September 17, 1979
10: 00 a.m. Meeting called to order by Chairman A. M. O'Meara. Commissioner JVercer
was present, Commissioner Brown was absent.
Hearing. Proposed Budget Extension; Jefferson County'Planning
Department. Provide additional funds in the amount of $6,000.00 to be used
for consulting services to be reimbursed by the Washington State Department of
Ecology. No one appeared to speak for or against the proposed extension.
Commissioner Mercer moved to approve and sign Resolution No. 88-79; Order,
Budget Extension for Planning Department, Commissioner O'Meara seconded the
motion.
Pamela Chow appeared and submitted a letter of recommendation from
J. O. Young, Director of Cooperative Extension Service, recommending Mr. Blair
F. Woofley for the position of Jefferson County Extension Chairman. In the
letter Mr. Young states that Mr. woofley will begin November 1, 1979 if the
Board concurs.
Hearinq. Proposed Road Vacation; portion of 5th & Stevens Streets
in Gise Addition, Florence Hos, petitioner. No one appeared to speak for or
against the proposed vacation. The Department of Public Works recommends
approval, Planning Commission recommends approval subJect to one condition.
If utility pole is in the road vacation area the applicant shall secure the
necessary easements. Carol Saari advised the Board that the utility pole had
been checked into and it is not within the proposed vacation. Commissioner
Mercer moved to approve the vacation and sign Resolution No. 89-79, Order of
Vacation, Commissioner O'Meara seconded the motion.
Call For Bids. One (1), 20 Ton Sanitary Landfill Compactor. Mini-
mum specifications are made part of this bid call by reference and are available
at the Department of Public Works. Bids will be received up until the hour
of 10:30 a.m., Monday, October 22, 1979 at the Commissioners' Office at which
time they will be opened and publicly read. The Board approved and signed the
Call For Bids.
Call For Bids. Sentinal Firs Grading. Major items of work will
be 2450 C.Y. roadway excavation, 1540 C.Y. ballast and 730 tons crushed sur-
facing top course. Bids will be received until 10:30 a.m. Monday, October 8,
1979 at the Commissioners' Office at which time they will be opened and publicly
read. Commissioner Mercer moved to approve the Call For Bids, Commissioner
O'Meara seconded the motion.
Call For Bids. Sentinal Firs Surfacing. Major item of work will
be 800 tons of asphalt concrete, class F. Bids will be received until 10:30
a.m., Monday, October 8, 1979 at the Commissioners' Office at which time they
will be opened and publicly read. Commissioner Mercer moved to approve and
sign the Call For Bids, Commissioner O'Meara seconded the motion.
Agreement/Request re: Reimbursable Work by Jefferson County for
the National Park Service. The National Park Service request the County main-
tain park roads in regards to snow removal, road sanding, and storm damage,
total amount authorized, $500.00. Commissioner Mercer moved to approve and
sign the agreement, Commissioner O'Meara seconded the motion.
Resolution No. 90-79 re: Hearinq Notice, Proposed Budget Extension;
Mental Health, Bayshore, and County Discretionary grants. Hearing will be
October 1, 1979, 10:30 a.m. Commissioner Mercer moved to approve and sign
Resolution No. 90-79, Commissioner O'Meara seconded the motion.

BUSINESS FROH COUNTY DEPARTMENTS:
Planning re: 1. Final Long Plat:
a) Chimacum Creek Estates II. All required departments have
approved and signed plat. Commissioner Mercer moved to approve
and have Chairman sign plat, Commissioner O'Meara seconded
the motion.
2. Letter from attorney representing several residents of Kitsap
County located on the Hood Canal opposite Bridge Haven Marina.
Owners of the marina have installed an extremely bright orange
outdoor light which creates a focal nuisance. They request
an investigation be made to determine if the light was instal-
led within regulations and want a shielding for the light to
eliminate the visual nuisance it causes. The Board instructed
Goldsmith to contact the Marina owners and advise them to
shade the lights.
3. Adoption of the Subdivision Ordinance. David Goldsmith sub-
mitted and reviewed the changes discussed at last week's
meeting. Commissioner Mercer moved to adopt the Revised Jef-
ferson County Subdivision Ordinance, Commissioner O'Meara
seconded the motion. Unanimous.
4. Proposed Road Vacation Ordinance - Setting of Hearing Date.
The Board set the hearing date for Monday, October 15, 1979
at 11:00 a.m. in the Commissioners' Chamber.
Juvenile
Probation re: 1. Juvenile Detention Budget. Dorothy Cadwell submitted a break-
down cost increase for the Juvenile Detention Center. Juven-
iles from Jefferson County make up 16% of the attendence.
There was no action taken at this time.
Prosecuting
Attorney
1. Bill Howard gave the Board a copy of the letter written to
the Northwest Orthodox Youth Foundation by the Planning Depart-
ment.
2. Copy of letter to Bill Howard from Attorney Generals Office
regarding the Proposed Department of Natural Resources
Agreement with Jefferson County. The Board discussed the
proposed agreement with Bill Howard.
Public
Works re:
1. Pavement Marking Demonstration Project;
from the Department of Transportation.
no matching funds are required.

Bagley reported that
2. Status of Right-of-Way Purchasing. Bagley advised Board of
number of parcels, surveys, and deeds. Board will receive
copies of letters to the owners.
3. Plans for the Hoh River. The Board reviewed the plans.
Hearing. Proposed Annexation to Water District No.3; Tax 4 in
Section 33, Township 26 North, Range 1 W.W.M.; William S. Thomas Sr., petitioner.
No one appeared to speak for or against the annexation. The Board approved
and signed Resolution No. 91-79; Annexation of Territory.
Mr. & Mrs. Kenneth Clancy appeared and reported the dangers of a
private air strip contiguous to their property. The air field is located
across the street from the B & R Mobile Park. It is not fenced nor has landing
lights. In order for the 'pilot to use this short strip he must come in
low with speed cut to minimum and over the top of a row of mobile homes, report-
ed Mr. Clancy. He said it is estimated that planes landing and taking off do
not clear the road or first mobile home by more than 35 feet. Hr. Clancy told
the Board of one particular incident which occured September 13, 1979, a plane
attempting to land after dark, They request the Board investigate this air
strip. The Board advised the Clancy's that they will write the F.A.A. and
ask about regulations and if there is anything the County can do.

Open Space Application; Alex U. Bergeson. Mr. Bergeson was unable
to appear. Ed Darden, Associate Planner, presented the application. Commis-
sioner Mercer moved to table until September 24, 1979 so that Mr. Bergeson
may be able to attend.
Architect David Johnston reported that the Rec Center Gymnasium is
ready to go out for bids. Three alternate bids will be accepted. Bids will
be opened Tuesday, October 9, 1979 at 2:00 p.m. in the Commissioners' Chamber.
Johnston will publish the Call For Bids in the Port Townsend Leader and the
Port Angeles Daily News.
Gardiner Community Center. The contractor is nearly one month past due
with the completion of the building. The original completion date was August
8, 1979 but with the extension it was made due on August 22, 1979. The archi-
tect believes sufficient cause exists to terminate the employment of the Con-
tractor and suggests the County assume responsibility for completion. Commis-
sioner Mercer moved to send a letter to Melco, Inc. cancelling the contract
after 7 days of receipt of letter as per Johnston's recommendation, Commissioner
O'Meara seconded the motion.
Warren Steurer, Rec Director talked to the Board about insurance for
the recreational activities. Prosecuting Attorney, Bill Howard, was present.
Steurer has been talking with Insurance Agent Homer Smith and reported that the
adult competition sports insurance is extremely high. He reported he spoke
with several other County's Rec Departments which do not carry insurance for
adult programs. The Board agreed with Mr. Howard and Mr. Steurer that due
do the exceedingly high costs, a waiver form should be used by all participants
instead of insurance.
