Bragg -MINUTES- December 18, 1978 10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with all members present. J. R. Hansen appeared reo SEPA review of Hotel, Boatel, Res- tauran~and Marina complex at Lower Hadlock. Planner Tom Aumock appeared to review the Shoreline Management Substantial Development Permit Applica- tion and the Environmental Check List.' Aumock informed the Board that due to soil conditions an inspection by the Health Department would be necessary. Aumock further informed that the major problem as far as the County is con- cerned is the impact on the existing traffic circulation. Aumock suggested if and when the petition is approved, the Nordland intersection be improved. Moved by Commissioner Brown, seconded by Commissioner O'Meara that an Envir- onmental Impact Statement need not be prepared and a Declaration of Non- Significance be prepared. Dorthey Cadwell, Juvenile Probation Officer, appeared reo Leasing an automobile for use by the Juvenile Officer, Lois Smith. Board advised a budget extension would have to be approved and it will take time to get figures together but will take the matter into consideration. Jim Cotton appeared reo Ingress and Egress in Chalmers Addition. Cotton informed that he is in the process of building low income homes and in order for the Farm Home Administration to commit to the proposed homes in Chalmer's addition they need a time limit on when access will be done and the number of people who will be building there. After discussing the matter the Board told Cotton that they would figure a time and inform him. Elizabeth McCaleb, Hoh Indian Tribe, appeared reo Community Services Center and CETA Construction Trainees. Ms. McCaleb discussed possibilities of getting some training and construction activities at the Hoh. Board advised after some discussion that McCaleb contact Foster Beeson or Larry Coffee of the Employment Security CETA Program in Port Angeles. Board requested McCaleb have one of the two gentlemen contact them so they may be kept informed. BUSINESS FROM COUNTY DEPARTMENTS: Planning reo 1) Army Corps Public Notice: a) #071-0YB-I-005284; John R. Hansen, Inc. Drive piles, construct pier, install floats and ramps to provide water access to proposed restaurant, motel and condominiums in Admiralty Inlet, puget Sound near Hadlock. The Board signed notice that the applicant has applied for Shoreline Manage- ment Permit and the request that thG Corps permit be with- eld until the Shoreline Development Permit has been re- viewed. 2) Preliminary'Plat renewal request of R. Thornton for "Sun- , rock Mobile Home Court". Planning Commission recommends a 12 month extension. Commissioner O'Meara moved to approve the extension request, Commissioner Brown ~econded the motion. Commissioner O'Meara moved to approve and sign the final short plat, Commissioner Brown second- ed the motion. Unanimous. b) S15-78; Tandoo. Commissoner O'Meara moved to approve and sign the final short plat, Commissioner Brown second- ed the motion. Unanimous. 4) Forest Practice Permit Applications: a) FP-02-2075; John Alberti. For road building and thin- ning. Commissioner Brown moved to sign notice of no objec- tion provided there is a conversion and only 30% volume is taken. Commissioner O'Meara seconded the motion. Unanimous b) FP-02-0274; Loren H. Jung. For road building and thinning. Commissioner Brown moved to sign notice of no objection provided there is a conversion and only 30% volume is taken. Commissioner O'Meara seconded the motion. Unanimous. 5) The Board signed letter to the Shoreline Management Advisory Commission regarding the Shorelines Management Substantial Development Permit Application #23-78; Art Hassel. The Board recessed and reconvened on Tuesday December 19, 1978 to continue regular business. BUSINESS FROM COUNTY DEPARTMENTS cont. Pros. Attny. reo 1) HUD Grant Monies - Administrative Services Contract. A contract between Jefferson County, As Lead Agency, and the Clallam-Jefferson County Community Action Council for administration of the HUD funds. Moved by Commissioner Brown, seconded by Commissioner O'Meara to approve and sign the contract. 2) Defense of County Officials and Employees. The Board went over the draft resolution with Mr. Howard. The resolution will be changed to read "County Officials and Department Heads" prior to signing. 3) Mr. Howard requested authorization from the Board to appoint Trooper Joe Waltersheidt and Trooper K. L. Muma as Deputy Coroners. The Board approved author- ization of appointment. Stan Johnston appeared regarding the proposed final approval of the Johnston Short Plat. The Board did not approve at this time due to deed being in error. The Board recessed and reconvened on Wednesday December 20, 1978 to continue regular business. Contract reo Maintenance of the Trane Air Conditioning unit, model SAHA 2006-02, Serial #B6C6 001517 and the variable controls in all the rooms of the Jefferson County Multi-Service Center. Services to be performed for a one year period, January 15, 1979 to January 15, 1980 for the amount of $1,080.00 plus tax. Commissioner O'Meara moved to sign contract, Commissioner Brown seconded the motion. Unanimous. petitions for vacation of County Roads: 1) Morrissey's Addition to Hadlock; Jim Cotton, petitioner. The Board set the Hearing date for February 13, 1979 at 10:00 a.m. in the Commissioners Chambers. 2)Tukey Addition; Josephine Crist, petitioner. The Board set the Hearing date for February 13, 1979 at 10:30 a.m. in the Commissioners Chambers. 3)Bay View and Kuhnsville Additions; Fredrick A. and Millicent S. Reid, petitioners. The petitioners will have to be con- tacted due to the possibility of land locking certain lots. Letter from Washington state Association of Counties reo New Trust Articles. Commissioner O'Meara moved to concur with the action of the insurance trustee regarding the amendment to the by laws. Commis- sioner Brown seconded the motion. Unanimous. Contract reo 1979 Mental Health/ITA Administrative services, Notification of Contract Award. Commissioner O'Meara moved to approve and sign contract, Commissioner Brown seconded the motion.
