Bragg -M-I-N-U-T-E-S- - December 5, 1977 10:00 a.m. Meeting called to order by Chairman Mercer with all members present. Stanley Brumbaugh reo Gardiner Community Center. Mr. Brumbaugh and George Christiansen appeared to see what construction will be able to be done in 1978. They inquired about there being plans for a new well, re-wiring, adding a yard light and clearing extra lot for parking. Commis- sioner Brown stated that some funds will be available but the exact amount will not be known until the budget is adopted. Commissioner O'Meara will check with Puget Power about the street light. The cost for testing the well should be looked into. BUSINESS FROM COUNTY DEPARTMENTS: Prosecuting Attorney reo 1) Lease with School District for the Recreation Center. Prosecuting Attorney Bill Howard appeared to discuss writing the lease. He appeared again later in the day with a typed copy of the lease. Motion by Commissioner O'Meara, second by Commissioner Brown to approve and sign the lease for the Recreation Center for ten years beginning January 1, 1978 for $10.00 per year with a purchase option of $100.00. Unanimous. Public Works 1) 1978 Road Construction Program. Engineer Becker appeared to discuss the road construction program with the Board. They considered striking the Rice Lake Road and bridge including Mats Mats Loop, Anderson Creek, location engineering for the Hoh Bridge, Railroad Crossing signals, engineering and right-of-way for Chimacum to Center. Building 1) The Board approved and signed the Final Declaration on Non-Significance for Hadlock Development Company for 3-story 15 unit apartment building in Hadlock. 2) The Building Department submitted their report for November. 44 permits; $3,905 fees. Planning 1) Forest Practices Permit Application No. FP-09-03318, Babare for logging and reforestation of 185 acres near Pleasant Harbor. Planner Tom Aumock reported that it falls within shoreline jurisdiction. Motion by Commissioner Brown, second by Commissioner O'Meara for Chairman Mercer to sign a letter to the Forest Practices Administrator advising that the applicant should be advised that theproject is within jurisdiction of the Shoreline Management Act. 2) Forest Practices Permit Application No. FP-09-03332; Walton to clear cut 28 acres. Planner Tom Aumock reported that it is not within shoreline jurisdiction. Motion by Commissioner Brown, second by Commissioner O'Meara for Chairman Mercer to sign a letter of no objection to the Forest Practices Administrator. Unanimous. 3) Forest Practices Permit Application No. FP-09-01599, Pope and Talbot on their property near Hoods Canal Bridge to clear cut and convert to a seed orchard for nursery operations. Motion by Commissioner O'Meara, second by Commissioner Brown for Chairman Mercer to sign a letter of no objection. , VOL 3 fAGE 0 :.1.56:1 ~-" .- M~nutes of December 5, 1977 Page 2 4) Corps of Engineers Notice, 071-0YB-I-004418, Pope and Talbot, Inc. for Department of Army permit to construct marine expansion at Port Ludlow for public boat moorage. Planner Tom Aumock reported that on September 6, 1977 the Board granted a more- line permit, No. 12-77. On November 7, 1977 the Board by formal motion approved that a letter of no objection be sent to the Corps. However, since the Public Notice was not received until this week the letter of no objection was not mailed. The Board approved the letter now be sent. Motion by Commissioner O'Meara, second by Commissioner Brown to hold a hearing for the 1977 budget extension on December 27, 1977 at 10:00 a.m. Petition for vacation of a county road by Daniel Thacker for Bonnie Brewer and Steve Corrao 120 feet of 2nd street between "E" street and easterly boundaries of Lot 16, Block 5 and Lot 9, Block 12 in plat of South Port Townsend. Motion by Commissioner Brown, second by Commis- sioner O'Meara to set hearing for January 9, 1978. Motion by Commissioner Brown, second by Commissioner O'Meara to approve and sign the minutes of November 28, 1977. The Board approved and signed the Employment Security Department Employer Status Report. The Board approved and signed voucher approval for current expense payroll and bills for October 1977. A notice was received from the Department of Social and Health Services, Office of Drug Abuse Prevention that the Jefferson County Preliminary Drug Abuse Prevention Plan is approved for calendar year 1978. 1978 Budget Hearings: Annual Current Expense Budget and Special Revenue Funds. Budget hearings commenced on this date as prescribed by law and continued through December 27, 1977. The officials and department heads in charge of the various county offices, departments, and services appeared at the time their prospective budgets were considered to answer any questions from the Board.
