Bragg MINUTES-- December 12, 1977 10:00 a.m. Chairman Mercer called the meeting to order with all members present. Road Vacation near NW corner of Block 5, Eisenbeis Bay View Addition, Robert Tuttle, petitioner. Robert Tuttle appeared. No one appeared for or against. Engineer Ed Becker recommended the road be vacated as petitioned as some of the platted streets are opened and serve access. The Planning Commission recommended the petition be tabled until additional information is obtained. After reviewing the map, Commissioner Brown moved to vacate the road as petitioned. Seconded by commissioner O'Meara. The Board signed Resolution No. 81-77, Order of Vacation for the above road. Bid Call - Sale of stockpiled timber at Port Townsend Landfill and Broad Spit Road 1. Jerry L. Short 2. S. V. Brown BID TOTAL 65% mill value to Jefferson County 45% mill value to Jefferson County Motion by Commissioner O'Meara, seconded by Commissioner Brown to award bid to J. L. Short. Unanimous. Agreement between Jefferson and Clallam Counties and the Public Defender for calendar year 1978. The Board reviewed the agreement and postponed action until a question is answered by Prosecuting Attorney Bill Howard. Law and Justice Agreement between Program Planning and Grant Administration. seconded by Commissioner Brown to sign this Clallam/Jefferson Counties and Motion by Commissioner O'Meara, agreement. Unanimous. Bid Call - Painting of Auditor's Offices and Commissioner's Chambers. BID TOTAL $4,188.24 $2,608.58 $3,016.27 l. 2. 3. Tom Plut peninsula Painting Paul Palmer Motion by Commissioner Brown, seconded by Commissioner O'Meara to award bid to Peninsula Painting. Application for liquor license for beer and wine on premises by Gary Reval Seil, Tri-City Restaurant. Motion by Commissioner O'Meara, second by Commissioner Brown for Chairman Mercer to sign notice of no objection to be sent to Washington State Liquor Control Board. Charles Broders and A. C. Grady, Attorney reo Open Space Application. Broders, Grady and Prosecuting Attorney Bill Howard appeared. Grady felt that the application should be granted. It was classified in timberland but the assessor had advised Broders to put it in open space. The Assessor was not available for comment. The Board reviewed the open space statute. Grady feels the application classifies as open space as per RCW 84.34 as it "concerves and enhances natural and scenic resources." Howard commented that the application states that the owner believes the property falls within open space classification. However, there is no information whether the application is accurate and that the Planner or the Assessor should make a recommendation as to whether the property comes within the scope of the statute. The Board agreed to postpone a determination on whether it qualifies until 11:00 a.m. December 19 to allow time for the Assessor to submit a recommendation in writing. If the application qualifies it will then go through a hearing process. The Board would have until next May to accept or deny the application. ; VOL 3 fAGE o :15B3 Minutes of December 12, 1977 ., . Motion by Commissioner Brown, second Commissioner O'Meara to approve and sign bid call to accept bids until 10:00 a.m., Tuesday, January 3, 1977. BUSINESS FROM COUNTY DEPARTMENTS: Prosecuting Attorney reo 1) Prosecuting Attorney Bill Howard appeared to discuss the lease for the Recreation Center. He submitted a redrafted copy of the lease with an addition to the option section to includ,~ a clause that states that if the county should sell or attempt to sell or use the Recreation Center for something other than the county purpose the School District has the right to reposses the property. 2) Personnel POlicy. Howard submitted copies of the redrafted Personnel Policy to each member of the Board with a cover letter which made reference to some changes. Recreation Program 1) The Recreation Program Director, Mac Atkinson appeared to discuss his budget with the Board, and to ask questions concerning the transfer of his program to Jefferson County. The Board would rather see the part time position become a full time position. The County Auditor, Betty Anderson, will check into establishing a Revolving Fund so that funds for expenses can be obtained in advance for activities that need it such as the Ski School. Health 1) Randy Durant submitted a report of revenue for health permits through November 1977. 2) Jefferson County Health Department. The Board set a hearing for the adoption of an ordinance for the Jefferson County Health Department rules and regulations for December 27, 1977. Roger pick reo Computer Programmer. Roger Pick, computer programmer appeared. pick reported that he has looked over our computer. He reported that he has a friend in California who is a specialist in the COBOL language and is qualified to set up the county's program and train the county personnel. pick recommended the county hire him for six months to perform these tasks and then Mr. pick could take over the position of programmer on a part time basis. He suggested the specialist get $1500 per month. The Board requested that a proposal be submitted in writing from the systems analyst. Motion by Commissioner O'Meara, second by Commissioner Brown to approve and sign an Amendment Agreement between the County and Jefferson General Hospital. The Board set a hearing to be held Tuesday, December 27, 1977 at 10:00 a.m. for the purpose of taking testimony for or against proposed budget extent ions for the Solid Waste Budget for 1977. The Board recessed until 10:00 a.m. Tuesday, December 13th to continue budget proceedings. 10:00 a.m. Tuesday, December 13: The Board discussed the computer situation with two representatives from Western Data who appeared before the Board to be available for questions. Western Data has provided the programs for the Assessor's and Treasurer's office. The Board is basically satisfied with the programs. The minutes of December 5, 1977, were approved by motion of Commissioner O'Meara and seconded by Commissioner Brown. The bills for November 1977 were approved and signed. VOL 3 PAGE 01.5841 . . .
