10:00a.m. Meeting called to order by Chairman A.M. O'Meara with all members
present.
Contract reo Bookmobile. Contract extends the North Olympic
Library System service to residents of the Gardiner area. Payments for this
service are to be made by the Jefferson County Rural Library District in two
installments, $154.00 on or before the 1st day of July, 1979, and $154.00 on
or before the 15th of December, 1979. Said Contract was approved and signed
by motion of Commissioner Brown and second by Commissioner Mercer. Unanimous
Imogene Matson appeared to register a complaint against both the
county's method of assessing property, and the Board of Equalization. Board
advised her to make an appointment with the Board of Equalization for a
physical inspection of her property. Board also said they were in agreement
that property taxes are too high, however, the method of appraising and the
ratios are set by State law, not the county. Mrs. Matson said she would
register a complaint against the State Department of Revenue.
Intent to Vacate: portion of Port Ludlow Paradise Road. Harvey
Minnihan appeared to discuss the feasibility of the proposal and to advise
that the people of the area and Pope and Talbot are in agreement with the
county's intent. It was moved by Commissioner Brown, seconded by Commissioner
Mercer to sign Resolution No. 75-79A1 Intent to Vacate, setting the public
hearing date for September 10th at 10:30a.m. unanimous
Bid Opening: for the furnishing of one (1) Pneumatic Roller for the
Department of Public Works

Bid award delayed until August 20th at 10:00a.m. to allow time to scrutinize
the bids to determine which'would be most advantageous to the county, by
motion of Commissioner Brown and second by Commissioner Mercer. Unanimous
Bidders:
1) Lynnwood Equipment Co., Lynnwood
2) Sahlberg Equipment Co., Seattle
3) Fray Equipment Co., Seattle
Bid Award: for the improvement of 2.1 miles of Jefferson County
Roads located in the Marrowstone Island area (Griffith Point) as per bid
opening of 8 6-79. Engineer Sanstrom submitted a letter stating the bid
proposals were made on the basis of the consultants design quantities which
were higher than those used for the original estimate. When the bid pro-
posals were adjusted to the original County Engineer's design, the figures
were within the 10% over estimated limitation of $130,790. He recommended
the award be made to the low bidder and that the Gravel Base, Class Band
Crushed Surfacing Top Course items be reduced to more nearly agree with the
original quantities.
8-14-79 After receiving a signed Change Order from W.E. Seton and
Son Construction Co., Inc., low bidder, changing the original bid amount from
$168,959 to $144,018.20, the bid was unanimously awarded to W.E. Seton & Son
Construction Co., Inc.

Cindy Williams reo Liability coverage for recreational activities.
Mrs. Williams appeared in behalf of Homer Smith, County Insurance Agent, to
appraise the Board of the possibilities of buying back the exclusion for
persons participating in, or practicing for an athletic contest (competitive
organized sports). County now has liability coverage on the premises and for
group play. Medical coverage could be obtained for $5 - $10 per person, but
would not relieve county from liability. Buying back the exclusion would
cost an estimated $2,000 per year. At this price, the Board feels the county
would be most benefited by buying back the exclusion and requested that
figures be obtained for consideration.
BUSINESS FROM COUNTY DEPARTMENTS:

Moreno, Charles. Due to all required signatures
being attached, verifying that conditions of approval
had been met, it was moved by Commissioner Mercer,
seconded by Commissioner Brown for Chairman O'Meara
to sign final plat approval. Unanimous
2) Forest Practice Applications:
a) FP-02-02545; Sea West COnstruction Co. Partial
cut on 10 acres of land in West end of County.
Project is outside shoreline jurisdiction.
Notice of "no objection" was signed by motion of
Commissioner Brown and second by Commissioner
Mercer. Unanimous
b) FP-02-02561: Brown, Mrs. Danny. Conversion of
161.55 acres: land clearing for pasture and
farming in West end of County. Planning Dept.
found that project is exempt from Shoreline
Management Act. Moved by Commissioner Mercer,
seconded by Commissioner Brown for Chairman
O'Meara to sign notice of "no objection". Unan
3) Army Corps Public Notice No. 071-0YB-I-005843;
Olympia Oyster Company: floating pens in Dabob Bay:
Shoreline Management Substantial Development Permit
No. 20-76 issued by the County. Notice of "no
objection" was signed by motion of Commissioner
Brown and second by Commissioner Mercer. Unanimous
4) Contract for Personal Services: Roger del Moral,
et al. del Moral requested the following changes
in contract with the county dated July 23, 1979:
2(e) Recommended treatment and management alter-
natives for these representative units and
overall road system.
7. (added) Payment for performance of this contract
shall be upon receipt of written report and
maps produced and acceptance of same by County.
Payment due within two weeks of acceptance of
project material.
Board concurred with requested changes and initialed
approval.
