lO:OO a.m, Meeting called to order by Chairman A. M. O'Meara with all
members present.
Gael Stuart appeared before the Board to speak of several
different things beginning with "The Week of the Child". Along with
him to speak were Pamela Chow and Kitty Knapp. They gave the Board
pamphlets on "The Year of the Child" and explained that they are going
to do something on a local level. They request the use of the Recrea-
tion Building for the week of October 8 through l4, 1979 for various
activities. They have already talked with Rec Director, Warren Steurer.
He said that scheduling could be worked out to allow the use of the
building. Commissioner Mercer suggests activities should extend into
the Quilcene area. Ms. Chow and Ms. Knapp also request the Board proclaim
October 8-l4, 1979 "Jefferson County Week of the Child". The Board
agreed to both requests.
Gas allocation. Mr. Stuart asked if there was any gas allocated
for the Health Department. The Board explained that there was no gas
allocation specifically for the Health Department. No private vehicles
can use the County pumps. The Board advised Mr. Stuart to contact
individual gas stations.
Fire inspection report. Mr. Stuart received a copy of the fire
inspection report on the Multi-Service Building. There are about 7 or
8 items that need correcting. The maintenance man will be notified for
some of the corrections.
Accurate employment statistics. Space is needed for a full time,
full service Employment Office in Jefferson County. This service is
essential to the town and county, without it the actual figures of
unemployment cannot be counted. The Board will check into fixing up
and using the VFW Hall. Gael will also talk to peninsula College about
their Port Townsend extension office in the downtown area.
Housing Program. Stuart reported that the program is underway.
There are some problems with working out the fringe benefits but Peter
Simpson, Betty Anderson, and himself will meet to work it out.
Mr. Stuart brought in a letter from Teresa Goldsmith, Chairman of
the Jefferson County Transportation Advisory Committee to the Clallam-
Jefferson Counties Community Action Council, Inc. Requesting C.A.C.
become the coordinating agency in the process of applying for Title
Eighteen funds to provide a coordinated county wide transportation
system. Mr. Stuart reported that the C.A.C. accepted the responsibility
if the County Commissioners approved. Commissioner Mercer moved to
authorize C.A.C. to apply for Title l8 funds. Commissioner Brown seconded
the motion. Unanimous.
Contract for Professional Services W.I.C. Program. Between
Jefferson County Health Department and Cynthia Allen, effective June l,
1979. Ms. Allen will act as a Nutritionist conducting consultation with
W.I.C. clients. The Department will pay $10.00 per hour for professional
services rendered, and $7.00 per hour while ctraveling and preparation.
Also .l59 per mile for use of personal vehicle. Commissioner Brown moved
to approve and sign the contract, Commissioner Mercer seconded the motion,
Unanimous.
Request & Agreement re: Reimbursable Work by Jefferson County
for the Chimacum School District Athletic Field. Desirable completion
date is July l, 1979. Chimacum School District requests the County
grade the athletic field. The County Engineer recommends that the nec-
essary equipment to do this grading be used on weekends and such other
time that will fit the County work schedules. Commissioner Brown moved
to approve and sign the agreement, Commissioner Mercer seconded the motion.

Contract. Between Jefferson County and Paint-A-Line, Inc,
The Contractor shall do work and furnish all tools, materials, and
equipment for County Road Project #460, 1979 Striping. Commissioner
Brown moved to approve and sign contract, Commissioner Mercer seconded
the motion. Unanimous.
Resolution No. 54-79 re: C.R.P. #464; County Road No. 216,
Upper Hoh Road. State Log #14020 from Milepoint 0.00 to 0.80. Change
vertical and horizontal alignment, grade, drain, widen, and surface the
upper Hoh Road Intersection with Highway lOl (Includes replacement of
Hell Roaring Creek Bridge). Appropriation from the officially adopted
road fund and based on the county engineer's estimate is as follows:
Engineering, $27,000.00 Bridge & Appr., $23,000.00 Intersection & Road-
way; Right-of-Way Acquisition, $lO,OOO.OO. Contruction (Contract).
Commissioner Mercer moved to approve and sign the above resolution, Com-
missioner Brown seconded the motion. Unanimous.
Change Order No.3, Gardiner Community Center. Change power
service from l20/208 3 Phase to 120/240 Single Phase. Electrical Cont-
ractor will make all corrections in panels and systems and will advise
Utility and Mechanical Contractor. The contract sum prior to this
Change Order was $l35,3l2.00, The contract sum will be decreased by this
Change Order $l70,OO. The date of completion as of this Change Order
is August 8, 1979, Commissioner Brown moved to approve and sign Change
Order No.3, Commissioner Mercer seconded the motion. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Public Works: 1. Letter of formal acceptance to Moore, Wallace, &
Kennedy, Inc. March 29, 1979 proposal with subsequent
revision letter of May 9, 1979 to do the engineering
service necessary to the improvement of the Upper Hoh
River Road Junction with State Hwy. 101. Commissioner
Mercer moved to have Chairman O'Meara sign the letter,
Commissioner Brown seconded the motion. Unanimous.
2. Letter from County Engineer re: Approval of Consultant
for shoulder widening, County Road #18, C.R.P. #46l.
3. Consultant Agreement for County Road No. 18, Ql6l
Shoulder Widening with aid of FAS funds. Between
Jefferson County and Moore, Wallace, & Kennedy, Inc.
Payment of work completed rendered under this agree-
ment shall be a lump sum totaling $57,430.00. Commis-
sioner Brown moved to approve and have Chairman O'Meara
sign the agreement, Commissioner Mercer seconded the
motion. Unanimous.
4. Letter from County Engineer to W. C. Henry re: Stratton
Claim for Damages. Engineer informed Mr, Henry that
the County survey crew performed the work and he believes
the work is correct, until a licensed land surveyor
with proper ties to the monumentation that would support
Mr. Stratton's contentions he would not consider the
claim.
Hearing. Intent to establish County Road contiguous to the
Plat of Rondelay Meadows. Continued from May 21, 1979. The Board approved
hearing to be continuBd June 4, 1979 at 11:00 a.m.
Applications for assistance from Soldiers' & Sailors' Relief
Fund. Edward Marcum, applicant for $100.00 and Elizabeth B. Gunderson,
applicant for $50.00. The Relief Committee recommends approval for both
applicants. The Board approved and signed the requests.
Letter to Mr. Charles E. Ehlert in answer to his May 22, 1979
letter regarding an Ordinance or Resolution which covers the use of
roadside spraying or use of herbicides. The County does not have an
Ordinance or Resolution. The Board approved and signed the letter.
Easement for the Lone Star Road.
Prosecuting Attorney's Office will check over

Peter Simpson appeared to request the Board sign the
Memorandum of Agreement between Clallam/Jefferson Counties and the State
Historical Officer. The agreement is an amended one the Board signed
previously. The Board approved and signed the agreement.
Molly Rieley, Xerox sales representative, appeared to speak
with the Board about the copier the Assessor's Office is trying. The
trial period expires today. Ms. Riely recommends the Assessor's purchase
the machine as oppose to leasing it. The Board requests the trial period
be extended one week. The extension will expire June 4, 1979.
Minutes. Commissioner Mercer moved to accept the minutes
of May 2l, 1979, Commissioner Brown seconded the motion. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: l, Army Corps of Engineer Public Notices:
a) 07l-0YB-2-005563R; George P. Bacon. Construct
concrete ramp, install fences and vehicle loading
aprons to provide barge access ramp and loading cars in
Hood Canal near Salsbury Point, Kitsap County and near
Termination Point, Jefferson County. Commissioner Mercer
moved to sign notice explaining that the applicant has
applied for a Shoreline Management Permit and the County
request the Corps permit be withheld until a Substantial
Development Permit Application has been reviewed. The
applicant is advised to ccordinate project's use of
County right-of-way with the County. Commissioner Brown
seconded the motion. Unanimous.
b) 07l-0YB-I-00568l; Seattle Yacht Club. Install floats
for a private boat moorage in Port Ludlow Bay. Commis-
sioner Brown moved to sign notice explaining that the
applicant has applied for a Shoreline Management Permit
and request the Corps permit be withheld until a Substan-
tial Development Permit Application has been reviewed.
Commissioner Mercer seconded the motion. Unanimous.
c) 07l-0YB-l-005706; Keith Uddenberg. Drive piling,
install floats and boat ramp to provide private boat
moorage and ramp in Hood Canal near Brinnon. Commissioner
Brown moved to sign notice explaining that the applicant
is advised that work of this nature now comes under the
regulations of Shoreline Management Act of 1971 and
request the Corps permit be withheld until a Substantial
Development Permit Application has been reviewed, Com-
missioner Mercer seconded the motion, Unanimous,
Resolution No, 55-79 re: Response to Northern Tier Pipeline.
Until Northern Tier Pipeline Company can thoroughly and quantitatively
mitigate the concerns and impacts contained in this assessment report,
The Jefferson County Board of Commissioners cannot support the Northern
Tier pipeline project as proposed.
Letter from the Board to Mr. John Von Reis, Administrative Law Judge,
ENERGY FACILITY SITE EVALUATION COUNCIL re: Northern Tier Application -
Jefferson County's Statement of position. Commissioner Brown moved to
approve and sign Resolution No. 55-79 and letter to Mr. John von Reis.
Commissioner Mercer seconded the motion. Unanimous.
Letter of appreciation to the Jefferson County Planning
Commission for the work and effort done on the Draft Jefferson County
Comprehensive Plan. The Board approved and signed the letter.
The Board recessed and reconvened Thursday, May 3l, 1979 at
9:00 a.m, to discuss with Mr. Paul Reese, Northwest Bell Telephone Company,
the need and use of a scan-line in Jefferson County.
Additional Business.
Resolution No. 56-79 re: C.R.P. #465. Install street signs
in the entire Tri-Cities Area, all Hadlock, Irondale, and Chimacum Roads.
The Board approved and signed resolution No. 56-79.

Letter to Mr. W. C. Henry, Attorney for William A. Stratton,
regarding claim for damages. A survey was made several years ago by the
County, convincing the Commissioners that none of Mr, Stratton's property
had been taken for roadway purposes, The Engineer's Office also surveyed
the property. The County is not interested in splitting the costs of
an independent survey. The County denies Mr. Stratton's claim. The
Board approved and signed the letter.
