Bragg -M-I-N-U-T-E-S- December 19, 1977 10:00 a.m. Meeting called to order by Chairman Mercer with all members present. Petition for Vacation of County Road in plat of South Port Townsend addition, Richard and Jeannette Earhart, petitioners. Mrs. Earhart appeared and submitted three copies of a letter by Richard Earhart to the Board concerning the vacation. The Planning Commission recommended the petition be tabled since it does not meet the intentions of the petitioners. Engineer Ed Becker recommended the petition be denied due to it being a utilities access. Mrs. Earhart stated the reason for petition is to be assured that the alley will be left in its natural state. The survey is six feet off cutting Earhart's property short. Becker said there are no plans to change the alley. Motion by Commissioner O'Meara, seconded by Commissioner Brown to deny the vacation. Unanimous. Bernard Arthur re: Recreation Pro~ram. Mr. Arthur appeared to inquire about extending the hours of the sW1mming pool during summer and on week-ends. The main reason is to provide more activities for the kids. He also requested that the charge be reduced. A family membership is now $45.00 per year. Some families within a certain income can swim for free. However, it's a lot of money for the average famil~, especially when the hours for swimming are limited. Some kids are unable to participate in the Swim Club because of the costs. A lot of kids participate during trte free swim time. Also, Arthur reported that the program at the Recreation Center does not allow children under 12 years of age. Arthur requested a time for them. Arthur pointed out that the levy is suppose to cover costs of running the school and yet swimming has to be paid for. He found this con- fusing. The Board expressed concern in improving the program. However, Commissioner Brown pointed out that any changes in the swim program will have to be negotiated with the school. Chairman Mercer encouraged Arthur to try to get the school to change their schedule to include younger children. Arthur said he was told by the school the pool is under the Recreation Program. The Board will talk to the Recreation Director, Mac Atkinson, about it and Arthur will talk to the school again and submit his findings in writing. Call for Bids: for furnishing the Department of Public Works with one roll-off hoist trailer. Motion by Commissioner Brown, seconded by Commissioner O'Meara to sign bid call setting opening for January 9, 1978 at 10:00 a.m. A. C. Grady and Charles Broders re: o~en Space Application. Grady and Broders appeared. Grady stated the app11cation qualifies for open space open space under two requirements: conserves and enhances natural and scenic resources and promotes conservation of soils and beaches. He further stated that making a public park is not the intent of open sPace classification. Assessor Jeffry Ingman appeared and reported that for open space open space, the requirement that the property be open to the public is up to the legislative body of the county. Ingman further stated that there is no tax advantage for Broders to classify this land as timber- land as a 200 foot wide strip along the waterfrontmust be valued at "Fair Market Value" and his property isn't much wider than 200 feet. Motion by Commissioner O'Meara to consider the application eligible and refer it to the Planning Commission for their recommendation. Seconded by Commissioner Brown. Unanimous. Hearings continued on the Annual Current Expense Budget for 1978. [VOL 3 fAGE 01.618 , Minutes of December 19, 1977 . Page 2 Bill Stratton appeared re: his contention that Jefferson County is encroaching on his property. He stated that he has lost 2,051 square feet of property to the county. The Board advised him to have his property surveyed in order to be able to challenge the county's survey. Resolution No. 82-77, 1977 Budget Extension for Jefferson County Fair in the amount of $21,000.00 to cover costs incurred by the expansion of their building program not anticipated at the time of preparing the 1977 budget. Motion by Commissioner Brown, seconded by Commissioner O'Meara to approve and sign. BUSINESS FROM COUNTY DEPARTMENTS: Planning reo 1) Forest Practices Permit Application FP-09-00938R, Lawrence Lammers. Permit Revision as project was not completed. Planner Tom Aumock reported that the original permit was reviewed by the Board and a letter of no objection was signed on September 7, 1976. The project is not within shoreline jurisdiction. Conversion. It is subject to Jefferson County's Subdivision Ordinance. Motion by Commissioner O'Meara, seconded by Commissioner Brown for Chairman Mercer to sign notice of no objection to be sent to the Forest Practices Administrator and for him to advise the applicant to coordinate future subdivision with Jefferson County Planning Department. 2) Forest Practices Application #FP-02-01610, Olympic Investments, Inc. for selective logging to be done in Oak Bay. Conversion to 5 acre tracts. Planner Tom Aumock reported that it does not fall within shoreline juris- diction, but it comes within the Jefferson County Sub- division Ordinance. Motion by Commissioner O'Meara, seconded by commissioner Brown for Chairman Mercer to sign a notice of no objection and to advise the Forest Practices Administrator that the applicant be advised to coordinate future land subdivision with the Jefferson County Planning Department. 3) Shoreline Management Substantial Development Permit No. 14-76; Sea Farms, Inc. issued April 1976 to construct temporary building on a barge for oyster hatchery and for placement of barge in Brinnon immediately South of Brinnon Tavern. Planner Tom Aumock appeared to report on site inspection and public complaints. The facility was subsequently moved to South Point and now is being moved back to the original site. Aumock reported that the Planning Department has received complaints about bulldozing activity during the night at the Brinnon site. Aumock submitted a memorandum reporting on his site inspection. He found that use of the bulldozer is in violation of permit application. A letter from Gary Engman was received reporting on his bulldozing activities for Sea Farms, Inc. Treasurer reo 1) Treasurer reported that a check in the amount of $2,536,204.82 for Forest Funds has been received and requested the Board sign a resolution for the distribution of these funds. Motion by Commissioner O'Meara, seconded by Commissioner Brown to approve and sign Resolution No. 83-77 for Disbursement of Federal Forest Reserve Monies received by Jefferson County for the calendar year 1977. Unanimous. Letter received by the Board from James C. Crowel reo complaint on grading and even rolling of Rocky Brook logging road. Ed Becker will contact Crowell and the county road grader, Weeds. Minutes of December 12, 1977 were approved as per motion by Commissioner O'Meara, seconded by Chairman Mercer in the brief absence of Commissioner Brown. No. 84-77. The Board approved and signed 1977 budget transfers, Resolution tVOL 3 fAGE 0:1.619 ~inutes of December 19, 1977 . Page 3 The Board approved and signed Supplement No. 2 to the State of Washington, Department of Highways agreement No. GC 4371 to include Hemphill and Fossil Creek Bridges, CRP #407 and 408. The Board signed a contract between Jefferson County and George Liebhart DBA peninsula Painting for painting of Auditor's offices and Commissioner's Chambers. Letter from the Department of Natural Resources regarding the agreement (Resolution No. 34-75) for snow plowing and sanding on certain DNR paved roads by Jefferson County's Clearwater Road Crew.
