Bragg -M-I-N-U-T-E-S- May 1, 1978 10:00 a.m. Meeting called to order by Chairman Carroll Mercer with all members present. Notice of Public Hearing re: Proposed Use of Revenue Sharing Funds. The Board appeared and signed the public hearing notice. Adoption of the Mid-Quimper Peninsula Wastewater Facilities Plan and Alternative No.4. Motion by Commissioner Brown, second by Commissioner O'Meara to approve and sign Resolution No. 33-78 adopting the above plan to pump wastewater from Cape George to the Port Townsend sewer system for treatment and disposal at the city's treatment plant. BUSINESS FROM COUNTY DEPARTMENTS: Planning re: 1) SEPA Threshold Determination; Bryon Swigart, Shoreline permit application No.10-78, 3 miles south of Hood Canal Bridge to place a moorage buoy and floating plat- form. The Board reviewed the environmental checklist. Motion by Commissioner O'Meara, second by Commissioner Brown for Chairman Mercer to sign a declaration of non-significance. 2) Planner Tom Aumock reviewed with the Board the proposed changes to the Jefferson County Subdivision Ordinance. A public hearing will be held in the evening, May 1. 3) Army Corps Public Notice *OYB-I-004776; Rowley, Louis B. to build a 6' x 40' pier, 6' x 80' float assembly and 10' x 40' mooring float. Planner Tom Aumock reported that the project cost is under $2500. Therefore, the Planning Department has issued a shoreline exemption. Motion by Commissioner Brown, second by Commissioner O'Meara to sign the notice of exemption. 4) Planner Tom Aumock submitted a copy of a petition signed by 45 persons objecting to the Army Corps Public Notice No. 071-0YB-I-004762 of Clair Thorp to build a pier and float 327 feet long on his property. The project is subject to the Shorelines Management Act. Building re: 1) The Building Department submitted corrections to the March 1978 report: total fees correct $2,534.00. Also submitted was the April report: total permits 36; total fees $2,893.00. Treasurer re: 1) petition for Property Tax Return of $15.20 plus interest due to taxes being paid more than once. Motion by Commissioner Brown, second by Commissioner O'Meara to approve and sign. Prosecuting Attorney 1) Ruth Nordby Short Plat - The Board discussed the short plat with Randy Durant, Planner Dave Cunningham and Prosecuting Attorney Howard. No determination was made at this time. Intent to Vacate; (to correct Resolution No. 52-75) portion of Charles Street and easterly right-of-way of Holman Boulevard; Chalmers No. 2 Addition to Irondale. Page 2 Approval of Minutes: Motion by Commissioner O'Meara, second by Commissioner Brown to approve the minutes of April 24, 1978. Notice of application for Washington State Liquor Control Board for a Class H. license for the Olympic Black Forest Inn. Motion by Commissioner O'Meara, second by Commissioner Brown to approve and for Chairman Mercer to sign. Randy Tyler re: Lead Agency for housing block grant. Clallam County agrees that Jefferson County be lead agency with the provision they have a voice on allocation of funds. Clallam County will have their present Housing Authority be members of the Citizens Advisory Committee. The Citizens Advisory Committee will consist of the Community Action Council Board members in Jefferson County. The Board recessed at 5:30 p.m. to attend a public hearing on the proposed revision to the Jefferson County Subdivision Ordinance. PUBLIC HEARING, 7:30 p.m., PROPOSED REVISION, JEFFERSON COUNTY SUBDIVISION ORDINANCE: Chairman Mercer called the hearing to order. Planning Director Dave Cunningham reported that the Planning Department has had three meetings with real estate people, title insurance companies, bankers, surveyors, and department heads. Also the Planning Commission has had a public hearing. The Board reviewed the proposed changes. Some minor changes were discussed. One subject of concern discussed by the Board, the Planning Director, Health Sanitarian Randy Durant and Prosecuting Attorney Bill Howard, has to do with approval of a short subdivision without the approval of the Health Department. According to the Subdivision Ordinance a short sub- division must conform with public health and sanitation requirements. Sometimes situations occur where it would be appropriate to take exception to this requirement. However, there should be some procedure whereby the potential purchaser is informed that the short plat will not meet current public health and sanitation requirements for water supply and waste disposal. Prosecuting Attorney Howard will prepare the proper wording for the necessary instruments to notify potential purchasers. No one appeared to give testimony. Chairman Mercer closed the hearing. After the hearing the Board recessed to Tuesday to attend the Health Board meeting at 9:30 a.m. at the Health Department. After the Board meeting the Board reconvened to interview applicants for a computer programmer. The Board interviewed four applicants and hired John Achey as the new programmer.
