January 3, 1978
10:00 a.m. Chairman Mercer called the meeting to order with all members
present.
Bid Opening for furnishing of Petroleum Products for 1978:

As the bids were received in an itemized form, the Board
gave the bids to Engineer Ed Becker to break down the costs in order to
make a comparison. When he returned with the break down, Commissioner
O'Meara moved, Commissioner Brown seconded to award the bid for gas
for the entire county, and diesel for the west-end to Standard Oil
for the amount of $81,552.80 and to Thomas Oil Company for the
furnishing of diesel in the east-end only for the amount of $40,146.18.

Gail Stuart and Harold Buck re: Administration of Jefferson
County Health Department. Stuart and Buck appeared to discuss administra-
tion of the newly established Jefferson County Health Department. Motion by
Commissioner O'Meara, second by Commissioner Brown to contract with the
Community Action Council for the administrative services for the newly
established Jefferson County Health Department and for Gail Stuart to
be the administrator. Also, motion by Commissioner O'Meara, second by
Commissioner Brown to hold one meeting a month on the 3rd wednesday at
9:30 a.m. in the Health Department offices located in Building No. 29.
Sheriff Bob Hansen re: 1) Problem with handling disturbed
prisoners in the county jail. The difficulty is in administering medicine
and special diets. The hospital has no security for these people, although
Hansen had understood there would be a secured room at the county hospital
for these kind of prisoners. 2) Labor union contract. It is not clear
in the contract how to pay for overtime. The Board felt it would be
necessary to have a union representative clarify this point in writing.
Lon Wyrick, Trident Coordinator re: Trident update. wyrick
appeared to report that he wrote a letter to the Leader about an incident
on Indian Island involving a Leader reporter being detained for photograph-
ing the military installation without authorization from the Department of
the Navy. He wrote the letter to the editor of the Leader to reassure the
Navy that we had nothing to do with the incident. Wyrick told the Commis-
sioners he would begin making arrangements for a tour of the new Indian
Island facilities for city and county officials. The tour is likelyc
to be conducted this spring. Wyrick also reported that he would be
attending a meeting with the Chimacum Fire District to talk about a grant
application for an aid car.
Call for bids for one truck tractor. The Board approved and
signed a bid call to be opened 10:00 a.m. January 23, 1978.
Establishing a Revolving Fund for District Court. Motion by
Commissioner Brown, seconded by Commissioner O'Meara to approve and sign
Resolution No. 1-78 establishing a Revolving Fund in the amount of $50.00
for the County District Court.
The Board approved the minutes of December 19, 1977.

The Board received a statutory warranty deed conveying real
property as a gift to Jefferson County from grantor, H. J. Carroll. The
property is described and recorded under Auditors File No. 219231. The
property is to be used for park purposes only. However, negotiations
will be made to be able to trade this property. for other prOp?fty for
park purposes.
The Board recessed at 4:00 p.m. to meet in executive session
with Prosecuting Attorney Bill Howard regarding: Pacific Rim Group vs
Jefferson County Board of Commissioners; Cause #9126.
The Board will reconvene on Friday, January 6, 1978 for the
purpose of interviewing applicants for two Parks positions.
