Bragg M I NUT E S February 20, 1979 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. Bid Opening. Beaver Valley to S.R. 104, 1.7 miles improvement by grading, draining, and surfacing, and various other work set forth-in the plans and specifications for CRP #427. SPEC HOLDERS: BID TOTALS: 1. General Construction $533,730.00 2. Delhur Construction 469,297.08 3. W.E. Seton and Son 448,622.00 4. Commercial Excavating 488,550.00 5. Thomas Scalzo 483,320.00 6. Quigg Bros-McDonald, Inc. 379,226.00 Engineer's estimate was $418,803.00. Motion by Commissioner Brown, seconded by Commissioner Mercer to have the Engineer check the two low bids for correctness. After the Engineer checked bids and found them to be correct as submitted, Commissioner Mercer moved to award bid to Quigg Bros-McDonald, Inc., $379,226.00. Commissioner Brown seconded the motion. Unanimous. Letter from Herbert Covert requesting to resign as the Coyle area representative to the Jefferson/Port Townsend Shoreline Management Advisory Commission. He wishes to fill the vacancy as the Hadl=k Representative on said Board due to relocating to the Hadlock area. Commissioner Brown moved to transfer Mr. Covert as a representative from the Coyle area to the Hadlock area and not accept his resignation. Commissioner Mercer seconded the motion. Unanimous. Appointment of Hember to the Shoreline Management Advisory Commission. commissioner Mercer moved to appoint Frank Dubla as the Coyle representative on the Shoreline Management Advisory Commission to fill the unexpired term of Herbert Covert. Commissioner Brown seconded the motion. Unanimous. Call For Bids. For the removal of timber from Jefferson County Parks. All bids shall be submitted as shown on the proposal form available at the County Engineer's Office. Sealed bids will be accepted up until 10:30 a.m., Monday, March 5, 1979 at the Commissioners' Office. Commissioner Brown moved to approve and sign the Call For Bids, Commissioner Mercer seconded the motion. Unanimous. Bids will be open and publicly read at 11:30 a.m. Lon Wyrick appeared regarding the Beaver Valley Road Project. The federal funding is in jeapordy due to the absence of the Hood Canal Bridge. Engineer Sanstrom advised that the road priorities has not been changed and traffic will still warrant surfacing of Beaver Valley Road. Ron Bluher and Tom Peter , Forestry Consultants with Wash- ington Timberland Management, Inc., appeared to introduce their firm to the Commissioners. They are new in the area and located in Hadlock. Mr. Bluher explained that they do timber and land appraisals, logging admini- stration and supervision, and log marketing among other services. Joe Steve, Port Townsend's Mayor appeared to request that the Board open the restrooms at Memorial Field for ferry traffic use. This will be temporarily, the State will be putting in public restrooms in the police station in the near future. Tim Black, and the City will reimburse the County for this service. Be- cause Tim Black is too busy with the field up-keep, the Board recommends that Steve contact the SPEEDY Directors for maintenance help. Bid Opening. Gardiner Community Center. For the furnishing of all labor, material, transportation and services to construct the Gardiner Community Center. Second bid opening is an addendum to the basic bid. Commissioner Brown moved to delay the Bid Award until February 26, 1979 and have the Architect check all the bids. Commissioner Mercer seconded the motion. Unanimous. Elmer Welcher, Developer, appeared regarding the Environmental Review for Port Ludlow Commercial Area. Welcher and Ferrell, Inc. and Pope and Talbot, Inc. propose to put in a commercial center plannined unit development on 4.14 acres in the Port Ludlow area. The Board reviewed the check list. commissioner Brown moved to sign the declaration of non- significance with the addendum to the environmental check list revising 6 statements. Commissioner Mercer seconded the motion. Unanimous. Kathy Hayes appeared regarding the Library District Formation and Establishment. Kathy informed the Board that the Department of Revenue needed the resolution of establishment by March 1, 1979 so as the taxes can be collected in 1980. After discussion the Board decided to delay the resolution so as they can review it further. BUSINESS FROM COUNTY DEPARTMENTS: Planning re: 1. Request for a leave of absence from Peter Steel, Planning Tech. He requests the leave be from August 1, 1979 to August 31, 1979. Director of Planning, David Goldsmith, approved and signed the leave request. Commissioner Mercer moved to have the Chairman sign the leave request, Commis- sioner Brown seconded the motion. Unanimous. 2. Shoreline Management Substantial Development Permit 30-78 Revision; John R. Hansen, Inc. To delete condition number 8 and replace it with a condition requiring that the marina be equipt with a boat holding tank sewage pump-out system which conforms to federal standards. Commissioner Mercer IlOtioned to approve application #30-78 with the revision of #8 as recom- mended by the Planning Dept., Commissioner Brown seconded the motion. Unanimous. 3. Army Corps Public Notice: a) #071-0YB-I-005385; Victor S. Olson. Construct a pier and install float to serve as private boat moorage in Killisut Harbor. Commissioner Mercer moved to sign notice of no objection and notice of exemption from Shoreline Management Act. Commissioner Brown seconded the motion. Unanimous. 4. Preliminary Plat of Lincoln Rogers #R-78. The Planning Department recommends that the Board delete condition #7 which reads that a 6 inch water main to the property be required since condition #1 states that the water system design "shall be in accordance with the stand- ards and spec,ifications of the City of Port Townsend". The Board approved the revision. Sheriff re: 1. Sheriff Lee Smith requests an Out of State Travel Voucher. He will be attending a meeting in Astoria, Oregon. Commis- sioner Mercer moved to approve and sign the travel voucher for Mr. Smith, Commissioner Brown seconded the motion. Unanimous. . Commissioner Brown moved to accept the annexation of the new property in the fire district, commissioner Mercer seconded the motion. Unanimous. Information will be forwarded for procedures of annexation to Fire District #1. Call For Bids; Treasurer's Office. Cleaning and painting all walls and ceilings, restoring and refinishing all wood trim and doors in the three rooms makin~ up the offices of the Treasurer's Department. Specifications on file at the County Commissioners' Office, Courthouse. Each bid shall be accompanied with 5% of the amount bid. Bids will be received up until 11:00 a.m., Monday, March 12, 1979. The Board approved and signed the Call For Bids. Bids will be opened and publicly read at 11:00 a.m. Call For Bids; County Clerk's Office. Cleaning and painting all walls and ceilings in the 3 rooms making up the Clerk's Office. Spec- ifications on file at the County Commissioners' Office. Each bid shall be accompanied with 5% of the amount bid. Bids will be received up until 11:00 a.m., Monday, March 12, 1979. The Board approved and signed the Call For Bids. Bids will be opened and publicly read at 11:00 a.m. Call For Bids; Superior Court Courtroom. Cleaning and painting all walls and ceilings in the large one room courtroom. Specifications are on file at the County Commissioners' Office. Each bid shall be accompanied with 5% of the amount bid. Bids will be received up until 11:00 a.m., Monday, March 12, 1979. The Board approved and signed the Call For Bids. Bids will be opened and publicly read at 11:00 a.m. Call For Bids. Furnishing of medium cure liquid asphalts and cationic emulsified asphalts as shown on proposal form available from the Director of Public Works. Bids will be received up until 10:00 a.m. March 12, 1979 at the County Commissioners' Office. Commissioner Brown moved to approve and sign the Call For Bids, Commissioner Mercer seconded the motion. Unanimous. Bids will be opened and publicly read at 10:00 a.m. petition for Vacation of County Road submitted by Discovery Timber Company. For the vacation of the entire plat of Philadelphia Addition. The Board set the Hearing date for March 26, 1979 at 10:30 a.m. Due to conflicting appointments the Hearing will be at 11:00 a.m. Resolution No. 22-79 re: Establishment of Rural County Library District. Commissioner Mercer moved to approve and adopt resolution #22-79, Commissioner O'Meara seconded the motion. commissioner Brown abstained from vote because he felt the voters were given misleading information prior to the General Election of 1978. Approval of Minutes. The Board approved and signed the Minutes of February 14, 1979. Appointment of Member to the Quilcene Community Center Board of Directors. The Board appointed Theresa Morrison to fill the unexpired term of Jan Jensen as per recommendation of the Quilcene Board members. Resolution No. 23-79 re: Intent to Establish County Road contiguous to Plat of Rondelay Meadows, Gardiner.
