Bragg M I NUT E S January 7, 1980 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. S.E.P.A. Threshold Determination; Discovery Bay Associates. (continued from 11/26/79) Applica~ion for a Building Permit for the construction of a 9 unit condominium. Prosecuting Attorney Bill Howard advised the Board that as long as the County has the assurance that the proposal is for nine units they should consider the proposal as what the applicants have applied for rather than take the position of considering the yet to be known completed development. The B.::JiUd reviewed the formal Building Permit application which confirms the application to be for reconstruction of nine units of townhouse condominiums upon demoli- tion and salvage of the existing structure. Commissioner Mercer moved to sign the proposed declaration of non-significance, Commissioner Brown seconded the motion. Unanimous. Request & Agreement for Reimbursable Work by Jefferson County. The National Park Service requests the County remove gravel from the road at the park boundary to open the road. Return the creek to its channel above the road and rebuild the retaining wall. Desirable completion date is 12/14/79. The National Park Service agrees to pay for the services at regular Jefferson County costs. Engineer Milt Sanstrom recommends that the County Road Department personnel be authorized to do this work along with National Park personnel. The County has the necessary equip- ment and the work is on an extension of the county road that services the National Park. Commissioner Mercer moved to sign the agreement, Commis- sioner Brown seconded the motion. IDeation - Upper Hoh River Road. Call For Bids. Improvement of the Clearwater Annex Water System. Bids will be received up until the hour of 10:30 a.m., Monday, January 28, 1980 at the Commissioners' Office at which time they will be opened and publicly read. Commissioner Brown moved to approve and sign the Call For Bids, Commissioner Mercer seconded the motion. Unanimous. Janet Debbin appeared along with Mr. & Mrs. Ferguson regarding flooding on their property. due to culvert run off in the Olympic Canal Tracts 5 & 7, Brinnon. Ms. Debbin explained that the run off is unabling them to get out to the road from their house and suggests the County put in additional culverts to take the water across .the road. According to the plat map, approved October 5, 1964, there are 5 foot easements along all interior lot lines for drainage and utility lines. The Board advised Ms. Debbin that the Engineer and themselves will visually inspect the problem. Mr. & Mrs. Dale McCoy of Quilcene appeared regarding debris that was pushed onto their property from the clearing of the Little League Ball Field. They request a fence be constructed to identify property boundary lines. The Board advised the MCCoys that the County crew will be sent out to clear out the debris and reestablish property lines. Richard Stokes & Jeanne Meyers from the West-end appeared regarding the open range law. They question the definition of open range animals and if it applys to their geese and sheep. The Board advised them of the rules and definitions from the RCW. Resolution No. 1-80 re: Establishing the Prosecutor's salary for the calendar year 1980. The salary is $25,000.00 for 1980. Commis- sioner Mercer moved to approve and sign the resolution, Commissioner Brown seconded the motion. Unanimous. 6 1 ~ ~inutes for the week of January 7, 1980 Page 2 Bid Opening. Electronic Measuring Devise & Accessories. BIDDERS: 1. puget Sound Blueprint Company 2. Hewlett Packard BID TOTALS: $11,626.65 (including tax) 12,827.68 (including tax) Commissioner Brown moved to take bids under advisement to have Engineer check them over. Commissioner Mercer seconded the motion. Unanimous. Bid Opening. BIDDERS: 1. Howard Cooper Corp. 2. South Park Industries, Self Propelled Chip Spreader. BID TOTALS: $52,434.14 47,511.36 Inc. Commissioner Brown moved to have bids checked for possible errors and to accept the bid found to be most advantageous to the County. After checking, Engineer Sanstrom recommended bid to be awarded to South Park Industries. Commissioner Brown moved to accept the recommendation, Commissioner Mercer seconded the motion. Unanimous. BUSINESS FROM COUNTY DEPARTMENTS: Auditor re: 1. Bookkeeping Changes. a) Combine the Courthouse Renovation & Building Construc- tion accounts. b) Put the Department of Emergency Services in the Sheriff's Department. c) Put the Recreation back into current expense. d) Put the Library District into special districts. Auditor Betty Anderson explained that the reason for this is to reduce the number of accounts. Planning re: 1. S.E.P.A. Threshold Determination; Wally Pederson et al for a Shoreline Permit. Ray BuCillMmm appeared representing Wally Pederson et al. They intend to create an overnight, public, recreational, boat moorage facility at South Point. The Board reviewed the environmental check list. Tom Aumock advised the Board of letters received comment- ing on the project. Robert Romberg and Maurice A. Johnson appeared and expressed concerns about the effect the proposal would have on the residential area. After much discussion Commissioner Brown moved to declare and sign the negative declaration. Commissioner Mercer seconded the motion. Unanimous. 2. Preliminary Plat application for Kala Point Development Division No.7. Divide 21.85 acres into 40 single family residential sites, to become part of the existing Kala Point Development of 266 platted lots on 170 acres. Health Department recommends 1 condition before approval. The Planning Commission recommends the Board approve the preliminary plat subject to conformance with the Jeffer- son County Comprehensive Plan, Jefferson County Park, Recreation, & Open Space, and the Jefferson County Sub- division Ordinance. Commissioner Brown moved to approve the preliminary plat with the variance of the private roads and the notice to potential buyers of deep trench drainfields. Commissioner Mercer seconded the motion. Unanimous. 3. Planning Department Fee Schedule. David Goldsmith talked with the Board of this proposal. The Board recessed and reconvened Tuesday, January 8, 1980 to continue regular business. All members were present. Call For Bids. For one (1) used Front End Loader with 2 C.Y. bucket, R.O.P.S., back-up alarm, etc., 1976 or newer model. Alternate bid for new current production model is aslo requested. Bids will be received up until the hour of 10:15 a.m., Monday January 28, 1980 at the Commissioners' Office at which time they will be opened and publicly read. Electronic Distance Measuring Device and Accessories. After the Engineer had checked bids and recommended awarding the bid to Puget Sound Blueprint Company, Commissioner Brown moved to accept the Engineers recommendation and award bid to puget Sound Blueprint Company for the bid of $11,626.65, including tax. Commissioner Mercer seconded the motion. Unanimous. Petition Enterprises Trust. at 11:00 a.m. for vacation of a county road submitted by the Benmoor The Board set the hearing date for February 11, 1980 Letter from Roy J. Bergstrom requesting a concrete handball court be built. The Board will check into this request. Letter from Lyle M. Tinker regarding the bridge proposal on the Dosewallips River. Mr. Tinker feels that a low level bridge would have considerable impact on other properties due to a possible log jam flooding the valley. The Board will look into this. Letters of Intent for contracts #1060-AGG-24592; 1096-AGG-24559; and 1033-AGG-24936 with D.S.H.S. Commissioner Brown moved to have Chair- man sign the letters acknowledging receipt and acceptance of the letters of intent. Commissioner Mercer seconded the motion. Unanimous. Letter of resignation from the Planning Commission was received from Wm M. Svensson. Mr. Svensson suggests Frank:Vane as a replacement. The Board will advertise in the paper for a new member and will advise ~tr. Vane as to the advertisement. Field Report on the Recreation Center's Gym Repair was received from Architect Dave Johnson.
