HomeMy WebLinkAbout071 08 -- , ce', A\\ 1)eprs. 11110lo~ STATE OF WASHINGTON County of Jefferson In the Matter of a Freeze on New Employment Positions and Required Review before County Departments Fill Any Vacant Employment Positions } } } } } RESOLUTION NO. 71-08 WHEREAS, RCW 36.40 mandates that the County have a balanced budget; and WHEREAS, it is anticipated that due to the national, state, and local housing and economic slowdown, that the County's revenues will not meet projected expenditures, while cost inflation has increased; and WHEREAS, the ability of the County to raise tax revenues to meet increasing demands for services has been limited by state law; and, WHEREAS, the Elected Officials and appointed Department Heads of Jefferson are working to plan for the financial future and to take the budget adjustments necessary to deal with the revenue shortfalls; and, WHEREAS, because salaries and benefits are the largest portion of the County's budget of expenditures and the need to begin the process of limiting expenditures is immediate; and, WHEREAS, the Board of County Commissioners finds that it is in the best interest of the County to immediately impose a "Hiring Freeze" on County employment positions as defined below. NOW, THEREFORE, BE IT RESOL VED by the County Commissioners for Jefferson County that no new employment position will be created or existing positions filled except as provided for below: 1) New Positions: Effective immediately a freeze is imposed on the creation and filling of any new employment position in all Jefferson County Departments unless said position is Mission Critical or totally supported by grant funding. 2) Currently Budgeted. but Vacant Positions or Filling Positions that Become Vacant in the Future: Each such position will be reviewed to determine if it can be filled. Priority will be given to those determined to be Mission Critical by the Board of Commissioners. Mission Critical positions are those which must be filled due to . contractual obligations, exposure to liability, specific technical expertise necessary for the operation of internal systems or due to !,~~,.;; ~ 1 'f C!) .",~; ".. JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of Commissioners FROM: Philip Morley, County Administrator DATE: November 10, 2008 RE: RESOLUTION NO. re: In the Matter of a Freeze on New Employment Positions and Required Review before County Departments Fill Any Vacant Employment Positions STATEMENT OF ISSUE: A freeze on new employment positions and requiring prior review and authorization before filling vacancies is needed to help balance County expenditures to revenues. " ANALYSIS: The housing slump and general economic slowdown has affected County revenues from taxes and fees, while increased energy costs and general inflation are raising expenses. The proposed Resolution will help Jefferson County respond in a fiscally responsible manner. FISCAL IMP ACT: The proposed Resolution will enable the Board of Commissioners to control costs, while preserving operational flexibility. RECOMMENDATION: Approve and sign the attached Resolution.
