July 16, 1979
10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all
members present.
Contracts. Agreements for Management of On-Site Sewage Disposal
Systems with Kala Point Village Owner's Association for Buildings number 3 &
4, Time Share Village. Durant reported that Prosecuting Attorney Howard re-
viewed the contracts. Commissioner Brown moved to approve and sign the con-
tracts, Commissioner Mercer seconded the motion. Unanimous.
Hearing. Proposed Road Vacation: Alley dividing Lots 1 through
6 inclusive from Lots 7 through 12 inclusive in Block 13, Phillips' Addition
to Irondale; George & Phyllis Olson, petitioners. Phyllis Olson appeared.
Public Works Department recommends the vacation. The Planning Commission
recommends the vacation subject to the condition that all lots within Block
13 be vacated with the petition. Because the vacation of the lots were not
included in the petition the Board cannot vacate the lots. No lots will be
landlocked due to this alley vacation. Commissioner Brown moved to vacate
the alley without the recommendation of the Planning Commission, Commissioner
Mercer seconded the motion. Unanimous.
Letter from Department of Ecology regarding the denial of Shore-
line Variance Permit #3-79; Julius Pederson, applicant. The DOE denied the
permit because the approval of the variance for the partial fill of the salt
marsh area must be predicated on a demonstrated hardship placed on the property,
not merely to increase the size of the upland area. They feel the applicant
has a reasonable use of his property.
Letter from Attorneys Grady & Holloway regarding Elizabeth Stembol
-vs- Clallam/Jefferson County Community Action Council, Inc. and Jefferson
County. Mrs. Stembol suffered an accident on the CAC grounds at Chimacum.
She incurred special damages in excess of $5,500.00. The Board referred the
letter to Prosecuting Attorney Howard and Insurance Agent Homer Smith.
Liquor License. Special occasion license for the Department of
Fisheries Social Organization. Application for Special Occasion to sell beer
on August l7, 1979 at Brinnon Shellfish Laboratory, Brinnon, WA. The Board
signed the notice of no objection.
BUSINESS FROM COUNTY DEPARTMENTS:
Building re: l. Copy of letter to Harvey J. Minnihan regarding a violation
of the Jefferson County Building Code. The Board reviewed
the letter.
Planning re: 1. Extension request for Preliminary Plat of Port Ludlow Divi-
sion 4. David Cunningham appeared on behalf of Pope & Talbot,
Inc. The Jefferson County Planning Commission reviewed the
request and recommended the Board grant a twelve (l2) month
extension of preliminary plat approval. Commissioner Mercer
moved to approve the extension request, Commissioner Brown
seconded the motion. Unanimous.
2. Recommendations for six Year Road Program. The Planning
Commission recommends that the Six Year Road Program be
adopted and approved with the condition that numbering and
signing of County Roads and mile post marking be placed as
a high priority in the program.

Public Works re: l. Approval Report on Clallam/Gardiner Road, Jefferson County
Road #102. Commissioner Brown moved to have Engineer
proceed with right-of-way negotiations, Commissioner
Mercer seconded the motion. Unanimous.
2. Griffith Point Road R.I.D. #1. The Board approved and
signed the plans.
Treasurer re: l. Treasurer's report of cash on hand, receipts and disburse-
ments from April 1, 1979 to June 29, 1979. The BOard
reviewed and signed the report.
Minutes. The Board approved and signed the minutes of July 9,
1979.
The Board counted the cash in the Treasurer's Office and inspected
the jail as per RCW 36.22.010 -.180 & 36.63.ll0.
Petition for Vacation of County Road, Pope & Talbot, Inc. For
the vacation of all that part of the Port Ludlow Paradise Road lying outside
the relocation of this said road at the junction with the Port Ludlow .Road
as shown on the plan of this relocation for Pope & Talbot Development, Inc.,
Port Ludlow No.4. Plan dated 1/2/79, Sheet 1 of 1 on file at the Jefferson
County Department of Public Works. The Board set the hearing for August 13,
1979 at 10:30 a.m.
Call For Bids. Improvement of 2.1 miles of road located in
Marrowstone Island by grading, draining, surfacing and various other work set
forth in CRP #444 and Road Improvement District #1. Major items of work will
be 8590 C.Y. roadway excavation, 9480 C.Y. gravel base and 1710 ton crush
surfacing top course. Bids will be received up until 10:30 a.m. Monday,
August 6, 1979 at the County Commissioners' Chambers at which time they will
be opened and publicly read. The Board approved signed the Call For Bids.
