10:00 a.m. Meeting called to order by Chairman Carroll Mercer with all
members present.
Wayne Moore, Forest Service re: Young Adult Conservation Corps
Work Program (YACC). They have a crew of 10 to 13 persons available to the
County to work on recreation, parks, and environmental type projects. They
cannot work on projects for which budgeted funds exist. They may work pro-
jects for which labor funds are exhausted. The program is funded for
three years. The term of employment for each person is one year. Priority
will be given to local people. However, they are required to use 60%
from minority groups. The Board will submit an outlined project plan to Moore.

Motion by Commissioner O'Meara, second by Commissioner Brown to

Shoreline Management Substantial Development Permit Application
of Domsea Farms, Inc. *14-77. Tom McVane of Domsea Farms and five persons
opposing the project appeared. Planner Tom Aumock presented slides and
reviewed the project. He reported that the Shoreline Advisory Committee
reviewed the project with the comprehensive plan on April 20, 1978 and
recommends the project be approved subject to 15 conditions. Aumock
reported thttout of nine letters of opposition to the original project
6 have reaffirmed their objection and one has withdrawn. One new letter
of opposition was received from the Chimacum Grange. Mrs. Sandra Flaherty,
unable to attend this meeting today, has sent word of her opposition.
Marjorie Davis of Hadlock stated she feels the fish pens will
not have a positive benefit to the County. She feels the pens should be
located in a less populated area.
Lucile Rudolph stated she feels the pens will take away from
recreation.

Terry Albrecht, resident at Oak Bay, reported that people
continue to drive 4-Wheel trucks and tear up the marsh area at the spit.
He suggests the County put in a rock barrier. The Board will have a rock
barrier placed and signs posted.
Fred Reed appeared to inquire about a road vacation near the
cutoff to Marrowstone. Commissioner Brown advised that a recommendation
cannot be made until he goes through the permit process.

Health re: 1)
Proposed budget extension to cover costs incurred to
provide additional home health care, maternal and child
care in Jefferson County due to an emergency unforeseen
at the time of making the 1978 budget. The emergency
appropriation of $31,061.00 is to be used for salaries.
$25,453.00 were granted to Jefferson Health Department
by the Washington State Department of Health and
$6,608.00 have been made available through the Compre-
hensive Employment and Training Act. The Board
approved and signed Resolution No. 37-78 setting a
public hearing for June 5, 1978 at 10:30 a.m.

1) CRP No. 435 to stripe approximately 205 miles of
various County roads in Eastern Jefferson County.
Motion by Commissioner Brown, second by Commissioner
O'Meara to approve and sign Resolution No. 38-78.
2) CRP No. 436 to realign the intersection of the Cape
George entrance road and County Road No. 40. Motion
by Commissioner Brown, second by Commissioner O'Meara
to approve and sign Resolution No. 39-78.

Planning re 1) SEPA Threshold Deteriminations:
a) Shoreline application, Charles Springer to dredge
area in Brinnon for pond to develop oysters and
clam, make a 3 foot high berm surrounding the area,
fill the upland and provide a channel through the
berm in the flood plane of the Dosewallips River.
The Board reviewed the environmental checklist.
Mr. Springer appeared. Motion by Commissioner Brown,
second by Commissioner O'Meara to declare a
declaration of non-significance.
b) Shoreline application No. 11-78, Mullinax, P.
for a bulkhead project. Planner Tom Aumock reported
that the original property owner put in a tidal flood
gate for under $1,000 which qualified as an exemption
to the shoreline permit. The $1,000 exemption is
used up. Mullinax has since added two more tidal
gates which is a violation of the Shoreline Management
Act. The Planning Department recommends that this
application not be considered until the flood gates are
included. The Board concurs.
c) Shoreline application No. 12-78; Clare Thorp in
South Port Ludlow Bay for 327 foot private dock, pier,
float and brow. The Board reviewed the environmental
checklist. 52 persons petitioned against the project.
The Board feels the negative declaration should be
withheld until it is known if the Department of
Natural Resources will be leasing it.
2) Proposed preliminary long plat, Harvey Minnihan. Planner
Tom Aumock reported that the plat proposal is for 51 lots
on 22 acres with a ten foot buffer on each side of the
street and a storm water and drainage pond. This does
not meet the greenbelt requirement so he will have to get
either a variance or "fees in lieu of." MJtion by Commissioner
Brown, second by Commissioner O'Meara to approve the
surfacing of the main road through the plat provided
that Minnihan bring it up to county standards and that
the Planning Commission approves the preliminary plat.
The Board recessed until Tuesday, May 16, 1978 at 1:30p.m.

At 1:30 p.m. Tuesday, May 16, the Board reconvened to conduct
regular business:

3) YACC projects. Planner Dave Goldsmith reported that
the following projects could use help from the YACC
program: 1) Lake Leland swimming float needs to
be enlarged and moved away from the
boat dock, and the boat dock also needs
enlarging.
2) Oak Bay Park
3) Marking of bicycle paths
4) Quilcen€ ball park
Goldsmith will fill out the applications for these
projects.
v 4) Building permit, Clarence D. Bramhall to add 82 mini
storage units to his existing facility. The Board
reviewed the environmental checklist. Motion by
Commissioner Brown, second by Commissioner O'Meara
for Chairman Mercer to sign a declaration of
non-significance.

Horace Evelund, Shoreline application. Planner
Tom Aumock reported that no adverse comments have yet
been received from agencies on his project at Mats
Mats Bay. The Corps of Engineers is in the process
of issuing a cease and desist order because the pro-
ject is beyond mean higher high water. Motion by
Commissioner Brown, second by Commissioner O'Meara to
issue a final declaration of non-significance. Eveland
has placed fill on a portion of the County right-of-way.
Pleasant Tides Boat Launch. Planner Aumock reported that
some people in Brinnon have built concrete steps for under
$1,000 which makes it exempt from the Shoreline Management
Act. They built the steps with a 2 to 3 foot wide ramp
along the side so that it would be possible to launch
a boat from it during high tide.

Road vacations in Hadlock. Aumock reported that the
Planning Commission is concerned about the piecemeal
road vacations in the Hadlock area without some overall
road plan.

Forest Practices Application No. FP-02-00528R, E. L.
Bishop to clearcut 200 acres. Conversion. Motion by
Commissioner Brown, second by Commissioner O'Meara
for Chairman Mercer to sign a notice of no objection.
Approval of Minutes: Motion by Commissioner O'Meara, second
by Commissioner Brown to approve the minutes of May 8, 1978.
Letter re: Pacific Northwest Trail. Chairman Mercer signed
a letter which supports the proposed Pacific Northwest Trail.
Tideland Lease between Jefferson County and the Department of
Natural Resources. The Board approved and Chairman Mercer signed a lease
for tidelands for adequate deep water and back-up for future public boat
launch for the South 598 feet, Government Lot 2, Section 8, Township 29
North, Range 1 West, W.M.
Request for out-of-state travel for Annemarie Mende, counselor
at the Community Counseling; to attend an educational workShop in
Wisconsin June 25, 1978 to June 30, 1978. Cost to the County is $267.00.

Hearing on budget extension for Recreation Department. No one
appeared for or against. Motion by Commissioner O'Meara, second by
Commissioner Brown to approve Resolution No. 40-78 to appropriate revenue
sharing funds to add two swim programs and two baseball programs to the
Recreation Department budget in the amount of $2,700.00.
The Treasurer, Lillian Jacobsen, submitted the April 1978 report
of cash on hand as of close of business March 31, 1978, and a statement
of receipts and disbursements from January 1, 1978 to March 31, 1978.
The Board of Commissioners and the Clerk of the Board verified the report.
Chairman Carroll Mercer signed the preapplication for the HUD
Housing Rehabilitation and Neighborhood Improvement Program. Copies
were sent to Mr. Bert Barron, Office of Community Development; Kenneth
Sweeney, Clallam County Intergovernmental Council, and David Cunningham,
Port Townsend Regional Council.
