10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all
members present.
Bid Opening. For the improvement of 1.70 miles of County
roads located in the Beaver Valley area.
BIDDERS:

BID TOTALS:
$218,987.50
183,942.50
Engineer's estimate is $195,975.00. Commissioner Brown moved to check
bids for possible error and if found to be correct award bid to North
Kitsap as low bidder. Commissioner Mercer seconded the motion. Unanimous.
After checking bids, Assistant Engineer Glen Bagley advised that bids
were correct as submitted.
Hearing. Budget Extension; Planning Department. $2,257.50
to be used for Professional Services. No one appeared to speak for or
against the proposed budget extension. Commissioner Brown moved to approve
and sign Resolution No. 113-79 re: Order of Budget Extension, Commissioner
Mercer seconded the motion. Unanimous.
Commissioner Mercer moved to have Computer Director John Ackey
write a letter of intent to N.C.R. to reinstate equipment order for instal-
lation in the spring of 1980 by the terms outlined in N.C.R.'s letter of
11/28/79. Commissioner Brown seconded the motion. Unanimous.
Notice of Public Hearing re: Proposed Amendment to Ordinance
No. 2-77, Jefferson County Health Department Fee Schedule. Hearing will
be at 10:30 a.m., December 24, 1979 in the Commissioners' Chamber. Commis-
sioner Mercer moved to publish the amendments and hearing notice. Commis-
sioner Brown seconded the motion. Unanimous.
Resolution No. 114-79 re: Emergency Flood Control. Transfer
funds from the Road Fund to the Equipment Rental & Revolving Fund for rip-
rap used for assisting in flood control. The Board approved and signed
the above resolution.
Hearing Notice. Proposed Road Vacation for portion of County
Road No. 102, the Old Gardiner Highway. Hearing will be held January 14,
1979 at 10:30 a.m. in the Commissioners' Chamber. The Board approved and
signed the hearing notice.
Contract. #1060-AGG-24592. Community Alcohol Service Agreement
between Jefferson County and the Bureau of Alcohol and Substance Abuse.
Basic Agreement #9301-ATG-24499. $20,555.00 is the amount of contract
award. Commissioner Mercer moved to approve and sign the contract, Commis-
sioner Brown seconded the motion. Unanimous.
Resolution No. 115-79 re: C.R.P. #471, repair slide area on
the East Quilcene Road, State Log #32750 from milepoints 3.34 to 3.65.
Appropriation from the officially adopted road fund and based on the county
engineer's estimate is as follows: Engineering, $3,000.; Appropriation
of right-of-way, $5,000.; Construction, (county forces), $25,000. Commis-
sioner Mercer moved to approve and sign the above resolution. Commissioner
Brown seconded the motion. Unanimous

Port Townsend Mayor Barney McClure appeared regarding the
Ferry Advisory Committee. Mr. McClure requests the Board give him written
authority to appoint his own member for the committee from the city to
represent city administration. Mayor McClure said he wants the authority
of appointing and removing a city representative. The Board advised Mr.
McClure that according to the RCW County Commissioners only have the
authority for this. Board will check with Prosecuting Attorney William
Howard.
Mr. McClure brought up the need for an emergency 911 number. Board
suggested that in order to cut expenses the facility should go through
the Sheriff's Department.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Notices to Army Corps of Engineers (previously approved):
a) 071-0YB-I-006009; Puget Sound Power & Light Co.
Shoreline Management Permit #11-79 has been issued. The
Board approved to sign notice verifying the issuance.
b) 071-0YB-I-005942; Charles D. Broders. Shoreline Manage-
ment Permit #8-79 has been issued. The Board approved to
sign the notice verifying the issuance.
c) 071-0YB-I-005258; united Telephone Co. of the Northwest.
Shoreline Management Permit #4-79 has been issued. The
Board approved to sign notice verifying the issuance.
2. Forest Practice Permit Application:
a) FP-02-02802; Discovery Bay Timber. Clearcut 22 - 9
acre parcels which are not contiguous in Elkins Addition
to Hadlock. The Board signed the notice of no objection
with respect to timber situated in the rights-of-way and
that Jefferson County Comprehensive Plan contains policies
3 & 4 of resource production as relevent to the proposed
conversion.
3. Final Short Plat:
a) S21-79; Harold Steinke.
All required department have reviewed and approved the
final short plat. Commissioner Brown moved to approve and
sign, Commissioner Mercer seconded the motion. Unanimous.
4. Letter to William Johnson, Division of Marine Land Manage-
ment re: Permit #15-78, Commercial Clam Harvesting in
Killisut Harbor. The letter questions condition #2 and
the current marking system. The Board approved and signed
the letter. .
5. Letter to Gordon Sandison, Director of the Wa. St. Department
of Fisheries regarding Shoreline Management Development
Permit #15-78. The letter refers to water quality in
Kilisut Harbor. The Board approved and signed the letter.
6. Letter to Ross B. Manley, Chief of Public Works Division
re: E.D.A. Drought Relief Project Number 07-81-02082. The
Board approved and signed the letter.
Call For Bids. One (1) self-propell~d chip spreader. Bids will
be received until 2:30 p.m., January 7,1980 at the Commissioners' Office
at which time they will be opened and publicly read. Commissioner Mercer
moved to approve and sign the Call For Bids, Commissioner Brown seconded
the motion. Unanimous.
Call For Bids. One (1) Electonic Distance Measuring Device and
Accessories. Bids will be received until 2:00 p.m., January 7, 1980 at
the Commissioners' Office at which time they will be opened and publicly
read. Commissioner Mercer moved to approve and sign the Call For Bids,
Commissioner Brown seconded the motion. Unanimous.
Minutes. The Board approved and signed the minutes of December
3, 1979.
Approval and Signing of the Bills. The Board approved and signed
the November bills to be paid in December.

1. Safety Ca:l1pliance as per committee recommendation by letter
of November 15, 1979. The Board reviewed Engineer's letter.
Courthouse Closure Notice. Commissioner Mercer moved to sign
notice of a 2:00 closure on December 24, 1979 and all day December 25, 1979.
Commissioner O'Meara seconded the motion.
