10:00 a.m. Meeting called to order by Chairman CarrolL M. Mercer with
Commissioner O'Meara present and Commissioner Brown absent due
to vacation.
Bid Openings for the improving 0.59 miles of Jefferson County
Roads located in the Hadlock and Mats Mats areas of Eastern Jefferson
County by placing approximately 480 tons of Asphalt Concrete Pavement)and
various other work as set forth in the plans and specifications for C.R.P.
#411.

Engineer's 'estimate was $25,820.00. There was only one bid submitted.
Commissioner O'Meara moved to accept the bid, Commissioner Mercer seconded.
Bid Openings for the sale of approximately one hundred (100)
tons of scrap metal (primarily white goods) at the County's Sanitary
Landfill near Port Townsend.

Letter fromJ. O. YOUhg, Director of Cooperative Exten'sion
Service, recommending Frank C. Jackson, Jr. to fill the county agent
position in Jefferson County effective October 1, 1978. Commissioner
O'Meara moved to appoint Frank Jackson, Jr. County Extension Agent effec-
tive October 1, 1978 with $5,160. from County funds being paid toward his
salary per year, together with the travel and office expenses. Commis-
sioner Mercer second the motion.

Letter from the Department of Ecology reo Funding for vehicle
for Solid Waste Disposal. The Board. with the help of Pros. Attny, Bill
Howard, will draft a letter of response.
Bill Bonaudi and Al Katch came to the Board to express their
satisfaction with the Boards efforts toward the establishment of the
Griffith Point Road. The Board briefly explained where they stand with
the road at this date.
Ray Mills appeared before the Board regarding the Road Vaca-
tion in the Short Plat of Cedar Cove that was denied by the Board in last
weeks hearing. David Goldsmith, planner, reported to the Board the actual
easement recorded on the State Map for the County Road #64 at Cedar Cove
Short Plat is 60'. Mr. Mills said when the property was purchaced it was
plotted a 29' to 50' easement. Goldsmith said that some kind of action
should be taken-to resolve this. Mr. Mills suggested vacating road down
to the plotted property lines. The road needs to be defined on the upper
edge of lot #4. Commissioner 0' Meara moved to continuedi$cussion after more
information is available, Commissioner Mercer seconded. The Board agreed

to vacate portions of the road up to the property lines. However, the legal
discription for the 30' right of way will have to be defined before the order
of vacation can be signed by the Board.
Commissioner Mercer brought attention to the question asked by Mr.
Mills last week about the responsibility of the publication fees. Ed Becker,
County Engineer, told the Board that he had told the applicant that a
vacation was a way to solve his problem and to eliminate the 60' easement.
But, according to the hearing, the road was essential, thus could not be
vacated. Concerning the road's condition, Mr. Becker recommended Cedar
Cove repair damages to the road caused by the water system; to allow 30'
access, and allow property owners usage up to the 30' access.
Commissioner O'Meara added, due to the fact that on the minutes of
September 11, 1978, the vacation for the road was denied, a new petition
should be made for the partial vacation for 30' right of way.
Approval of Minutes: The Board approved the minutes of August
21 & August 28,1978, as corrected.
Mrs. Howard, representing the ceramic group in Chimacum, spoke
with the Board about the funding for the ceramic class. She said that
for about the last 5 years they were funded by the Recreation Department
and now the funding was taken away. Mrs. Howard added that she talked with
Mr. Olsen, Chimacum School Superintendent, and he said that he didn't
particularly want a class on the school grounds that wasn't adequately
sponsered. Mrs. Howard said that without the Rec. Depts. support, the class
would fold. The Board told Mrs. Howard that the County cannot fund the
class for the balance of 1978 due to lack of funds. Commissioner O'Meara
suggested that the group go without an instructor for the remainder of the
year and only have someone in charge. Mrs. Howard felt that without
an instructor they wouldn't be learning anything, just doing the same thing
over again. Commissioner O'Meara said that something may be able to be
set up in the budget after the first of the year if they can operate with-
out an instructor until then. Commissioner O'Meara asked if the club
was open for more people? Mrs. Howard said that there was seating for
only so many and if they wanted to stand that would be fine. Mrs. Howard
suggested the club could have a ceramic sale and contribute money toward
the payment of the instructor.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning reo 1) Shoreline Management Substantial Development Permit
Applications:
a) washington State Department of Natural Resources; No.
16-78. The proposed project of clam harvesting with
mechanical harvester at Portage Canal. Shoreline Com-
mission recommended approval subject to 11 conditions.
The motion was made by Commissioner O'Meara, seconded by
Commissioner Mercer to approve and sign subject to the 11
conditions specified by the Shoreline Commission. Com-
missioner Mercer also signed the Substantial Development
Permit Notice Action
2) Forest Practice Permit Applications:
a) FP-02-01942; Tennesen et al. The Planning Department
recommended approval. Commissioner O'Meara moved to
approve as recommended, Commissioner Mercer seconded.
3) Army Corps of Engineers Public Notice:
a) 071-0YB-I-005024; Washington State Parks and Recrea-
tion Commission; for installing 2 tideland markers in
Kilisut Harbor and Admiralty Inlet to indentify public
tidelands at Fort Flagler State Park. The Board deter-
mined that this project is exempt from the Shoreline
Management Act. Moved by Commissioner O'Meara, seconded
by Commissioner Mercer to sign letter to exemption.
Treasurer reo 1) petition for Property Tax Refund by Vina E. Ross. Paid
in error because of a double assessment. Amount of re-
fund certified by the County Assesor and Treasurer.
Petition approved and signed by the Board.

Auditor reo
1) Resolution No. 78-78 reo Proposed formation of a
rural county library district. The resolution directs
the County Auditor to place the proposition for the
Establishment of a Rural County Library District on
the ballot for the vote of the people of the county,
outside incorporated cities and towns, at the next
succeeding general election to be held November 7,
1978. The Board approved and signed the above resol-
ution.
Public Works reo 1) The assistant County Engineer, Milt Sandstrom, sub-
mitted the Recommended 1979 Construction Program,
September 14, 1978. There was no action taken at
this time.
Commissioner O'Meara made a motion to write Jesse E. Mincks
and ask if he would consider an appointment on the civil Service Commission,
Commissioner Mercer seconded.
