Bragg M I NUT E S August 27, 1979 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. Representatives Paul M. Bradley and Walter L. Townsend from the Seattle Yacht Club appeared regarding the S.E.P.A. Threshold Determination. Planner Tom Aumock presented the environmental check list. The Peattle Yacht Club proposes to construct a pier with 4 finger tiers and toilet facilities on land. After thorough review of the environmental check list and comments from the audience, the Board changed the following so as addi- tional comments will be required: la, II3c, 5,6,7,8,9,11,13,14ab,16df,18,19 of the Environmental Check List. Commissioner Brown moved to determine that more information must be provided to make an environmental impact determination. Commissioner Mercer seconded the motion. Unanimous. Extension Service candidate for position of County Extension Agent. Ernie Hopp, District Supervisor appeared along with Pamela Chow, Home Economist for the Extension Service and Blair woofley, candidate for Extension Agent. Pamela Chow is currently the acting County Chairman until a new one is appointed to replace Frank Jackson. The Board approved that Ms. Chow receive the salary of the Chairman while acting as replacement. Mr. Hopp introduced Blair woffley to the Board and discussed his qualifications as a County Chairman Extension Agent. Hank Zepeda from the Department of Natural Resources appeared before the Board to inform them that the Department of Natuaral Resources will be spraying herbicides on their own lands in the West-end of Jefferson County. Mr. Zepeda explained the various spraying programs they will be performing. There will be no spraying done by the DNR in Eastern Jefferson County at this time, Zepeda ad~sed. They will notify all adjacent land owners prior to spraying. Peter Badame appeared and advised the Board of two Transportation meetings, August 31, 1979 at 3:00 p.m. in the Transportation Advisory Building, and September 28, 1979 at 8:30 in the Courthouse regarding the Section 18 proposal that was submitted - Urban & Mass Transit Act. Lon Wyrick, Trident Coordinator, advised the Board that he will be going to work for Mason County Commissioners as of November 1, 1979. Beaver Valley Road - Lon reported no funds available. He advised that the County may have to take out a loan against FAS monies. Lon suggests using the FAS monies to do tne paving on Beaver Valley Road and wait on the Center Valley Road in hopes that this winter the 608 funds will reimburse the State on the loan so the FAS monies will be available for next year on the Center Valley Road. Commissioner Brown moved to set the hearing for September 17, 1979 at 11:00 a.m. in the Com- missioner's Chamber. Commissioner Mercer seconded the motion. Unanimous. Public Works reo 1. Engineer Sanstrom reported to the Board that the Upper Hoh River Road Highway 101 intersection improvement, CRP '. #464: and County Road #18 shoulder widening, CRP #461 will be ready to go to bid after September 20. The Board recessed and reconvened Tuesday, August 28, 1979 to continue regular business. All members were present. Resolution No. 77-79 re: Hearing Notice for Emergency Budget Appropriation for the Law Library. The sum of $800.00 is necessary to meet the unpredictable cost of keeping law books current. Hearing will be September 4, 1979 at 10:30 a.m. in the Commissioner's Chamber. The Board approved and signed the above resolution. Petition for Vacation of County Road from Florence Hos. signed the hearing notice which sets the hearing date for September at 10:30 a.m. in the Commissioner's Chamber. The Board 17, 1979 Contract. Between W.E. Seton & Son Construction Company, Inc. and Jefferson County to do all work and furnish tools, materials, and equip- ment for C.R.P. #444, Griffith Point Road. The Board approved and signed the contract. The Board reviewed the letters sent to C.A.C., County Health Dept., Juvenile Probation, D.S.H.S., and Adult probation advising of increase in office rent in the Multi-Service Building. The rent has increased from $3.00 to $3.50 per square foot. BUSINESS FROM COUNTY DEPARTMENTS: Public Works re: 1. Minutes of the Safety meeting that was held August 21, 1979. The Board reviewed the minutes submitted by Glen Bagley. Les Lemieux and Paul Reese of Pacific Northwest Bell talked with the Board about the County Departments getting an improved phone system, access to the State of Washington's Scan Line and a centralized system. The cost is relatively high to get into the system and they need a more in depth study to justify the costs. The Board advised Mr. Lemieux and Mr. Reese to conduct the study and to talk with the City of Port Townsend to see if they were interested. Request from Moore, Wallace, & Kennedy, Inc. for a 15 day extension to complete work under the agreement for County Road No. 18, C.R.P. #461.
