January 8, 1979
10:00 a.m. Meeting called to order by Chairman Carroll M. Mercer with
all members present.
Reorganization of the Board of County Commissioners. Com-
missioner Brown moved to appoint Commissioner O'Meara as Chairman of
the Board .for the next 2 years, Commissioner Mercer seconded the motion.
Unanimous.
Hearing reo Resolution-No. 14-79; Budget A~propriations.
The following budgets have insufficient funds to mainta~n themselves
for the year 1978 due to emergencies which could not have been forseen
at the time of preparing the budgets: General Administration, County
Fair, County Parks, Recreation Department, and Civil Service Commission.
No one appeared to speak for or against the proposed resolution. Com-
missioner brown moved to approve and sign the above resolution, Commis-
sioner Mercer seconded the motion. Unanimous.
Hearing re: County's Intent to Vacate certain portions of
road in Short Plat of Cedar Cove. Leroy Richmond, -property owner, spoke
against the vacation until he was advised that this was a partial vaca-
tion only. The letter from Charles G.Rodson in opposition of the
vacation was read. Six persons appeared. Commissioner Brown moved to
approve and sign Resolution No. 15-79; Order of Vacation, Commissioner
Mercer seconded the motion. Unanimous.
Boundary and Annexation Survey from the Bureau of the Census.
The Board signed the census as "no change".
Letter from Olympic National Forest re: A road easement
from Jefferson County signed July 24, 1978. There is no resolution
for this easement so the Board will have one written up.
Virginia Baumunk appeared regarding the care of drop boxes
in Chimacum. Ms. Baumunk said that her agreement with the County for
the care of these drop boxes, $140.00 per month, doesn't pay enough due
to the cold weather creating many problems with the boxes. The Board
advised her that they will speak with Glen Bagley and get back with
her about the problem.

Tom Aumock. Due to more information being

2) Army Corps Public Notice:
a) #07l-0YB-2-005331; Washington State Parks and Rec-
reation Commission. Exempt from the Shoreline Manage-
ment Act under W.A.C. 173-14-040(10). To install 2
tideland markers in KilisutHarbor, Admiralty Inlet.
Commissioner Brown moved to sign notice of no objection,
Commissioner Mercer seconded the motion. Unanimous.
3) Final Short Plat of P. Dunkle. Mr. & Mrs.
Mr. & Mrs. Tirrunerman appeared. Due to all
signatures be~ng on plat map, Commissioner
to approve and sign the final short plat.

Kathy Hayes appeared regarding the Library Project. She
spoke of options such as a merger with the city of Port Townsend and
the need of a 5 member Library Planning Board. The Board will advertise
for members.
Stan Johnston appeared regarding Johnston Short Plat. He
submitted the quit claim deeds to the Board. prosecuting Attorney,
Bill Howard reviewed the deeds and said that assuming the property
descriptions are O~ the deeds are proper. Commissioner Brown moved
to approve and sign the Short Plat due to all required signatures being
on plat map. Commissioner Mercer seconded the motion. Unanimous.
Liquor License. Commissioner Brown moved to approve and
sign the notice of no objection to transfer E & F license to Jack R.
Maloney from Gladys P. Youngblood for the Nordland Trading Company.
Commissioner Mercer seconded the motion. Unanimous.
Bid Opening re: Fleet leasing with full maintenance and
repair program for Sheriff's patrol vehicles and Juvenile Probation
Department vehicle. To be considered either collectively or separately
as set forth in the specifications available from the Commissioner's
office.
BID TOTALS:
Sheriff's Patrol Car;
Lease - $210.00 per month per unit
Maintenance - $66.00 per month per
unit.
Juvenile probation Department Car;
Lease - $169.00 per month per unit.
Maintenance - $20.00 per month per
unit.
There was only one bid submitted. Commissioner Mercer moved to award
bid to Bayview Ford-Mercury, Inc., Commissioner Brown seconded the motion.
Unanimous.
SPEC HOLDERS:
1. Bayview Ford-Mercury, Inc.
The Board approved the December bills to be paid in January.
The Board has allowed Employment Security Department to
use the Planning Conference room on Wednesdays, 9:00 a.m. to 3:30 p.m.,
for unemployment purposes. 'Ib begin January 24, 1979.
The Board recessed and reconvened on
1979 at 10:00 a.m. to continue regular business.

Approval of Minutes. Commissioner Mercer moved to approve
the Minutes of December 27, 1978, Commissioner Brown seconded the motion.
Unanimous.
Proposal for consulting services for the Hoh River Bridge
(High Level). Preliminary Investigation, Final Design, and Construction
are the three proposed phases. The proposal was accepted and signed
by Commissioner Brown and Commissioner Mercer.
Request for a leave of absense by Thomas H. Baker, Chief
Appraiser.' From January 31, 1979 through and including February 7, 1979.
Commissioner Brown moved to approve the leave of absense, Commissioner
Mercer..seconded the motion. The Board will notify the Auditor.
