Dear Stephen M Sands:
This letter is to inform you that Jefferson County Public Health (JCPH) intends to file a Notice to
Title on your property for failure to comply with the Onsite Sewage Regulations. Since 2006 JCPH
has conducted site visits and sent letters requesting action be taken to correct your septic system.
The following is a brief summary of the actions that JCPH has taken to achieve compliance:
06/01/2005 JCPH received an evaluation of the existing onsite sewage system
03/01/2006 JCPH issued a notice of violation; new permit required
02/19/2008 JCPH wrote a follow-up letter to the NOCV
05/21/2013 JCPH write a follow-up letter to the NOCV
07/25/2013 JCPH Sanitary Survey conducted; spoke to resident
06/21/2015 JCPM Final Notice letter sent to owner
In 2005,JCPH received a copy of an EES conducted identifying a failing system. Since March 1, 2006
the Jefferson County Health Department has repeatedly requested you make repairs to this system
which failed to meet sanitation and safety standards. If the violations are not corrected by
December 30, 2015, we will proceed with the recording the Notice to Title in the Jefferson County
land records. The Notice to Title will describe the existing violations of the County's Onsite Sewage Code
present at your parcel and will a "cloud on the title."
In order to remove the Notice to Title,you must document that you have corrected the violations and
pay the Notice to Title fee, currently set at$525.00.
