10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with
all members present.
Contract re: Upgrading CETA OJT Program Proposal. Contractor,
Area I CETA Center; Subcontractor, Jefferson County. To employ 1 employee
and perform and provid all on-the-job training services in accordance with
its proposal dated 4/12/78. In consideration for the services to be pro-
vided by the Subcontractor for the period beginning 4/12/78 and ending
1/10/79 the Subcontractor will receive a total fixed price in an amount
not to exceed $1,822.40. Commissioner O'Meara moved to approve and sign,
Commissioner brown seconded the motion. Unanimous.
Resolution No. 83-78 re: Budget transfers; Recreation Depart-
ment. The total amount of the Inter Budget Transfer lS $6,671.91. Moved
Commissioner O'Meara, seconded by Commissioner Brown to approve and sign
the above resolution. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1) Corps of Engineers Public Notices:
a) 071-0YB-I-005151; Phillip R. Boling. To construct
a pier, drive piles, install ramp & float and remove
rock in order to provide private boat moorage in Pleasant
Harbor, Hood Canal. Moved by Commissioner Brown, second-
ed by Commissioner O'Meara to sign notice that a Shore-
line Management Substantial Development Permit is requir-
ed. Unanimous.
b) 071-0YB-2-005152; Phillip R. Boling. To place fill
and bank proteciton in Pleasant Harbor, Hood Canal in
order to provide bank protection. Moved by Commissioner
Brown, seconded by Commissioner O'Meara to have Commis-
sioner Mercer sign notice that a Shoreline Management
Substantial Development Permit is required. Unanimous.
c) 071-0YB~1-005153; Phillip Boling on behalf of Steve
Boling. To drive piles, construct a pier and install
ramp and floats in order to provide private boat moorage
in Pleasant Harbor, Hood Canal. Moved by Commissioner
Brown, seconded by Commissioner O'Meara to have Commis-
sioner Mercer sign notice that a Shoreline Management
Substantial Development Permit is required. Unanimous.
2) David Goldsmith advised the Board of the action he took
and gave them a copy of the Memorandum of Administration
Determination concerning Mechanical Clam Harvesting at
South Point and Port Ludlow, Jefferson County that was
sent to Leighton Pratt, D.O.E.
3) Goldsmith told the Board that Jefferson County will now
receive a grant of possibly around $5,000. to cover the
expense incurred surveying for the evaluation of Jeffer-
son Countys portion of the proposed Northern Tier Pipe-
line Route, esturaries and river crossing. The appli-
cation for the Grant is handled by the Association of
Counties and Jefferson County will subc~tract through
them for its portion of the Grant. Goldsmith said that
Mason and Thurston Counties will combine with Jefferson
in sharing the expense of the consultant if so desired.
Commissioner O'Meara moved for David to advertise for
consultant proposals. Commissioner Brown seconded the
motion. Unanimous.

Planning re: 4) Lazy C Ranch District #2. A Sewage septic tank permit
has been issued and the 1% excise tax also accepted on
a lot within an illegal plat. The Board said that the
purported buyers can petition for a refund on the excise
tax because the land isn't platted, therefore the deal
should not have been consummated.
5) Planning Association of Washington. David Goldsmith
would like the fall conference to be held here at Fort
Worden next year. Commissioner Brown moved to approve
for Jefferson County be host County next fall. Commis-
sioner O'Meara seconded the motion. Unanimous.
Public
Works re:
l) Discovery Bay Maintenance Facility, Job No. L-5240.
Due to the Countys reluctance to vacate the streets
involved in the Plat of Junction City, because of
possible future development in the area, the Department
of Transportation is requesting authorization for the
State and its contractors to enter upon the area of
Ninth Ave. of the Plat of Junction City. To construct
maintain and use these facilities, and remove and re-
locate them at such time as future streets are constructed
by the County. Commissioner O'Meara moved to approve
and sign, Commissioner Brown seconded the motion. Unanimous
2) Resolution of Intent for proposed R.I.D. for Sentinal
Firs. Commissioner Brown made a motion to pass a
resolution of intent to form Road Improvement District
in Jefferson Count~ to provide for improvement to
sentinal Firs Road and to set the hearing date for Nov.
20, 1978. Motion seconded by Commissioner O'Meara.
Unanimous. Resolution of intent is to be published
ll/2/78 and ll/9/78.

Re-appointment of Dorithe Harrington and Eva Taylor as members
to the County planning Commission. The motion made by Commissioner O'Meara,
seconded by Commissioner Brown. Unanimous.
Budget Extension; Health Department. The Board approved the
hearing date to be set for Monday November 6, 1978 at lO:30 a.m.
Letter of resignation from Louis Vitalich as member of the
Shoreline Management Advisory Commission. Commissioner Brown moved to
accept the resignation and Commissioner O'Meara seconded the motion.
Unanimous. There is no replacement as of yet.
Frank Millard appeared and showed the Board drawing plans of
a restaurant in Brinnon.
Liquor License. The Board approved for Chairman Mercer to
sign a notice of no objection to transfer a B, C, E, & F license to
Charles Ellis Russell from Helen Gladys Yackulic for the Valley Tavern.
Approval of Minutes. The Board approved the minutes of
September 5, 11, 18, & 25, 1978 as corrected.
Request for Advance Travel Fund; Frank Marritta, Sheriffs
Dept. For the amount of $50. In order to fly to San Jose, Calif. to
bring back a prisoner. The Board approved for Chairman Mercer to sign.
Unanimous.

The Board adopted, and placed on file the preliminary budget
for the County for 1979. The Budget Hearing will be held by the Board
of County Commissioners on Monday, December 4, 1978, at 10:00 a.m. in the
Commissioner's Chamber, Courthouse, Port Townsend, Washington.
