Bragg M I NUT E S Week of December 24, 1979 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. Hearing. Proposed Amendment to Ordinance No. 2-77, Jefferson County Health Department Fee Schedule. No one appeared to speak for or against the amendment. Commissioner Brown moved to approve and adopt the amended fee schedule to become effective January 1, 1980. Commissioner Mercer seconded the motion. Unanimous. Bid Opening. For improvement of the Clearwater Annex Water System. No bids were received. Engineer San strom will check into why there were no bids and readvertise the Bid Call. Hearing. Proposed Appropriations, 1979 Budget for the following departments: Commissioners; Non Departmental; Elections 122; Recreation Department; and Central Services. No one appeared to speak for or against the appropriations. Commissioner Brown moved to approve the appropriations and sign Resolution No. 118-79 re: Order of Appropriations - 1979 Budget. Commissioner Mercer seconded the motion. Unanimous. Agreement with the Clallam-Jefferson Public Defender for rendering legal services. The County shall pay $19,200.00 for these services and the agreement will go into effect January 1, 1980 and expire December 31, 1980. Commissioner Brown moved to approve and sign the agreement, Commissioner Mercer seconded the motion. Unanimous. Contract Amendment #1004-CGT-19959(1) with D.S.H.S. The contract has been increased by $1,584.00 to be utilized for the administa- tion of the Involuntary Treatment Act. Commissioner Mercer moved to approve and sign the contract amendment, Commissioner Brown seconded the motion. Unanimous. Resolution No. 119-79 re: Hearing Notice for Budget Appro- priation for the Multi-Service Center Maintenance; Historical Society; and Equipment R & R fund. Hearing will be Friday, December 28, 1979 at 11:00 a.m. in the Commissioners' Chamber. The Board approved and signed the resolution. Resolution No. 120-79 re: Declaration of disaster for fishing industries and related business. Brown moved to approve and sign the above resolution, seconded the motion. Unanimous. a state of economic Commissioner Commissioner Mercer Resolution No. 121-79. Due to rules and regulations applying to employees under the Comprehensive Employment Training Act (CETA) being modified effective as of July 1, 1979 to exclude CETA employees from participating in the Public Employees Retirement System, Teachers Retire- ment System, and Law Enforcement & Fire Fighters Retirement System, the Jefferson County Personnel Policy is amended to comply. The Board approved and signed the resolution. Resolution No. 122-79 re: Budget Transfers - 1979 Budget, 24 Departments. Commissioner Brown moved to approve and sign the resolu- tion, Commissioner Mercer seconded the motion. Unanimous. Contract. The Board approved and signed the contract with North Kitsap Gravel & Asphalt Company for work on the Beaver Valley Road to S.R. 104. "VOL 5 taGt "0 2442 . Meeting for the week of December 24, 1979 Page 2 -- Letter from Robert Goehring, Director of Community Counseling Service, requesting appointment as Mental Health Professional for the following people: Ms. Judy VanAuken and Mr. Ruffin LeBrane. He also requested Dr. William Scheyer and himself removed due to conflicting duties. Commissioner Mercer moved to have a resolution drafted to take care of this, Commissioner Brown seconded the motion. Unanimous. BUSINESS FROM COUNTY DEPARTMENTS: Health re: 1. Commissioner Mercer moved to sign notice of no objection, Commissioner Brown seconded the motion. Unanimous. The Board recessed and reconvened Friday, December 28, 1979, 10:00 a.m. to continue regular business. All members were present. Bid Award, Petroleum Products for 1980. Commissioner Brown moved to accept the bid from Texaco for furnishing all the diesel and heating oil. And due to standing allocation with Chevron U.S.A., Inc., renew their last year contract for furnishing the gasoline. Commissioner Mercer seconded the motion. Unanimous. Resolution No. 123-79 re: Disbursement of Federal Forest Reserve Monies. The County road fund shall receive $1,035,227.13 and the County School Districts, $1,035,227.13 to be distributed among the 5 school districts. The year total Forest Reserve Revenues, including Res- olution No. 102-79, is $3,968,600.01. Commissioner Brown moved to sign the resolution, Commissioner Mercer seconded the motion. Unanimous. Resolution No. 124-79 re: Budget Transfers for the Sheriff Department. Commissioner Brown moved to approve and sign the resolution of Budget Transfer, Commissioner Mercer seconded the motion. Unanimous. Hearin~. Proposed Budget Appropriations - 1979 Budget for the Historical Soclety, Multi-Service Maintenance, and Equipment R & R. No one appeared to speak for or against the appropriations. Commissioner 4 Brown moved to approve and sign Resolution No. 125-79 re: Order of Budget Appropriations, Commissioner Mercer seconded the motion. Unanimous. December motion. Minutes. Commissioner Mercer moved to accept 10, & 17, 1979 as corrected. Commissioner Brown Unanimous. the minutes of seconded the '!be Board received a ballot from the Association of Counties requesting their vote on the computation of the 1980 update of the motor vehicle fuel tax distri- bution to the several counties. By motion of Corrrnissioner Brown, seconded by Corrmissioner Mercer the Board voted yes to the resolution for median cost update. The Board signed the letter to William Bulley, Director of Department of Transportation, supporting Senator Paul Conner's effort to keep a ferry on Lofall - South Point run.
