MINUTES
July 3, 1978
10:00 a.m. Meeting called to order by Chairman C. M. Mercer with Commissioner
Brown present and Commissioner O'Meara absent due to being on
vacation.
Hearing: Six Year Road Construction Program. Due to Engineer Becker
being on vacation, it was moved by Commissioner Brown, second
by Chairman Mercer to delay action until July 10, 1978.
Plat Alteration to Chimacum Creek Estates: Kenneth A. Clark, PLS, submitted
the altered plat map of Chima cum Creek Estates, approved June 12,
1978, for signing by the Board. After checking to make sure the
map was correct, it was moved by Commissioner Brown, second by
Chairman Mercer to approve and sign the plat map.
Acceptance of Proposal: for collecting and selling merchantable salvage
at the Port Townsend Landfill. Motion by Commissioner Brown,
second by Chairman Mercer to accept and sign the agreement with
Herschel L. Atkinson.
Agreement: Drop Box Caretaker - Brinnon area. Motion by Commissioner Brown,
second by Chairman Mercer to sign agreement with Elmer T. Ingle.
Appointment of Member to the Shoreline Management Advisory Committee: Only
one person applied. Motion by Commissioner Brown, second by
Chairman Mercer to appoint A. B. Cameron to fill the unexpired
term of W. E. Seton. Effective date of term is July 3, 1978 to
March 1, 1980.
Letter to Jail Commission re: Proposed plans for jail construction. Motion
by Commissioner Brown, second by Chairman Mercer to sign the
letter to BJSS for submittal by them to the Jail Commission along
with the plans.
BUSINESS FROM COUNTiDEPARTMENTS:
Auditor re: 1) Report of Revenues collected through June 30, 1978. Total
less building permits - $31,828.54.
2) Uniform size for plat maps. Mrs. Anderson requested the
Board to set requirements specifying that all plat maps
to be submitted measure 18" x 24". The Board concurred.
Engineer, Planning and Health Departments will be
notified.
Sheriff re: 1) Sale of County Vehicle. The Board said other salable
county property should be collected to sell all at one
time rather than going to the expense of having an auction
for just one item. Also, the car should be stored at the
County shop until sold.
2) Dispatch position open for Sunday shift. He requests the
Board consider letting the Records Manager work the Sunday
day shift at Dispatch rate of pay. The Board stated she
will have to have an agreement with the Union before they
can approve her working six days a week because of the
"overtime" clause in the Union contract.

Building re: 1) Building permit report for the month of June, 1978.
Total permits 39; total fees $3,181.00.
Planning re:
1) Notice of Action; Byron Swigart. The Board approved
the notice of action for the shoreline permit issued
to Byron Swigart for the placement of a boat moorage
buoy and a 12 x 12 foot anchored float at South
Point area.
Prosecuting
Attorney re:
1) Bridgehaven Water System. The Board discussed the
water system. Commissioner Brown expressed concern
over the fact that 150 lots have already been sold
and that prior to the installation of an additional
pump the water system will only service 80 lots.
Commissioner Brown asked Prosecutor Howard to draft
a document to protect the property owners who are
ready to build from delay in getting water.
The Board recessed until 10:00 a.m. July 5 for a conference with
the State Examiner and to conclude unfinished business.
July 5, 1978:
The Board awarded the furnishing of paint for the interior and
exterior of the Recreation Center to Eccles for the amount of $760.24
including tax.
Letter and guidelines for 1% Real Estate Excise Tax from Del
Graham, Manager, Transamerica Title Insurance Company. The Board
discussed this letter with Prosecutor Howard. The Treasurer will be
requested to put in writing her opinion on the matter.
