10:00 a.m. Meeting called to order by Chairman Mercer with all members
present.

Ed Hawley, City Street Department appeared re: contracting
with the county for city road work. The work would require overtime by
the County Road Department employees which the city is willing to pay.
The Board discussed this with Engineer Ed Becker. The Board approves
that the Engineer work up an agreement with the city of Port Townsend.

Budget Extension; Solid Waste Department, 1977. No one
appeared for or against the budget extension. Motion by Commissioner Brown,
second by Commissioner O'Meara to approve and sign Resolution No. 85-77
adopting the budget extension for the Solid Waste Department for 1977.
Unanimous. The budgeted amounts in the Solid Waste Budget for 1977, in
both expenditures and revenues, will be increased, but no new money will
have to be transferred into said budget due to the increase in revenue
(user fees) being more than the amount required to cover the increase in
expenditures.
Public Defender Agreement. Motion by Commissioner Brown,
V second by Commissioner O'Meara to approve and sign the agreement between
Clallam and Jefferson Counties Public Defender for the calendar year 1978.

Jefferson County Alcoholism Program. Motion by Commissioner
Brown, seconded by Commissioner O'Meara for Chairman Mercer to sign the
contract award #1060-CGG-1616 from the Washington State Department of
Social and Health Services for the Jefferson County Alcoholism Program.
The contract award is $20,000. Unanimous.
Conclusion of 1978 Budget Hearings. At the conclusion of the
hearings it was moved by Commissioner Brown, seconded by Commissioner O'Meara
to adopt the Current Expense Budget, Special Revenue Funds, plus the Road
Construction Program for the calendar year 1978. Unanimous. The Board
also set the levys for 1978 as certified by the auditor. All revisions,
corrections and/or additions were given to the Auditor for inclusion into
the Budget. Resolution No. 86-77 was approved and signed.

1977 Solid Waste Budget. Motion by Commissioner O'Meara, second
by Commissioner Brown to approve and sign Resolution No. 87-77 to increase
the 1977 Solid Waste Budget in the amount of $1,049.72 due to an error in
typing the adopted 1977 budget. Unanimous.
Creating an Equipment Rental and Revolving Fund 1978. By formal
motion the Board approved and signed Resolution No. 88-77 to create an
/ Equipment Rental and Revolving Fund for 1978 as per the authority of
Chapter 67, Laws of 1977 and State Auditor Bulletin 181, September 1, 1977.

withdrawal from the Olympic Health District. By formal motion
the Board approved and signed Resolution No. 89-77 so that Jefferson County
will withdraw from the Olympic Health District effective January 1, 1978,
and as of that date establish a County Department to be known as the
Jefferson County Health Department.

The Board approved and signed a contract with the Department
of Natural Resources for snow removal on certain DNR roads within the
county.

Proposed Adoption of Jefferson County Health Department Rules
and Regulations. Randy Durant and Larry Anderson, Olympic Health District
sanitarians appeared. No one appeared in opposition. Motion by Commissioner
Brown, second by Commissioner O'Meara to approve and sign Ordinance No. 2-77
adopting the Jefferson County Health Department Rules and Regulations.

BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1)
Shoreline Management Substantial Development Permit
Application No. 16-77 for the construction of 32 x 70
foot office building and retaining wall located at
Whitney Point off Quilcene Bay. Planner Tom Aumock
submitted the recommendation of approval of the
Planning Department subject to two conditions. Motion
by Commissioner O'Meara, seconded by Commissioner
Brown for Chairman Mercer to sign approval of permit
subject to the recommendation of the Planning
Department. Unanimous.

Army Corps Public Notice No. 071-0YB-2-004370, Fred
Williams, for a road access across bulkhead to private
tidelands. Planner Tom Aumock appeared and submitted
the cost breakdown of $555.00 for the project. The
Planning Department found the project, being less
than $1,000 and not interfering with the normal public
use of water, exempt under shoreline management act
permit requirements. Motion by Commissioner Brown,
seconded by Commissioner O'Meara to grant exemption
and for Chairman Mercer to sign a notice of no
objection to the Corps of Engineers.

Final Short Plat of Rainier Evergreen, Inc. located
at Gardiner. Appropriate department heads have
reviewed the plat and signed it. Motion by Commissioner
O'Meara, second by Commissioner Brown to approve and
sign the final short plat. Unanimous.

Attorney 1)
Re-draft of Lease and Option to Purchase Recreation
Center. Prosecuting Attorney Howard's letter of
December 22 stated the reason for the re-draft of the
lease is in order to delete any reference to the
assignability of the County's interest in paragraph
5. The School Board will consider the document on
January 9, 1978. Motion by Commissioner Brown,
seconded by Commissioner O'Meara to approve and sign
the lease.

Northern Tier Pipeline update. Howard reported that
Sandy Mackie, the Deputy Prosecuting Attorney in
Thurston County has submitted a summary on behalf
of Jefferson County as well as Thurston County and
four additional counties to the Energy Site Evaluation
Council. He recommended that the deadline for completing
the application not be extended. If the application
is extended then Northern Tier should go out to the
counties to find out what the problems are.

Leonard Peterson, Port Ludlow reo petition for the formation
of a water and sewer district. They (10 property owners involving 15
lots) would like to connect into Pope and Talbot lines which are privately
owned. Only four out of 15 lots are developed. The Board is unsure as
to the county's stand in this matter. Peterson requests a format for
a petition for the lot owners to sign. According to the Environmental
Protection Agency the county needs 25% of property owners in faVOr of
the project in order for the county to cost it out. The Board recommended
Peterson first discuss the project with Pope and Talbot to see if they
are receptive to the idea and to possibly get an estimate of costs, and
then have a petition signed. To form a sewer district owners of 51% of
the land would be required to vote in favor of it.

Petition for road vacation by Washington State Parks and
Recreation Commission to vacate road located in Old Fort Townsend State
Park. The Planning Department recommended the vacation be approved
subject to the condition that the right-of-way be used as a pathway
for pedestrian, equestrian, and bicycle use only. The Board set a
hearing date for January 23, 1978'at 10:00 a.m.

The Board granted a 90-day leave of absence to Allan J. Baumunk,
laborer, county road crew from January 2, 1978 until March 31, 1978.
Letter from Willa A. Fisher, M.D., M.P.H., Olympic Health
District Officer recommending that the county proceed to contract with
a Health Officer for the Jefferson County Health Department. The
Y letter will be answered that the Board will pursue the matter of obtain-
ing the services of a health officer and until a replacement is found
they request she continue.
