October 23, 1978
10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with
all members present.
Lyle M. Tinker appeared regarding the bad condition of the
roadway in Lazy C Division #2 and the flooding of the Dosewallips River.
Mr. Tinker said the Postal Service has discontinued service to permanent
residences in the area due to the pot holes and the over all road conditions.
He felt that Jefferson County should either add this small section to the
County Road system, or take action against the developer to improve the
road. Mr. Tinker also spoke of the flooding of the Dosewallips River. He
explained to the Board that after an unsuccessful attempt to persuade the
County to request a disaster area classification he contacted other agencies
to seek results. But was told by all of them to go back to the County
Commissioners. The Board told Mr. Tinker that they would write a letter
to the Department of Army asking for assistance on the matter. The Board
told Mr. Tinker that the Road in Lazy C Division #2 is a private road
within an illegal plat and nothing could be done by the County. Commissioner
Mercer said if they, the property owners, could haul in some gravel the
County would come in upon request and grade it. Commissioner O'Meara
advised Tinker of 2 other Roads going through a R.I.D. process to form a
County Road. Tinker felt that the property owners shouldn't have to pay
for it when the County has been negligent for the past l2 years. Commis-
sioner Mercer said the Board would get in touch with the Prosecuting Attorney
and send a report to Mr. Tinker as to where they stand on this matter.
Richard Thornton appeared to request the culdesac in Jackson
Cove, Brinnon be resurfaced. He said the present surface is breaking up
and he is requesting the County do something as soon as possible to pre-
vent it from getting to be a major construction. The Board said that
Engineer Becker will check the culdesac.
BUSINESS FROM COUNTY DEPARTMENTS:
Public Works re: 1) Letter to Olympic Disposal; request to continue
hauling of drop boxes. Mrs. Aldrich of Olympic
Disposal, Inc. appeared in regards to the letter.
She advised the Board that the contract has expired.
She is willing to continue service on a day to day
basis with utility services at the published tariff
rates. Commissioner Brown moved to sign letter of
agreement with Olympic Disposal, Inc. for continued
service until further notice at the published tariff
rates on file with the Utilities and Transportation
Commission. Commissioner O'Meara seconded the motion.
Unanimous.
2) Job description notice. Job opening for Road Super-
intendent. The Board read and approved.
Resolution No. 84-78 re: Intention to form road improvement
district in Jefferson County; R.I.D. #2, Sentinal Firs. There was a
petition to form a U.L.I.D. for the purpose of forming a road. But because
this cannot be done on a U.L.I.D. the Board chose to initi~e the action
by a resolution of intent. Commissioner Brown moved to approve the Resol-
ution of Intent to create Road Improvement District for the illegal plat
of Sentinal Firs. Commissioner O'Meara seconded the motion. Unanimous.

Resolution No. 85-78 re: Hearing notice for Budget Extension,
Jefferson County Health Department. The Hearing shall be held in the County
Commissioner's Chamber, Courthouse, Port Townsend, Wa., November 6, 1978
at 10:30 a.m. Commissioner O'Meara moved to approve the above resolution,
Commissioner Brown seconded the motion. Unanimous.

1979. Commissioner Brown moved to set hearing for
Commissioner O'Meara seconded the motion. Unanimous.
Notice of Hearing re: Proposed Budget for Jefferson County
1979. Moved by commissioner Brown, seconded by Commissioner O'Meara to
approve and sign Public Notice. Unanimous. The Hearing will be held
by the Board of County Commissioners on December 4, 1978, at 10:00 a.m.
william Hitchcock and John Bertram of NCR appeared before the
Board to have a general meeting and to discuss pending problems plus pur-
chasing additional equipment. The Board told them that they wished to
order immediately, a Magnetic Tape Drive. Mr. Bertram said that it would
take about 90 days before delivery. Mr. Bertram discussed various kinds
of leasing, renting, and purchasing programs. Betty Anderson, Auditor,
told them of a maintenance response problem. Mr. Bertram said that if there
is a maintenance call and it is not responded to the way it should, call either
himself or Mr. Hitchcock. Mr. Bertram said the paper work for the Magnetic
Tape Drive will be prepared and ready for Monday.
The Board approved and accepted the proposal from Hood Canal
Drilling Company. The proposal consists of the following: Furnishing
all labor, materials, supplies and equipment for drilling and casing a
6 inch well. Drilling, casing and drive shoe (Min. 30'), $16.00 per foot;
Well seal (required by the State Ecology Dept.), $200.00; Well screen,
set and developed (if needed), $375.00; Drive Shoe, $35.00; Hour Work
(other than the above, including excess set-up time on difficult site),
$40.00 per hour; Maximum depth authorized, 80 feet.
The Jefferson County Solid Waste and Parks Department Addendum
to the Public Works Labor Contract was fully executed and returned to the
Board.
Approval of Minutes. The Board approved the minutes of
October 2, 9, & 16, 1978.
The meeting was recessed until 9:30 a.m., Wednesday, November
1, 1978, for the purpose of conducting the Jefferson County Health Depart-
ment Board of Health meeting in the Health Department Conference Room.
