10:00 a.m. Meeting called to order by Chairman Mercer with all members
present.
Lon Wyrick re: Trident Update. Lon Wyrick, Trident Coordinator
appeared to report that 1) the water grant for the City of Port Townsend
has been approved by the Department of Housing and Urban Development (HUD).
The City already has the authorization to incur costs for the project.
2) LEAA law and justice grants have also been approved for a sheriff deputy
and equipment and costs can be incurred from January 1, 1978. Reimbursement
will come from LEAA on a monthly basis. 3) Chimacum Fire District figures
they will need $22,000 for a tanker and communications equipment which
amounts to 52% of the total purchase cost. The application will be submitted
to HUD by April 15, 1978. 4) A tour to view construction progress on Indian
Island will be scheduled in April.
Property owners from the Oak Bay and Olele Point area re:
Olele Tavern Application. 16 persons appeared in opposition to the
application. Two letters of opposition were received. Pat Knapp submitted
a petition with 66 signatures opposing the application. Five persons spoke
against the application stating it will create a traffic hazard and the
area should remain residential. No one appeared in favor. Motion by
commissioner Brown, second by Commissioner O'Meara to deny the application
and let it be known to the Washington State Liquor Control Board. Unanimous.

Mr. and Mrs. Elmer Strom appeared to inquire about the improve-
ment of a road in the plat of sentinel Firs. A petition to form a road
district was supposed to have been submitted approximately three weeks ago,
however, the petition was lacking proper legal description. Mr. Strom will
check with the person handling the petition.
ClintAldrich from Olympic Disposal appeared to check if the
County has received his full payment. The County has been paid in full.
Norm Pollock re: Union Contract for the County Road Department
and Sheriff's Department. Norm Pollock and Don Lang appeared with the
contract which include the clarification of "call time." Motion by
Commissioner O'Meara, second by Commissioner Brown to approve and sign.
unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1) Final Environmental Impact Statement for a) Parks,
Recreation and Open Space Plan and, 2) Proposed Adoption
of Revisions to the Jefferson County Subdivision Ordinance.
Planner Dave Goldsmith reported that no adverse responses
have been received. Motion by Commissioner O'Meara,
second by Commissioner Brown for Chairman Mercer to sign
the final declaration of non-significance.
2) Proposal for folding doors for the Third Floor Hearing
Room. Motion by Commissioner O'Meara, second by Commissioner
Brown to accept a proposal from The Expediters for the
amount of $1471.40 including tax.
3) SEPA Proposed Threshold Determination; Shoreline
Management Permit Applications:
a) Application No. 7-78; Dungeness Farms, Inc. Formal
application made for North of Brinnon by the old
Pope and Talbot log dump. These tidelands are leased
from the Department of Natural Resources. The project
is for a permanent location for seasonal moorage of barges
for loading and unloading of oyster seed cultch, with

moveable ramp between shore and barge. The barges
are tied in the winter and moved in and out in the
summer. The Board reviewed the environmental check-
list. Motion by Commissioner Brown, second by
Commissioner O'Meara for Chairman Mercer to sign
a proposed declaration of non-significance.
b) Application #8-78; Sea Farms, Inc. Project located
south of Docewallips River to convert temporary
facility to permanent facility for oyster and clam
hatchery; together with seawater intake and discharge
line; and to extend pier 50 feet maximum to align
dock to edge of barge; and place rock rip rap on
three sides of barge. The Board reviewed the
environmental checklist. Motion by Commissioner
O'Meara, second by commissioner Brown for Chairman
Mercer to sign a proposed declaration of non-
significance.
4) SEPA Final Threshold Determinations; Shoreline Management
Permit Applications
a) Application No. 4-78; Larry Matheson. Project located
north of Olele Point for earth landfill to bring
property to a useable grade and slope. Planner Tom
Aumock reported that no adverse comments were
received from state agencies. Motion by Commissioner
O'Meara for Chairman Mercer to sign a final declaration
of non-significance. Second by Commissioner Brown.
Unanimous.
b) Application No. 2-78; cape George Colony to cover an
existing pool and construction of a recreation hall.
Tom Aumock reported that no adverse comments were
received from agencies. Motion by Gommissioner
Brown, second by Commissioner O'Meara to sign a final
declaration of non-significance. Unanimous.
c) Application No. 1-78; Evangelical Methodist Church
for wood walkway down to the beach. Planner Tom
Aumock reported that no adverse comments from state
agencies were received. Motion by Commissioner Brown,
second by Commissioner O'Meara for Chairman Mercer
to sign the final declaration of non-significance.
5) Army Corps Public Notice 071-0YB-2-004488; Sea Farms,
Inc. for project near Goeduck Tavern in Brinnon for
rock rip rap. Planner Tom Aumock reported that the
applicant has applied for a Shoreline permit. Aumock
requested that the Corps permit be withheld until
a Substantial Development Permit application has been
reviewed. Motion by Commissioner O'Meara, second
by Commissioner Brown to sign a notice to the Corps
stating this request. unanimous.
6) Forest Practices Applications:
a) #FP-09-3490,Manke Lumber Company for thinning 120
acres located west of Dosewallips State Park. Planner
Tom Aumock reported that the project is not within
shoreline jurisdiction. Motion by Commissioner
O'Meara, second by Commissioner Brown for Chairman
Mercer to sign a notice of no objection to the
Forest Practices Administrator.
b) #FP-09-03501, York Tree Farm for selective cut
logging on land by Spencer Creek on Walker Mountain.
Not a conversion. Motion by Commissioner O'Meara,
second by Commissioner Brown for Chairman Mercer
to sign a notice of no objection.

7) Planner Dave Cunningham reported to the Board on the
meeting he attended with the state Oceanographic
Commission to review an interim study report on
liquified natural gas (LNG) and liquified petroleum
gas (LPG). Discovery Bay will be one of the represen-
tative study sites. Cunningham emphasized that
Discovery Bay should not have been one of the study
sites as it doesn't have fire or disaster aid pro-
tection and it has no port facilities as well as
no depth near the shore.

Works re: 1)
Local Cooperation Agreement re: Bank Protection Project;
Hoh River. Engineer Becker submitted the agreement for
the Board's action. Prosecuting Attorney,Bill Howard,
approved the contract. Motion by commissioner Brown,
second by Commissioner O'Meara to approve and sign.
2) County Road Project No. 431 to asphalt surface .53 mile
of Old Fort Townsend State Park Road, Resolution No. 16-78;
and County Road Project No. 432 to asphalt surface 1.63
m11es of Linger Longer Road, Resolution No. 17-78.
Motion by Commissioner Brown, second by Commissioner
O'Meara to sign Resolutions No. 16-78 and 17-78.
Unanimous.
3) Call for bids for the improvement of 5.54 miles of
Jefferson County Roads located in the Quilcene and
Hadlock areas. Motion by Commissioner O'Meara,
second by Commissioner Brown to approve and sign.
Gardiner Community Center. The Board asked that a letter
be written to two architects - Johnston Associates and BJSS - requesting
proposals to correct structural inadequacies and to expand and make
alterations of the Gardiner Community Center.
The Board approved and signed a notice of no objection to
the issuance of a liquor license for Carol and Marlene Batt for
Chevy Chase Golf Club Restaurant.
Motion by Commissioner O'Meara, second by Commissioner Brown
to approve and sign the minutes of February 21, 1978.
The Board signed three letters to livestock owners in the
West-end and a response to concerned citizens regarding problems in
that area.
The Board recessed until Tuesday, February 28, 1978 to
attend two meetings scheduled for that day regarding Northern Tier
Pipeline and the Department of Revenue on Open Space Regulations.
