea Farms, Inc. Cunningham reported that responses have
come in from Domsea, Corps of Navigation, Department of
Game. It appears there are enough responses to make a
Threshold Determination with the exception of the final
response from the Navy. Domsea has requested the Board
withhold' a Threshold Determination until December 5
to allow Domsea time to discuss it further with the Navy.
The Board discussed the towboat situation and advised
Cunningham to find out how many towboats go through the
canal. The Department of Game reports there are no
seal rookeries in that area known to them. The Health
Department is satisfied with Domsea's sewage facilities
on the fish pens. The Board approved delay until
December 5, 1977.
The Board is going to interview applicants for
two Solid Waste jobs next Monday, November 28, 1977.

The Board reviewed the petition and set the hearing for December 19, 1977
by a motion of Commissioner O'Meara, seconded by Commissioner Brown.
Call for Bid. The Board approved and signed a call for bids
for painting the Auditor's offices and the Commissioners' Chambers. Bid
opening set for December 12, 1977 at 10:30 a.m.
The Board signed a "Notice of Time and Place of Hearing Budget
Extension for 1977 and Proposed Budget of Jefferson County for the year
1978," for publication in the Leader November 24 and December 1, 1977.
The Board recessed until Tuesday morning.
10:00 a.m. The Board reconvened on November 22, 1977 to meet with the
Teamsters agents to negotiate cost-of,'living raises for 1978 for the
Sheriff's Department and the Road Department.
Motion by Commissioner Brown, second Commissioner O'Meara to
order 175 stacking chairs, 1 judge's chair and a swivel chair from Capitol
Industries under State Contract No. 45~76.
Motion by Commissioner Brown, second by Commissioner O'Meara
for Chairman Mercer to sign the Washington State Liquor Control License
for I license for December 1, 1977 for the Harbormaster Restaurant.
