July 23, 1979
10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all
members present.
Virgil See representing the Eastern Jefferson County Fire Chiefs
appeared before the Board. Mr. See referred to a letter sent to the Board
February 7, 1979 from Robert Jones questioning who is Jefferson Cdunty's
Fire Marshal. The Board explained that the Fire Marshal is Jack Padia,
County Building Inspector. The Board will write letter advising Washington
State Fire Chief's Association as to who is the County Fire Marshal.
Contract Amendment No. 1 for Contract #lOOl-CGG-207l0; Jefferson
County Mental Health and Retardation Counseling Service. The change,'in rates
is as specified on contract to be effective as of July l, 1979. Commissioner
Brown moved to approve and sign the contract amendment, Commissioner Mercer
seconded the motion. Unanimous.
Contract. Consultant Agreement between ABAM Engineers, Inc.
and Jefferson County to do engineering for a bridge across the Hoh River
in the vicinity of the old Huelsdonk crossing. Commissioner Brown moved to
approve and have Chairman sign the contract, Commissioner Mercer seconded
the motion. Unanimous. Chairman O'Meara signed exhibit "B", Certification
of Consultant.
Bid Opening. One (1) Pneumatic Roller. There were no bids
submitted. Commissioner Brown moved to Recall For Bids, Commissioner Mercer
seconded the motion. Unanimous. Bids wlll be received up until Monday,
August 13, 1979, 11:00 a.m. at which time they will be opened and publicly
read.
Contract. Personal Service Contract between Jefferson County
and Roger del Moral, et. al. to acquire needed information for the Public
Works Department to assist in the management of roadside vegetation within
Jefferson County without the use of chemical treatments. The County shall
pay an amount not to exceed $2,200.00 based on records of cost incurred in
the performance of the contract. In addition the County shall provide 2
copies of base maps at a scale of 1 inch to 1,000 feet. Commissioner Brown
moved to enter into contract under Engineer's recommendation, Commissioner
Mercer seconded the motion. Unanimous.

Works re:
1. Location Study and Preliminary Cost Estimate for the Upper
Hoh River Road Improvements by Moore, Wallace, and Kennedy,
Inc. Engineer Sanstrom requests the approval for agreement
on Line "A" Alternate, An alignment located adjacent to the
existing landing at the intersection, eliminates horizontal
curves connected by short tangents, and provides a new l20
foot, prestressed, concrete bridge over Hell Roaring Creek.
(Line "A" has the lowest preliminary estimated cost of con-
struction at $3l4,400.00) Commissioner Mercer moved to
authorize Moore, Wallace, & Kennedy, Inc. to proceed with
Line "A" Alternate engineering. Commissioner Brown seconded
the motion. Unanimous.

3. Status report on Bayview Way, Mats Mats. No progress on
easement at this time. The Board discussed the problem with
Engineer.
4. Duckabush useage road to Community Club, Fish Hatchery, etc.
Engineer Sanstrom discussed with the Board briefly.
5. The Board will inspect Cat 955L Tuesday, July 24, 1979. Board
suggests renting the Cat for 30 days as a trial before pur-
chasing.
6. R.O.W. - Airport Road Extension to Mason Street. The appraisal
needs to be refigured.
Planning:
1. Shoreline Permit #7-79; Washington State Parks, Fort Flagler.
To renovate and extend existing campground, repair existing
pier, construct a clam cleaning shelter, and renovate existing
boat launch parking and turn around at Fort Flagler State
Park, Marrowstone Island. The Planning Commission recommends
approval subject to 4 conditions. commissioner Brown moved
to approve the Shoreline Permit with the crmditions recommended
by the Planning commission. Commissioner Mercer seconded the
motion. Unanimous. Don Mustard appeared.
2. Army Corps Public Notice
a) #07l-0YB-l-005843; Olympia Oyster Company. Install oyster
rafts for oyster seed catching in Dabob Bay. Commissioner
Brown moved to sign notice advising the applicant that a
Shoreline Permit is required and request the Corps permit be
withheld until a Substantial Development Permit application
has been reviewed. Commissioner Mercer seconded the motion.
Unanimous.
3. Wetland Study. Planning Director Goldsmith explained there
is .not money available in this years budget for the $2,200.00
necessary for this project. Goldsmith will check on anti-
recession funds for this project.
4. Road Vacation; Pope & Talbot, Inc. Carol Saari returned the
petition to the Board explaining that Pope & Talbot, Inc is
lacking the required signatures of freeholders. Commissioner
Brown moved to cancel hearing notice and draft resolution of
intent to vacate the subject road. County will refund money
to Pope & Talbot, Inc. Commissioner Mercer seconded the motion.
Unanimous.
5. Road Vacation Petitions for Tri-Area. The Planning Commission
recommends putting a moritorium on all road vacations in the
Tri-Area until such time as a "master road vacation plan" is
prepared. The Board did not agree or approve the Planning
Commissions recommendation.
Contract. Personal Service Agreement between Jefferson County
and Rachel Nathanson to assist the Planning Department with printing, graphics,
and general office work. The County will pay Nathanson the amount of $600.00
a month for a total of 2 months. The contract shall terminate September l,
1979. Commissioner Brown moved to approve and sign the contract. Commissioner
Mercer seconded the motion. Unanimous.
Agreement. Guaranteed Maintenance Agreement for the 3M Copier on
the third floor. The copier will receive an unlimited number of service calls
and normal maintenance service. All parts will be replaced without charge
except drums. Commissioner Mercer moved to approve and sign the contract,
Commissioner Brown seconded the motion. Unanimous.

Letter from the DSHS regarding a review of completed Referendum
29 project of July 1975. The Board will complete the requested form and
return it.
Resolution No. 75-79 re: Order to Vacate; Alley in Phillips'
Addition to Irondale, George Olson and Phyllis Olson, petitioners The
Hearing was held on July l6, 1979 at which time the Board, by motio~approved
the road vacation. The Board approved and signed Resolution 75-79.
