10:00 a.m. Meeting called to order by Chairman Mercer with all members
present.
Bid Opening for furnishing the Department of Public Works with

Motion by Commissioner Brown to postpone awarding of bid to
February 6, 1978 to allow time for Engineer Becker to check over the bids.
Second by Commissioner O'Meara.
Proposed Road Vacation; Old County Road No. 48 located within Old
Fort Townsend State Park. Washington State Parks and Recreation Commission,
petitioners. Engineer Ed Becker recommended the vacation. The Planning
Commission also recommended the vacation subject to the condition that the
right-of-way be used as a pathway for pedestrians, equestrians and bicycle
use only. Larry Stevens and Dave McCune of State I?arks Land Division appeared.
McCune reported that the State Parks Commission has no objection to the
condition stated above. No one appeared in opposition. Motion by Commissioner
Brown to approve vacation subject to one condition of Planning Commission and
to also allow use by motorcycles. Seconded by Commissioner O'Meara.
Daryl Hedman re: 1) Permit to open county street. The county
policy of 50% of timber value to the county will be followed, but the alder
will be reduced to 25% to the county. The county will gravel and finish
grading. The person who clears the timber will rough grade. 2) Hedman
is putting a water line in by Jefferson County Park on 7th Street in Irondale.
He proposed to sell water to the county for $425.00. Engineer Becker reported
that we have a well there now that is unsatisfactory. Motion by Commissioner
O'Meara to check with the city to get total cost. Second by Commissioner
Brown.
Linda Nutsford, County Computer Supervisor, reported that the tax
rolls have been completed and statements will be mailed on time.
Clint Aldrich, Olympia Disposal. Aldrich submitted a new pro-
posal to reduce costs for 1978 for hauling transfer site containers.
Kathy Hayes re: Library Project Agreement. Hayes reported that
all member institutions have agreed to sign the agreement with the exception
of the North Olympic Library System which is the Port Angeles Public Library
System. Motion by Commissioner O'Meara, second by Commissioner Brown to sign
the agreement. Unanimous.
Alaska Power and Telephone Company offered $250.00 for one
addressographer and file cabinet, one addressograph plate maker and one
addressograph series 1900. Motion by Commissioner O'Meara to accept the
offer. Second by Commissioner Brown.

Bill Cronister, Port Townsend Auto Center re: Auto Parts for
County Vehicles. Cronister reported he has a contract with the state for
car and truck parts and services; he is offering the county the same
discount. 20% discount on GMC and Chrysler parts and $15.35 per hour on services.
The Board will advise the Engineers office and compare prices.

Claim for relief of taxes and assessments on property
destroyed by fire received from Howard Bill, Jr.
Motion by Commissioner Brown, second by Commissioner
O'Meara to approve claim for a refund of $18.24.
Planning re:
1)
Forest Practice Applications:
a) FP-02-01651; Jerry Short to clear cut 20 acres in
Chimacum Valley. Convert to agriculture. Planner
Tom Aumock reported it is not within the jurisdiction
of the Shoreline Management Act. Motion by Commissioner
Brown for Chairman Mercer to sign a notice of no
objection. Seconded by Commissioner O'Meara. Unanimous.
b) FP-02-00821R; Art Freemen. Discovery Bay Village
Plat west of highway to salvage trees and clearing of
some lots for view. Renewal. Planner Tom Aumock
prepared a letter of no objection to the Department
of Natural Resources. Approved aJ:Jd signa:l by.the Board.
c) FP-02-01650; State of Washington. The p:ro.ject is'located at
West-end off Christmas Creek off Clearwater River.
State owned land. 196 acres. Clear cut and road
construction with two bridges across Christmas
Creek. Project falls within shoreline jurisdiction
and subject to shoreline permits. Board approved
a notice be sent to the Forest Practices Administra-
tor that applicant be advised the project comes within
the Shoreline Management Act of 1971 and to contact the
Jefferson County Planning Department.
2) Army Corps Public Notice No. 071-0YB-I-004544; Cape
George Colony for maintenance dredging from marina
entrance at Cape George. Planner Tom Aumock reported
it has been reviewed for Shoreline jurisdiction in
years past. It does meet shoreline exemption criteria
for maintenance dredging. Motion by Commissioner O'Meara,
second by Commissioner Brown for Chairman Mercer to sign
notice of no objection to Corps.
3) Planning Services Contract between Jefferson County and
City of Port Townsend. Planner Dave Cunningham reported
the contract has been approved by the County Prosecuting
Attorney, the city Attorney and the City Council. The
Board reviewed the contract with the Planner. Motion
by Commissioner Brown, second by Commissioner O'Meara
to approve and sign the contract. Unanimous.
4) SEPA, SMA Exemption; West-end. Re: Jefferson County
Department of Public Works; Hoh River for 1) gravel
removal, 2) bank protection and 3) roadway protection.
In order to issue Hydraulics Permits, the Washington
Department of Fisheries needs to have a statement from
the Board concerning the need to undertake the project
immediately for the public health or safety to prevent
an imminent danger to public or private property in
order to exempt the project from the State Environmental
Policy Act and Shoreline Management Substantial Develop-
mental Permit. Motion by commissioner Brown, second by
Commissioner O'Meara for Chairman Mercer to sign a
letter per the above to the Washington Department of
Fisheries.

Letters of objection to the Marrowstone Island
Community Development Plan from R. J. Johnson.
Planner Dave Cunningham prepared a letter of
response to Mr. Johnson for the Board's signature.
Motion by Commissioner Brown, second by Commissioner
O'Meara to sign letter.
6)
Department of Housing and Urban Development (HUD).
Planner Dave Cunningham reported that between Clallam,
Jefferson and Grays Counties there is $308,700.
available in federal funds for new housing construction.
The money is to be available through the counties'
Housing Authority. Chairman Mercer signed a letter
of intent to HUD. We will then have 45 days to
submit an application provided that our Housing
Authority can be reactivated.
Status of Lazy C water system. Randy Durant, Sanitarian,
submitted a letterto the Board to bring them up to date
on the status of the Lazy C water system.
Agreement for Management of On-Site Waste Disposal
System. Prosecuting Attorney Bill Howard submitted
the agreement for the Board's approval. Randy Durant
was present. The board discussed in detail the
agreement. Motion by Commissioner Brown to approve
the agreement with the stated changes and to sign
the agreement when the changes have been incorporated.
Second by Commissioner O'Meara. Unanimous.
Out-of-State Travel. Motion by Commissioner O'Meara
second by Chairman Mercer to approve out-of-state
travel for Elaine Arey from the Treasurer's Office
to go to NCR computer school in Los Angeles on
January 30, 1978. The Treasurer is taking responsibility
of using O.M. Funds for travel and subsistence expenses.

Terry Parks re: request for permission to cut some trees on
certain county property to increase light for his building site.
Mr. Parks will mark the trees he would like to cut and the Board will
check them. If its merchantable timber it will have to be sold.
The minutes of January 16, 1978 were approved and signed.
Letter from Quilcene Community Center Board of Directors
regarding the stove at the center. Chairman Mercer will contact the
Quilcene Community Center Board.
Norm Pollock re: Union Contracts. Norm Pollock and Don Lane,
Teamster representatives, appeared to discuss union contracts with the Board.
