Bragg ------ H I NUT E S November 27, 1978 10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with all members present. John Ackey, Computer Department Manager, appeared regarding the NCR Equipment Order. The Board approved and signed the order for the IMOS III, $7,567.20, the Printer Speed Increase, $2,775.17; and the Replacement Processor and Disc Drive, $43,295.37. David Johnston, Architect, reported to the Board the progress of the soil testing at the Gardiner Community Center. The test results in the northwest corner of the property were 6 minutes per inch, safely within the acceptable rate. Johnston's Engineer calculated 310 lineal feet would be required for a drainfield with the normal plumbing fixtures. And with the use of the air flush toilets the drainfield would need only 171 lineal feet. Johnston concluded that the air flush fixtures would leave replacement area for the drainfield. Gael Stuart and Pete Simpson re: HUD Grant. a copy of the budget proposal for the $500,000.00 Block introduced Pete Simpson, the new Housing Rehabilitation Jefferson Clallam Counties. They brought in Grant. Mr. Stuart Director for Dorthia Harrington asked the Board why the County is putting in culverts on a road that is to be vacated. She said the culverts are being put in on a road that Thousand Trails Camper Club intends to vacate. The Board said they will check with the Engineers office on this matter. Mrs. Twiggs appeared regarding her petition for the sale of County property. The Board said that it wouldn't be until after the first of the year before the County will have a sale. Lois Smith reported to the Board about her County car being wrecked. It belongs to Clallam County and Jefferson County is responsible for the maintenance. The car's repair would exceed the value of the car according to Ericksons estimates. It's being stored at Erickson Brothers Garage until it can be taken to Port Angeles. The Board told Mrs. Smith to have Ericksons take the car to the County Shop until Clallam County decides what~ to be done with it. BUSINESS FROM COUNTY DEPARTMENTS: Planning re: 1) S.E.P.A. Threshold Determinations; Proposed Final Declarations of Non-Significance for the Shoreline Management Permit Applications of: a) #26-78; Art Hassel. Commissioner Brown moved to sign final declaration of non-significance, Commissioner O'Meara seconded the motion. Unanimous. b) #27-78; Phil Boling. Commissioner Brown moved to sign final declaration of non-significance, Commissioner O'Meara seconded the motion. Unanimous. c) #28-78; Steve Boling. Commissioner Brown moved to sign final declaration of non-significance, Commissioner ' O'Meara seconded the motion. Unanimous. 2) Shoreline Management Substantial Development Permit Applications: a) #15-78; Department of Natural Resourses. Mechanical clam harvesting; Kiliset Harbor. Shoreline Advisory Commission recommends approval subject to 12 conditions. Commissioner Brown moved to approve permit with the Shoreline Advisory Commissions recommendations plus one additional condition concerning ebb tide. Commissioner O'Meara seconded the motion. The Shoreline Advisory Commission recommends the Board deny the permit application. After thorough discussion Commissioner Brown moved to delay action on the permit until the Board gets a chane to study it themselves. Commissioner O'Meara seconded the motion. Unanimous. Art Hassel appeared. 3) Army Corps Public Notices; a) #071-0YB-2-005154; U.S. Department of Interior. To install salt water intake and marker buoys in Admiralty Inlet, puget Sound. The Board agreed to sign the notice of no objection. b) #071-0YB-I-003201; Pleasant Harbor Marina, Inc. For a 3 year extension for completion of work and revision to Dept. of the Army permit #071-0YB-I-003201. To con- struct a marina for public boat moorage in Pleasant Harbor Hood Canal. The Board signed the notice of no objection. 4) Road Variance, Thomas Somlo. For a variance from the standard road right of way width of 60' to 30'. The Planning Commission recommends approval subject to 3 conditions. Commissioner Brown moved to approve with the conditions of the Planning Commission. Commissioner Mercer seconded the motion, in the absence of Commissioner O'Meara. Treasurer re: 1) petition for Property Tax Refund, V.V.C. Corp. Paid in error due to double payment. Amount of refund cert- ified by the Treasurers office. Commissioner Brown moved to approve and sign the refund, Commissioner Mercer seconded the motion, in the absence of Commissioner O'Meara. The Board recessed and reconvened on Tuesday, Noverber 28, 1978 to continue regular business. Resolution No. 89-78 re: Budget extension hearing notice; Maintenance Department, CETA OJT Program. The hearing will be December 4, 1978 at 10:30 a.m. in the County Commissioners Chamber, Courthouse, Port Townsend. The Board approved and signed the above resolution.
