WHEREAS, Jefferson County has received a petition, Exhibit "A", to both change the name of a
private road and name a portion of the private road, as shown on attached map Exhibit liB", pursuant to the
Jefferson County 911 Emergency Locator System Ordinance Number 2-0401-91; and
WHEREAS, the private road name would change from Carroll Street to Elderberry Lane or
Homestead Lane or Acorn Lane or Sandalwood Court or Pheasant Court; and
WHEREAS, the portion of the private road currently unnamed would be named either Elderberry
Lane or Homestead Lane or Acorn Lane or Sandalwood Court or Pheasant Court; and
WHEREAS, the petitioner is a property owner on this road; and
WHEREAS, all the addressed property owners along this road support this petition; and
WHEREAS, request for comments prior to or at the hearing was mailed to property owners along
said road on October 2, 2008 and notice of public hearing was published October 22, 2008; and,
WHEREAS, East Jefferson Fire Rescue and the Public Works Department have determined that
changing the name of Carroll Street and naming the unnamed portion of the road would best serve public
safety; and
WHEREAS, research has shown that there are currently three addresses assigned at milepost 0.13
Left on Old Anderson Lake Road; and
WHEREAS, East Jefferson Fire Rescue and Jeff Com 911 support all the name choices,
NOW THEREFORE BE IT RESOLVED, that the segment of Carroll Street, from milepost 0.00 to milepost
0.04, shall now be named Elderberry Lane and the unnamed portion of the road, from milepost 0.04 to
milepost 0.10, shall be named Elderberry Lane.
ADOPTED THIS 10th DAY OF NOVEMBER, 2008.

Change the name of a private road - Carroll Street - and
Name a portion of the private road
Statement of Issue: An applicant has submitted a Petition to Change the Name of a
Private Road to 1) change the name of Carroll Street (milepost 0.00 to milepost 0.04)
and 2) to name a previously unnamed portion of this road that continues southerly
(milepost 0.04 to milepost 0.10). (See Resolution Exhibit B) The road name will
change from Carroll Street to Elderberry Lane or Homestead Lane or Acorn Lane or
Sandalwood Court or Pheasant Court. (See Resolution Exhibit A) The previously
unnamed portion of this road will be named using the same name choices.
In 2006, a resident submitted an application for a new address located off Carroll
Street in Chimacum. After visiting the site, East Jefferson Fire Rescue and the Public
Works Department determined that public safety would best be served by changing
the name of Carroll Street in two separate segments because
1) The configuration of Carroll Street and other private drives at this location
could be confusing to emergency responders;
2) There is already a Carroll Avenue in the same fire district with many assigned
addresses; and,
3) Addresses could then be assigned off the newly named roads.
One segment of Carroll Street (milepost 0.04 to milepost 0.30) was renamed to
Gifford Hill Drive. This petition will change the name of the remaining segment of
Carroll Street.

Analysis/Strategic Goals/Pro's & Con's: As shown on Resolution Exhibit B, the road is
located off milepost 0.13 Left on Old Anderson Lake Rd in the Chimacum Postal
District.
. The road was named Carroll Street with the signing of Resolution #44-91 .
Although the road was named in 1991, no addresses were assigned along it.
. East Jefferson Fire-Rescue requested that the road name be changed because
there is already a Carroll Avenue in the same fire district with many assigned
addresses.
. Properties along this portion of the road are addressed from Old Anderson Lake
Road, which could be confusing to emergency responders.
. Jefferson County Code 12.20.270 requires that 50% of the property owners
addressed along the road sign a Road Name Change Petition. While there are no
addresses assigned along Carroll Street, the three property owners addressed
off this portion of Old Anderson Lake Road have signed this petition.
. Agencies and adjacent property owners have been notified of this petition and
the notice of public hearing was published October 22, 2008.
. Two adjacent property owners who did not sign the petition access their
properties from Wades Loop Road and farther north Old Anderson Lake Road.
This petition will not affect their current addresses.
. East Jefferson Fire Rescue and Jeff Com 911 support all the name choices.
. No other comments were received.
Fiscal Impact/Cost Benefit Analysis: None
Recommendation: The Department of Public Works recommends that the Board of
County Commissioners review the attachments, conduct the public hearing, change
the name of the segment of Carroll Street from milepost 0.00 to 0.04 to Elderberry
Lane, and name the previously unnamed portion of the road from milepost 0.04 to
milepost 0.10 Elderberry Lane.
