10:00 a.m. Chairman Mercer called the meeting to order with all members
present.
Herb Covert and property owners from Coyle re: Thousand Trails
Camper Club. Twelve persons from Coyle appeared. Chairman Mercer read a
letter from the Coyle Community Club. Chairman Mercer explained the present
position of the County: The County Prosecuting Attorney has filed an appeal
of the judge's decision. Also, Thousand Trails has never made a formal
application for permits. Until that happens the County has no jurisdiction
over Thousand Trails.
Herb Covert, Commissioner for the Water District 3, was a spokes-
man for the group. He reported that Thousand Trails is pumping their well
and taking samples, but the samples have not yet been submitted to the state.
Thousand Trails has asked about buying 20,000 galleons of water per day from
Water District 3. Covert reported this would put the Water District in a
bind.
Covert also reported that there has been a constant flow of Thous-
and Trails campers visiting the Thousand Trails site, and that private
property is being trespassed. He presented the Board with 3 photographs
of Thousand Trails campers trespassing on private property, parking vehicles
on private property to get to Thousand Trails property. They are even
coming by boat. Also, a potential buyer for Thousand Trails site was told
by a Thousand Trails salesman that the camp site was all set up.
Commissioner Brown stated that unless the private property is
posted then the sheriff cannot do anything. And then the grievance would
be against the individual trespasser, not Thousand Trails.
Randy Durant, Health Sanitarian, stated he felt the Health Depart-
ment could get involved if there is evidence that sewage is being dumped,
and it is an area where people congregate.
Commissioner Brown advised the residents to contact the Prosecuting
Attorney to find out the status of the appeal. He stated that the only sure
way to solve these kinds of problems is to have conventional zoning.
The Board will write a letter to Thousand Trails and include a copy
of the letter from the Coyle Community Club.
Later in the day Prosecuting Attorney, Bill Howard appeared and the
Board updated him on this meeting. The Board determined that Howard should
write the letter to Thousand Trails.
Mrs. Thelma Clark re: Problems Relating to her lot in Shine.
Mrs. Clark and her daughter appeared. Mrs. Clark purchased a lot through
Arne Day Realty with the contingency that it meet the Health Department
requirements for a septic system. Mr. Day wrote her a letter that since the
property was platted in 1966, no new tests are required. Therefore, Mrs.
Clark went ahead and purchased the lot. However, Health Sanitarian Randy
Durant has now denied a permit for the septic system because of the high
water table. Randy Durant appeared and advised that if an engineer could
design a septic system to meet state specs he would approve it. This was
satisfactory to the Board. Mrs. Clark will demand that Arne Day hire the
engineer. If that doesn't work, Commissioner Brown suggested she try
getting half of the adjacent lot.
Gael Stuart re: Housing and Block Grants. Gael Stuart, Director,
Community Action Council; Planning Director, Dave Cunningham, and Planner
Dave Goldsmith appeared. 1) Stuart reported that there are HUD grants
available for rural housing. Community Action is interested in the develop-
ment and rehabilitation of rural low income housing. The grants will be
applied for by Community Action Council for Jefferson and Clallam County.
Stuart is expecting authorization by the Clallam County Commissioners today
to sponsor the pre-application. Stuart requested a letter of intent from
the Jefferson County Board of Commissioners to sponsor the pre-application
as well. The Community Action Council will pay for the pre-application process.

2) stuart announced that Jefferson County will be applying for a
grant with Klickitat County for new rental rural housing for senior
citizens and low income people.
BUSINESS FROM COUNTY DEPARTMENTS:

Attorney re: 1)
Thousand Trails. The Board discussed the meeting
at 10:00 a.m. with residents from Coyle area.
prosecuting Attorney Bill Howard will write a letter
to Thousand Trails.
2) Prosecuting Attorney Bill Howard reported that the
suit against Roger Lovitt and Associates will have
to take place in Mason County.
3) Griffith Point Road. The Board advised Howard to
begin work on the establishment of an RID for
Griffith Point Road.
Planning re:
1) Shoreline Management Substantial Development Permit
Application No. 5-78; DNR. Planner Tom Aumock reported
that the project is to construct a temporary forest
access road and temporary bridge access including road
approach landfill and abuttments for removal of school
grant timber on state land in the Minter Creek area,
southwest of Forks. The Shoreline Commission has
reviewed the project and recommends approval subject
to 15 conditions. DNR is the lead agency. Motion
by Commissioner Brown, second by Commissioner O'Meara
to approve subject to the 15 conditions.
2) SEPA Notice of Action by Jefferson County for Shoreline
Application 5-78; DNR. Motion by Commissioner Brown,
second by Commissioner O'Meara for Chairman Mercer to
sign the notice of action.
3) Army Corps Public Notice No. OYB-071-1-002719; Ramon
F. Broders. Planner Tom Aumock reported the project is
to retain 3 pilings that support residential structure.
The project is exempt from the Shoreline Management Act.
Motion by Commissioner Brown, second by Commissioner
O'Meara for Chairman Mercer to sign the notice of no
objection.
4) Letter from Joseph Daniels re: unauthorized fill in
Mats Mats. Planner Tom Aumock reported that he made
a site inspection and found that the landfill activity
is taking place within Shoreline jurisdiction.
Subsequently, Aumock wrote a letter to Horace notifying
him that a shoreline permit is required and that no
further activity take place until the permit is secured.
Aumock reported to the Board on his findings and
presented photo slides. The subject property owner,
Horace A. Evelund, has since made final application
for a shoreline permit. The shoreline permit will be
reviewed by the Shoreline Commission in May, 1978.

Calls:
for improvement of 1.26 miles of West Valley Road,
County Road #22. Motion by Commissioner O'Meara,
second by Commissioner Brown to approve and sign.
b) for Flail type roadside mower-tractor mounted on
a 40 horsepower diesel powered tractor. The mower
has been on the road program for two years. Motion
by Commissioner O'Meara, second by Commissioner Brown
to approve and sign the bid call.
2) Letter from Jimmie Cotton. Engineer Becker reported that
FHA require-s Cotton to have a letter of assurance from
the County that roads at Chalmers I will be put on the
road program as the road program permits. The Board
approved and Chairman Mercer signed the letter.

3) The Board received a letter re: Road Hazard at
Cape George Colony entrance. The letter indicated
that the Cape George Colony Club will grant property
as necessary to fill and widen the roadway entrance,
and assurance of easement from adjacent private
property owner has been received. The Board instructed
Engineer Becker to meet with the Cape George people to
review the scope of the project.
Assessor re:
1) Request for Tax Relief on real property by Wallace
H. Smith due to destruction of mobile home by fire.
The tax relief is for 1978 in the amount of $27.41.
Motion by Commissioner Brown, second by Commissioner
O'Meara to approve and sign.
Sheriff re:
1) Lee Smith appeared to submit a breakdown of expenses
for the Forest Service contract. The total budget
extension needed will be $29,515.14. The Board
submitted the budget to the auditor to arrange for
a budget extension. The County will be reimbursed
by the Forest Service over a 3-year period.
puget Sound power and Light Company re: Rhododendron Grange -
Area Light. Puget Power will be placing an outdoor area light at the
Gardiner Community Center (Grange Building). The cost tothe County
will be $3.90 per month. The Board approved and Chairman Mercer signed
the contract for this light.
The Board accepted the resignation of Alice Boggs, the Secretary
in the Building Department.
Order re: Allowing the Refund of Fees Paid for Application for
Permits. Motion by Commissioner O'Meara, second by Commissioner Brown
to approve and sign. Unanimous.
The Board recessed until 7:30 p.m. to attend a meeting on Mid-
Quimper peninsula Wastewater Facility Plan.
The Board reconvened Tuesday, March 28, 1978 at 2:00 p.m.
with Commissioner O'Meara and Commissioner Brown present. Chairman
Mercer appeared at 2:45 p.m.
The purpose of this meeting is re: Short Subdivision of Ruth
Nordby. Mrs. Nordby owns 7 acres on Marrowstone Island. Planners
Dave Cunningham and Dave Goldsmith appeared and explained the status of
the short plat. Health Sanitarian Randy Durant reported that he did a
site evaluation on December 6, 1977 and found the soils unacceptable for
the on site sewage disposal. Durant advised the Planning Department that
due to these conditions the short plan cannot be approved. Durant
reported that the state has approved an alternate evaporation system
that generally dOes not work in Western Washington. However, based on our
rainfall, such a system would be considered and approved as an experimental
system if the design met the state guidelines as per the Jefferson County
Health Department letter of March 15, 1978. Meanwhile Mrs. Nordby has a.
buyer contingent on approval of a septic system.
The Board advised Durant that land can be divided and sold anytime
without approval of a septic system. However, land can be restricted from
residential use unless sewage disposal is approved by the local Health
Department.
Durant also reported that the State has developed 5 alternative
septic systems and are working to develop more. These systems may be
used only with prior approval of the state.

Engineer Becker reported that Olympic Disposal is two months
behind in payment of dumping fees charged by the County. The Board
advised " Becker not to pay Olympic Disposal for hauling drop boxes.
Prosecuting Attorney Bill Howard is working on the situation.
The Board approved and signed a letter giving 60 days notice
to Olympic Disposal to terminate our agreement between Jefferson County
and Olympic Disposal dated September 8, 1975. Service will terminate
May 31, 1978.
Motion by Commissioner O'Meara, second by Commissioner Brown
to approve and sign the minutes of March 13 and 20, 1978. Unanimous.
