Bragg M I NUT E S November 5, 1979 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara, with all members present. Bill Breitwig talked with the Board regarding a lighting program in Hadlock. Mr. Breitwig brought in a diagram of the existing street lights and their costs. There are 21 large and 2 small. He asked the Board to help the Hadlock area form a L.I.D. because as it is no~only the businesses pay toward the lighting. The Board advised that they will check with Engineer regarding County responsibility for lighting the area. Vaughn Webb of the Department of Natural Resources appeared regard- ing the log jam on the Big Quil River. He informed the Board that they have received several calls but DNR has no land involved. He also discussed blow down sales and amounts of transmittal of funds for 1980. The Board talked with Mr. Webb about land for a Coyle Community Center. DNR has a 2 acre site across from the landfill Which could be leased by County for this purpose. They also have forty acres which perhaps the County could lease a portion. Mr. Webb advised the Board to submit a formal request to DNR for the land. Gael Stuart appeared and requested the Board call a meeting in order to get the Jefferson County Housing Authority Committee organized. Moved by Commissioner Mercer, seconded by Commissioner Brown to authorize Mr. Stuart and Peter Simpson to call the meeting for organization. Unanimous. Hearing. Proposed Jefferson County Highway, Road, or Alley Vacation Ordinance. Associate Planner Carol Saari reviewed the proposed ordinance and petition for the Board. No one appeared to speak for or against the ordinance. Commissioner Brown moved to adopt the Jefferson County Highway, Road, or Alley Vacation Ordinanceiiila:er-tnecondiEion--Eliat Section 4 be expanded to include compensation equal to appraised value of road be paid to county. Commissioner Mercer seconded the motion. Unanimous. Architect Dave Johnston appeared and reported to the Board on the Gardiner Community Center. He brought in Change Order No. 5 and the final payment application no. 6 for the job. The claim order states the damages caused by the Contractor's delay in the amount of $2,410.81 The Board explain- ed that the tenants claim for rent of another hall, $47.25, would not be a loss to the tenant, rather a loss of income for the County. Commissioner Mercer moved to have Chairman sign Change Order, Commissioner Brown seconded the motion. Unanimous. Johnston advised the Board that he is waiting for the bond of insurance for the Rec Center's Gymnasium Repair job from contractor. After he receives all documents Johnston will issue the notice to proceed. Susanne Valier appeared to request permission for easement across Jefferson County's Landfill for power to acreage she plans to purchase. The Board advised Ms. Valier that they will have the Engineer check into her request. Valier submitted a written request. Computer Update Proposal. Assessor Jack westerman, Treasurer Francis Hansen, Auditor Betty Anderson, and Computer Programmer John Ackey appeared and submitted Western Data's proposal of 8 to 10 weeks at $8,000.00 to $10,000.00 plus $1,000.00 travel and living expenses. John advised the Board that there will be a problem with the conversion. John proposed that he could be done the beginning of January. The Treasurer and Assessor felt this would be fine. Minutes. State & Local Economic Assistance Program (LEAP). Carol Saari submitted a fully executed copy to the Board. 2. Contract, between Jefferson/port Townsend Regional Council and Planning and Community Affairs Agency. The Agency shall reimburse the County money not to exceed $700.00 for a project that would assist PNRC in its regional planning process and to provide funding support for administration of areawide A-95 Clearing House. 3. Final Short Plats: a) #S22-79; Steinke & Angell. abutting Thorndyke Bay into 4 departments have approved and sioner Brown moved to approve missioner Mercer seconded the Divide 15 acres of property residential lots. All required departments have approved the short plat. Commissioner Mercer moved to approve and sign the short plat, Commissioner seconded the motion. Unanimous. Public Works re: 1. The Board reviewed the minutes of the Safety Committee Meeting. The Board recessed and reconvened Tuesday, November 6, 1979 at 10:30 a.m. to continue regular business. Commissioner Brown was not present in the moring due to conflicting meeting. Contract, between Olympic Reforestation, Inc. and Jefferson County for roadside vegetation control for the lump sum of $728.00. Commissioner Mercer moved to approve on the condition that a completion date be put in. Commissioner Brown seconded the motion. Unanimous. Later in the day Mr. Gorsline of Olympic Reforestation, Inc. added to the contract the completion date of December 15, 1979. Use of state Purchasing Division Contract. moved to sign and pay fee of $40.00 for full contract, seconded the motion. Unanimous.
