April 23, 1979
10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with
all members present.
Mr. & Mrs. Glen Schenk appeared and submitted to the Board a
petition to maintain Bayview Drive, Mats Mats Bay. The petition ~ontains
sixteen signatures. Engineer Sanstrom was present and advised the Schenk's
that that portion of the road is not a County Road. The Board explained
that the County cannot take public funds to improve a private road and
suggested that the property owners consider an R.I.D.
Bill Lindeman, in behalf of Kala Point, submitted cashier's
check in the amount of $33,095.99 made out to North Kitsap Gravel and
Asphalt Company for the roads. Mr. Lindeman also submitted the Letter
of Credit #G-2021 for the additional $12,012.00 bringing the total up
to $38,134.00 for water storage of Divisions 5 & 6. The Health Department
had not signed the Plat map so the final plat approval was delayed until
the following day.
Tuesday, April 24, 1979. All required departments have reviewed
and signed final plat map. The Board approved and signed the final
plat of Kala Point, Division 6.
Dick Hughes, who was awarded the County Parks blow down timber,
appeared before the Board. The Board instructed him to leave the bumper
log for the Tri Area Community Center and clear the other side so they
can park on both sides of it.
Mr. & Mrs. Frank Hart appeared to protest the closure of
Tremont' Avenue, Quilcene. There is a cable across the road with a sign
stating private property. The Hart's said that the road has not been
vacated. Engineer San strom said that he would check out the problem.
Hearing. Intent to Establish County Road contiguous to Plat
of Rondelay Meadows; Gardiner. Continued from April 16, 1979. Engineer
Sanstrom reported that he has sent off letters to each of the owners
stating that if they quit claim right of way to the County, the County
would establish the road. If not the County would not maintain the
private road. There has been no response as of yet. Hearing will be
continued May 7, 1979, at 2:00 p.m.

Hearing date for Comprehensive Plan at the West-end Annex.
Commissioner Brown moved to set hearing date for May 17, 1979 at 7:00
p.m. at the West-end Annex for the proposed Jefferson County Comprehensive
Plan. Commissioner Mercer seconded the motion. Unanimous.

BUSINESS FROM COUNTY DEPARTMENTS:
Sheriff re: 1. Metal frame for storeroom door. Four Seasons Shop's bid
was $659.40, completed in 15 days. Only one bid submitted,
Sheriff Lee Smith reported. Commissioner Mercer moved
to accept bid, Commissioner Brown seconded the motion.
Unanimous.
Planning re: 1. Cotton Long Plat. In accordance with the preliminary
long plat, Department Findings, Planning Department's
condition #2 (Payment of fees-in-lieu of the ten percent
of gross land area requirement for park and open space
shall be negotiated and approved by the Jefferson County
Board of Commissioners prior to final plat approval.)
Commissioner Brown moved to accept $1,804.00 in lieu of
the greenbelt, to be put into Parks Department. Commis-
sioner Mercer seconded the motion. Unanimous.
2. David Goldsmith reported that the Grote Short Plat
is delayed until R.I.D. #1 is formed.
3. The Board discussed with Planning Director David Goldsmith
the family exemption clause in the Draft Subdivision
Ordinance in regards to gift parcels., 3.40 EXEMPTIONS
3(c) shall designate residential divisions.
Jerry Clemens, Parks Maintanance, reported vandalism at North
Beach Park restrooms. He has nailed the doors closed for the time being.
Commissioner O'Meara advised Clemens of the old toilets from Gardiner
Community Center could be used to replace the broken ones.
Public Hearing Notice. For the vacation of that portion of
the alley in Block 5 of Olsen's Addition to Irondale commencing at the
westerly boundary line between Lots 5 & 14, running thence east through
said alley to the easterly boundary line between Lots 9 & 10. A distance
of 210 feet, more or less, and 10 feet in width. The Board set the hearing
date for June 11, 1979 at 11:00 a.m. in the Commissioners Chambers.
Public Hearing Notice. For the vacation of portion of the
old Chimacum-Hadlock County Road 18.15.63 lying north and west of the
westerly margin of County Road 18, and adjacent to taxes 86 and 141, a
distance of about 180 feet more or less. The Board set the hearing date
for June 11, 1979 at 11:30 a.m. in the Commissioners Chambers.
Local Emergency Broadcast System Plan. Mrs. Cadero brought
in the plan for the Board to approve and sign. The Olympic Peninsula,
Washington EBS operational area includes Clallam & Jefferson Counties.
Commissioner Brown moved to approve the plan, Commissioner Mercer seconded
the motion. Unanimous.
County Road No. 12 et al. Striping 53.15 miles, from SR 101
to SR 20. Place lane markers for centerline and painted edge stripe on
County Road No.s 4, 10, 12, & 18. The total cost estimate of the project
is $108,000.00. The Board approved and signed the form.
Appointment of Member to the Planning Commission. Commissioner
Brown moved to appoint D. Stewart Lennox to fill the unexpired term of
Karl Randolph. Commissioner Mercer seconded the motion. Unanimous.
Appointments to the Nominating Committee of the N.O.H.P.C.
The Following have been appointed.

2. Emma Dulik, Neah Bay - Consumer
3. Bob Allman, Port Angeles - Provider
Approval of Minutes. Commissioner Mercer moved to approve the
minutes of March 19 & 26, and April 2, 1979. Commissioner Brown seconded
the motion. Unanimous.

The Board recessed Monday's meeting and reconvened Tuesday,
April 24, 1979 at 10:00 a.m. to continue regular business. All members
were present.
Sam Swanson and Jim Cotton appeared regarding Woodland
Acres - Irondale Airport Road (Mason Street). Mr. Swanson feels that
the County should put in A-C top mix roads in return for acquiring the
right-of-ways. He explained that he initially talked with Engineer
Becker who indicated he would match anything that Mr. Swanson puts in,
Mr. Swanson has A-C top mix roads. Swanson suggets either the County
pave the street for acquiring the right-of-way or purchase it. Engineer
Sanstrom will have an appraiser appraise the proposed right-of-way and
begin acquisition procedures.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Army Corps Public Notice
a) 071-0YB-2-005350; Washington State Department of
Fisheries. Place fill to increase sport clam production
for public use in Hood Canal, Jefferson County. Action
was taken on February 5, 1979 but another notice is needed
for clarification. Shoreline Management Permit #1-79.
Chairman O'Meara signed the notice.
2. Forest Practice Permit Application
a) FP-02-02364; Pope & Tablot Development. Road construc-
tion and logging on 70 acres. Commissioner Brown moved
to have Chairman sign notice of no objection, Commissioner
Mercer seconded the motion. Unanimous.
Liquor License. The Board approved and signed the application
for a B, C, E, & F license from Bill Hamilton for the Hamilton's Horn-
In Tavern.
