May 12, 1980
10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all
members present.
Al Jakeway of Quilcene appeared before the Board to request
a 30 foot useage road, contigious to the Quilcene cemetary, be surveyed
by the County Engineer to determine the exact location.
Pat Kenna, member of the Port Townsend Chamber of Commerce,
appeared to make arrangements to include the courthouse in the September
Home Tours. She told the Board that the Chamber of Commerce would take
responsibility of the tour. The Board approved to put the courthouse on
the Homes Tour and the details will be worked out at a later date.
Bid Award. MC & RC Liquid Asphalt and Cationic Emulsified
Asphalt as per bid opening of April 28, 1980. Commissioner Brown moved
to award the bid to both U.S. oil & Refining Company and Chevron U.S.A.,
Inc. so as the County can purchase the product at the lowest price when
needed. Commissioner Mercer seconded the motion. Unanimous.
Call For Bids. Traffic line striping in Jefferson County
for the year 1980. Bids will be received up until 11:00 a.m., June 3,
1980 at which time they will be opened and publicly read. Commissioner
Mercer moved to approve and sign the Call For Bids, Commissioner Brown
seconded the motion. Unanimous.
Easement No. CR-3l48. The State, acting through the Depart-
ment of Natural Resources, grants the aforemention easement to Jefferson
County in consideration the County pay to the State $27,972.00 for the
timber. Commissioner Brown moved to approve and sign the easement, Com-
missioner Mercer seconded the motion. Unanimous.
Ralph Theriault appeared to request the County remove the
stumps at the intersection.of 7th Avenue and Moore Street and charge Mr.
Thompson whose permit read that the street must be cleared, grubbed, and
and rough graded to a 32 foot width. Mr. Theriault stated that the stumps
are a potential traffic hazard.
Mr. & Mrs. Gentemann and Mr. & Mrs. Dasher appeared regarding
the proposed stock restriction at Clearwater. They talked of the proposed
reduction and change in line in which the Gentemann's sul:mitted at last weeks's
meeting. They feel the original petition was misrepresented and if
the Board bases their opinion solely on that, they request an additional
hearing. The Board took no action at this time.
Agreement between Jefferson County and the Washington State
Department of Transportation for payment to perform the Public Transpor-
tation Feasibility Study in the amount of $13,482.00. Commissioner Mercer
moved to approve and sign the agreement, Commissioner Brown seconded the
motion. Unanimous.
Ordinance No. 2-80 re: Order of Stock Restricted Area in
Clearwater. The Board made adjustments on the original description for
closure. Commissioner Mercer moved to approve and sign the order of
closure, Commissioner Brown seconded the motion. Unanimous.

Harold Steinke appeared regarding the preliminary Short Plat
#S7-80, contiguous to Pope & Talbot property near Teal Lake. David
Cunningham, representing Pope & Talbot, also was present. Mr. Cunningham
requests a 100 foot setback requirement on any buildings next to Pope
& Talbot's commercial timber property. Mr. Steinke feels that a 100
foot set back is a substantial restriction and feels that it should be
the property owner's responsibility to stay within or protect their own
property against trespassers. Cunningham explained that in the past,
commercial timberland owners have run into problems when they clearcut,
bothering adjacent land owners with noise, slash burning, or spraying and
feels the setback would be a prevention which would help the home owner.
Mr. Steinke feels that the restriction should be on Pope & Talbot's
property.
Mr. Steinke, Mr. Cunningham, and Mr. Goldsmith will meet together to
work out a compromise for this situation.
Acceptance of Proposal. Computer System for the Sheriff's
Department. The Board tentatively accepted IBM's proposal pending approval
of a satisfactory contract, by motion of Commissioner Mercer, seconded by
Commissioner Brown. Unanimous.
Call For Bids. Painting and repair of certain portions of
the courthouse exterior as per specifications available at Commissioners'
Office. Bids will be received up until 10:30 a.m., Tuesday, May 27, 1980.
Commissioner Mercer moved to approve and sign the Call For Bids, Commis-
sioner Brown seconded the motion. Unanimous.
Notice of courthouse closure on Friday, May 16, 1980, between
the hours of 3:15 p.m. and 4:30 p.m. for the Rhododendron Festival Kiddies
Parade. Commissioner Mercer moved to approve and sign the notice, Com-
missioner O'Meara seconded the motion. Commissioner Brown abstained.
Resolution No. 50-80 re: Order of Vacation of lots and blocks
in Oak Bay Waterfront Tract B. Hearing was held on March 10, 1980. Com-
missioner Brown moved to approve and sign the resolution as agreed to at
the hearing, Commissioner Mercer seconded the motion. Unanimous.
Minutes. Commissioner Mercer moved to approve and sign the
minutes of April 28, 1980, Commissioner Brown seconded the motion. Unanimous.
The Board approved and signed the April bills to be paid in
May.
Labor Aqreement for the Jefferson County Public Works Depart-
ment. Commissioner Brown moved to approve and sign the Agreement which
supersedes the agreement signed by the Board on April 30, 1980. Commis-
sioner Mercer seconded the motion. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Army Corps Public Notices:
a) 07l-0YB-l-0065l6; Western Oyster Company. Install
floats and anchors for commercial production of oysters
in Dabob Bay. The Board signed the notice that the
applicant is hereby advised that the work comes under
the regulations of Shoreline Management of 1971 and
request the Corps Permit be withheld until a Substantial
Development Permit Application has been reviewed.
b) 07l-0YB-l-0065l7; Western Oyster Company. Install
floats and anchors for commercial production of oysters
in Dabob Bay. The Board signed the notice tha.t the
applicant is hereby advised that the work comes under

c) 07l-0YB-l-00645l; Washington State Parks & Recreation
Commission. Install one 3-pile dOlphin , one single pile
and a 27 foot float extension. Board signed the notice
that the applicant has applied for a Shoreline Management
Permit and request the Corps Permit be withheld until a
Substantial Development Permit Application has been re-
viewed.

3. Continued discussion of the proposed Camper Club
Ordinance. They talked about the problem of mandating
completion of all building phases proposed on the permit
by the developer. Goldsmith feels that requiring the
completion of all phases as long as. :.each phase stands
alone functionally. Commissioner Brown suggested that
one phase should be completed prior to beginning the next.
4. Letter to Einar Gunderson, Thousand Trails, Inc., advising
that Phase I must be completed before a temporary or
partial occupancy permit can be granted. Commissioner
Brown moved to approve and sign the letter, Commissioner
Mercer seconded the motion. Unanimous.
5. Letter from Peter Buck, attorney for Thousand Trails,
requesting the Commissioners add to the Camper Club
ordinance the "grandfather" clause as discussed at last
week's meeting. The Board referred the letter to "-..---
Prosecuting Attorney Howard.
Public
Works re:
1. Engineer Sanstrom discussed with the Board drafting
resolutions of intent to (1) Block the entrance to 7th
Avenue from County Road #18; and (2) Vacate portion of
County Road #12. Commissioner Brown moved to set the
hearings for June, 1980, Commissioner Mercer seconded
the motion. Unanimous.
2. Change Order for Contract No. CRP 464 with Del Hur, Inc.
The change is as follows: Cut all merchantable timber
into log lengths from 26' to 40'. Said timber is to be
cold-decked into clean piles adjacent to the existing or
constructed road. Payment will be made for said work by
the lump sum price of $17,500.00 All work, material,
tools, and equipment necessary to perform said work will
be included in the lump sum price. Commissioner Brown
moved to sign the change order, Commissioner Mercer
seconded the motion. Unanimous.
3. E.R.&R. Budget Revisions. The item "Pits" of the E.R.&.R.
Budget has been overrun due to more labor and equipment
doing screening for stockpiling. The "Stores" item is
also underbudgeted. Engineer Sanstrom requests an addi-
tional $20,000.00 for the "pits" and $80,000.00 for the
"Stores". There was no action taken at this time.
The Board recessed and reconvened Tuesday, May 13, 1980 to
continue regular business. All members were present.
Resolution No. 51-80 re: C.R.P. #483. Stripe approximately
216 miles of various County Roads in Western Jefferson County. Appropri-
ation is $22,000.00. The Board approved and signed the resolution.
Resolution No. 52-80 re: C.R.P. #484. Light bituminous surface
treatment on various County Roads in Jefferson County. Appropriation is
$25,000.00. The Board approved and signed the resolution.
Tree removal at the Clearwater Camp Cabin Site. The State
Department of Game's forester appraised the trees at $1,489.00 while the
County's contractor hp.s indicated $500.00 represents the worth. The
letter states that the department's administration would be receptive to
accepting $500.00 for the rights to the trees and allow the County to
remove them. The Board approved.
