For the furnishing of one (1) Front End Loader for the Public Works Department. BIDDERS: USED: 1. Howard Cooper Corp. ~487.50 2. Evans Engine/Equip. -0- 3. Cambridge Equip. (' 78) 96,075.00 ("76) 86,100.00 W/TRADE-IN: $37,987.50 -0- 89,575.00 -0- NEW: $58,968.00 52,105.99 -0- -0- l-v/TRADE-IN: $57,468.00 47,180.99 -0- -0- Commissioner Brown moved to have bids taken under advisement, to be checked by the Engineer to determine the bid most advantageous to the County. Com- missioner ~1ercer seconded the motion. Unanimous. After checking the bids, Engineer Sanstrom submitted his recommendation, recommending the bid of Evans Engine & Equipment Company for the new Terex Model 72-21 B, $47,180.99 with trade-in. Commissioner Brown moved to accept the Engineer's recommendation awarding the bid to Evans Engine & Equipment Company. Commissioner Mercer seconded the motion. Unanimous. Bid Opening. For the improvement of the Clearwater Annex Water System. BIDDERS: 1. Fletcher Electric No action was take~oon the bid at this time. By motion of Commissioner Brown seconded by Commissioner O"~eara, the Board reset th~ Bid Opening of the Upper Hoh River Road Improvement, CRP #464 to February 19, 1980 at 10:30 a.m. BID TOTALS: $61,666.50 Paul Murphy, Board Member of the Gardiner Community Center, appeared regarding bids for electrical and building material for the com- pletion of the Gardiner Community Center's basement. Members of the Commun- ity will do all the labor. . Bids were obtained from suppliers in Port Angeles and Sequim. The Board will get bids from the Port Townsend area suppliers too. Hearing. Proposed Amendment to Ordinance No. 2-77 Jefferson County Health Department - Section III, Definitions; and section 5.5, Increase Minimum Bond. Randy Durant was present to answer any questions. Five persons appeared; Jim Hughes, Mrs. Walker, Gene & Sandy Seton, and Olive Paddock. After discussion of the minimum bond as opposed to a liabil- ity insurance pOlicy, Commissioner Mercer suggested that the liability policy should be changed to read: Increase the $1,000.00 bond minimum to $2,000.00 bond minimum or have an acceptable liability insurance pOlicy. Commissioner O'Meara added that if the liability policy doesn't cover per- formance completion, a bond should be used. Commissioner Brown moved to adopt the published amendments to Ordinance No. 2-77, being Ordinance No. 1-80, with Section 5.5 regarding bonding & liability to be re- worded by the Prosecuting Attorney. Commissioner Mercer seconded the motion. Unanimous. Hearing. For: (1) Sales tax vehicle, Blazer; and one appeared to speak Proposed Budget Appropriation; Sheriff Department. on 10 patrol vehicles; (2) Purchase a new 1979 (3) Transfer of radios from old vehicle to new. Commissioner Mercer moved to approve and sign Resolution No. 16-80, Order of Budget Appropriation, Commissioner Brown seconded the motion. Unanimous. Lyle Tinker, property owner in the Plat of Lazy C - appeared regarding flooding of property. Mr. Tinker advised the Board that a large rock upon Mr. Samuel Isreal's property is turning the river and causing the flooding. The water has washed away about 110 feet of some lots and is within about 30 or 40 feet of the County Road. The Board advised that the County is applying for "205" Federal Funds for private property damage. Mr. Tinker asked once again for the findings of the survey that was done 2 yrs. ago by the Prosecuting Attorney' s Office. The Board asked the Prosecuting Attorney again to respond to Mr. Tinker's request. Hearing. Proposed Budget Appropriation; Sheriff Department. For the adjustment of the Jail Manager's salary. No one appeared to speak for or against the proposed budget appropriation. Commissioner Brown moved to approve and sign Resolution No. 17-80, Order of Budget Appropriation. Commissioner Mercer seconded the motion. Unanimous. Resolution No. 18-80 re: Hearing Notice, Budget Appropriation for Central Services. To cover costs incurred for the Inventory Control personnel's salaries, totalling $14,016.00, to be reimbursed by C.E.T.A. Hearing will be February 4, 1980 at 10:30 a.m. in the Commissioners' Chamber. Commissioner Brown moved to approve and sign the resolution, Commissioner Mercer seconded the motion. Unanimous. Computer Analysis Companies met with the Board to discuss analyzing the County's computer system. 15 persons appeared including the Treasurer, Auditor, Assessor, and the Programmer. The County will send out the Request for Proposal at the end of this week for the companies to respond to. BUSINESS FROM COUNTY DEPARTMENTS: Planning re: 1. Forest Practice Permit Application a) FP-02-02878; John Alberti. Logging and bulldozing building sites on 12 acres. ,The Board approved and signed the notice of no objection. 2. Shoreline Management Substantial Development Permit: a) Keith Uddenberg; applicant. Mr. Uddenberg proposes to construct a 7 x 36 foot concrete boat ramp and install a float extending 18 feet beyond the mean low lower water to be held by 10 driven piles at Lackawanna Beach on Black Point. The Shoreline Commission recommends approval subject to the 4 stated conditions. Commissioner Brown moved to approve the shoreline permit as recommended by the Shoreline Commission, Commissioner Mercer seconded the motion. Unanimous. 3. Violation of Shoreline Development Permit a) No. 37-74; Jerry Ralston. Associate Planner Tom Aumock gave the background information to the Board and reported that during a routine inspection by the Army Corps of Engineers, November 8, 1977, they found a deviation from the allowed construction, being wider and longer than the permit allowed. Corrective actions have been tried and the State has advised that the County must exhaust all remedies for Shoreline Management before they will do any- thing. The Federal government has not yet responded as to what they are going to do about the Army Corps Permit violation. The Planning Department feels they have exhausted all efforts from Mr. Ralston and now ask the Board for direction. The Board will take the information under ad- visement for determination after the project is investi- gated further. The Board directed Aumock to send a registered letter to Mr. Ralston notifying of the February 25, 1980 hearing date on this violation. 4. Energy Audit. Planner Ed Darden gave the Board an update on the Local Government Building Energy Audit Program. Darden has already completed the first step of the Prelim- inary Audit. Second stage will be the Building Audit which looks into operational and maintenance procedures in the . VOL 6 rAG~175 . ~ Mi4utes for the week of January 28, 1980 . Page 3 building. Third stage is the Technical Assistance Audit in which a trained energy engineer will do a cost benefit analysis for structural improvements. The third stage will cost the County about $200.00. The Board approved for the application for the Technical Assistance Audit to be sent in. Minutes. Commissioner Mercer moved to approve and sign the minutes of January 21, 1980, Commissioner Brown seconded the motion. Unanimous. Request for the use of Memorial Field during the Rhododendron Festival, May 10 through May 18, 1980. The Board approved with weather permitting. Liquor License. An A & C type license to John & Mary Schill for the Quincy Station. The Board signed the notice of no objection. The Board recessed and reconvened Tuesday, January 29, 1980 to continue regular business. All members were present. Contract for Professional Services. Between Clallam/Jefferson County Juvenile Diversion Department and Phil Raymond, Diversion Worker in Jefferson County. Commissioner Mercer moved to approve and sign the contract, Commissioner Brown seconded the motion. Unanimous. Resolution No. 19-80 re: County Road Load Limits.
