10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members
present.
Assessor Jack Westerman III appeared before the Boardalong'with
Andy Anderson and Ed Hawley regarding the surveying of Bishop Park Plat with-
in the City of Port Townsend. A builder wishing to build a couple of houses
on 2 lots would like a private surveyor to survey the lots but without curve
data and distances in quite a few of the measurements there's no way this
surveyor can get this plat to fit together, Westerman reported. Westerman
said that he has learned that under certain cases such as this the Assessor
can order an Assessor's Plat done. At the time the plat was put in, the County
Engineer did work for the City. Westerman will find if it is in his juris-
diction to order an Assessor's Plat and inform the Board. The Board approved
for the Assessor to do what is necessary to correct the error.
Contract Amendment. Contract between DSHS and Jefferson County
for the Alcohol and Drug Abuse Prevention. Contract Number 1096-CGG-2003l(1)
The period of perfomance is extended to 12/31/79, provided that no funds
awarded per this contract for the period 1/1/79 to 6/30/79 be expended during
the period of this extension. The maximum amount awarded for work performed
during the period of this extension shall be $3,870.00. Commissioner Mercer
moved to approve and sign the contract amendment, Commissioner Brown seconded
the motion. Unanimous.
Contract Amendment. Contract between DSHS and Jefferson County
for the Alcohol and Drug Abuse Prevention. Contract Number 1060-CGG-20063 (1)
The period of performance is extended to 12/31/79, provided that no funds
awarded per this contract for the period 1/1/79 to 6/30/79 be expended during
the period of this extension. The maximum amount of consideration for work
performed during the periOd of this extension shall be $9,640.00. Commissioner
Mercer moved to sign the contract amendment, Commissioner Brown seconded the
motion. Unanimous.
Five letters regarding the Hjelvik application for Septic and
drain field permit. The Board read the letters and referred them to the
Health Department for discussion at the next Health Board meeting.
For embankment protection of the Rock Creek Bridge.

Engineer's estimate is $27,800.00. Commissioner Brown moved to have
engineer check the bid and if found to be correct and proper, award bid for
proposal #1 rock, $25,600.00 to Fletcher & Fletcher. Commissioner Mercer
seconded the motion. Unanimous. After checking the bid Engineer reported
it to be correct.
Bid Opening.
SPEC HOLDERS:

Letter from Christopher O. Shea, Clallam-Jefferson Public Defender,
regarding the contract with Public Defender's Office. Their office contracts
exclusively with Jefferson County, yet they have been handling Port Townsend's
cases within that contract. Because Judge Grady has added an additional day
for Port Townsend cases Mr. Shea requests the County review the contract since
the additional time constraints about to be imposed were not contemplated
in the contract.

Call For Bids. For the furnishing of one (1) new Pneumatic Roller.
Specs are on file at the office of the Director of Public Works. Each bid
shall be accompanied with 5% of amount bid. Bids will be received up until
11:00 a.m., July 23, 1979 at the County Commissioners' Office. They will be
opened and publicly read at this time. Commissioner Brown moved to approve
and publish the Call For Bids, Commissioner Mercer seconded the motion.
Unanimous.
Del Reynolds, Assistant Project Engineer, Department of Trans-
portation appeared to request a County agreement for the State to use Middle
Point Road, the approach to the temporary truck barge. Mr. Reynolds explained
that they are presently inquiring to the ownership of the tidelands. They
talked about the grade of the road and possible solutions for it. Commissioner
Brown said that he has talked with some truck drivers who said that they
wouldn't pull that grade the way it is. After use,the road will be returned
back to the County in the same or better condition. The State will maintain
it while they're using it. The Department of Transportation will draft an
agreement and submit to the County for approval.
BUSINESS FROM COUNTY DEPARTMENTS:
Public
Works re:
1. Notice of Public Hearing. Improvement of County Road No.6,
in Paradise area. A public hearing will be held at 7:30 p.m.,
August 6, 1979 at the Paradise Community Hall.
Planning re:
1. 07l-0YB-2-005902; Washington State Department of Transportation,
Construct launching ramps at 2 locations to provide access
for truck carrying barges that are temporarily replacing the
Hood Canal Bridge. Commissioner Brown moved to sign notice
of no objection and exemption from the Shoreline Management
Act and, the applicant coordinates design and construction
with respect to work on the existing County right-of-way with
Jefferson County since the existing road grade and surfacing
is not up to standards for a project of this nature. Commis-
sioner Mercer seconded the motion. Unanimous.
Prosecuting
Attorney:
1. Bill Howard informed the Board that the court proceeding have
begun regarding the Lone Star Road.
Resolution No. 74-79 re: Order of Budget Extension, Judicial Salary
Increase. The increase to be as follows:
Superior Court #1 512.20.11.001 add $263.52;
Superior Court #2 512.20.11.002 add 263.52
Commissioner Brown moved to approve and sign resolution #74-79, Commissioner
Mercer seconded the motion. Unanimous.
Dean Amdal from Tala Point appeared to claim damages to his auto-
mobile. He reported that on Thursday, June 28, 1979 his daughter, while
driving between Paradise Bay and Port Ludlow, came around a bend and hit the
newly gravel road and spun off the road. He said there were no warning signs
and feels the County was negligent and gave the Board the bills for towing,
repairs, and car rental while his car will be fixed. The Board took copies
of the bills and will refer them to the Prosecuting Attorney Howard to deter-
mine the County's liabilities.
Minutes. Commissioner Mercer moved to approve the minutes of July
2, 1979, Commissioner Brown seconded the motion. Unanimous.
The Board approved the June bills to paid in July.
The Board recessed and reconvened Monday evening at 7:30 p.m. to
meet with the Jefferson County Coalition for Alternatives to Herbicides re-
garding alternatives to road rights-of-way management. The following people
were present: C. Ru Kirk, Marian L. Meacham, Sally Hall, Jerry Gorsline,
Kathryn Jenks, Connie Wienke, Janet Burr, Bill Howard, Tom Jay, Milt Sanstrom,
and Dave Goldsmith. Spokesman, Mr. Jay gave 4 basic points of what they wish
to work with. 1) They would like the County to hire a botanical consultant
in order to research and determine which local plant species could be utilized
for the establishment of a stable brush community. The cost for this service
has not yet been established. They would like some cost figure before they
gave their OK. Commissioner O'Meara suggested looking into a grant. 2)Establis

a planning group to create and define county roadside management policies.
They feel the group should consist of the county engineer, prosecutor, a
botanical consultant, county planner and 3 to 5 citizens. The Board appointed
County Engineer Milt Sanstrom, Planning Director David Goldsmith, Tom Jay,
Jerry Gorsline, C. Ru Kirk, Kathryn Jenks, Sally Hall. 3) They want the County
to continue the moratorium that is presently in effect. 4) They urge the County
to switch from broadcast treatment of roadsides with herbicides to manual
brushing by professional crews contracted from the private sector.
July 10, 4:30 p.m. the Board met with Prosecuting Attorney Bill
Howard and Assessor Jack Westerman in executive session to discuss Boise
Cascade et al -vs- Jefferson County.
