members present.

Mercer seconded the motion. Unanimous.

Brown seconded the motion. Unanimous. After checking the bids, Engineer
Sanstrom reco:mrrended awarding bid to Cascade Tractor Company, option "B".
Commissioner Brown moved, upon recommendation of Engineer, to award the
bid to Cascade Tractor Company, Commissioner Mercer seconded the motion.

John Anderson appeared to request the County implement flood
control on the Big Quil River in Quilcene. The Board explained to Mr.
Anderson that the County cannot expend funds unless a county road is in
danger.
The Board appointed Della Murray to the Community Service
Board by motion of Commissioner Brown, seconded the Commissioner Mercer.
Unanimous.
Resolution No. 53-80 re: Order of vacation of portion of Myrtle
Street and Magnolia Avenue. Hearing was held on February 11, 1980 and
again on March 10, 1980. Commissioner Brown, in light of receiving the
Statutory Warranty Deed required, moved to approve and sign the order of
vacation. Commissioner Mercer seconded the motion. Unanimous.
Contract for Aerial Surveying - C.R.P. #477, Hadlock area.
Between David C. Smith & Associates and Jefferson County as per bid award
of April 29, 1980. The Board approved and signed the contract by motion
of Commissioner Brown, seconded by Commissioner Mercer.
Resolution No. 54-80 re: Order of Vacation of designated roads,
lots, and blocks within Elkins Addition. The hearing was held on April
14, 1980. Commissioner Mercer moved to approve and sign the resolution,
Commissioner Brown seconded the motion. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Health re: 1. Report on meeting on the proposed sewer district for
Hadlock area.
Planning re: 1. Final Short Plats:
a) S18-79; Chris R. Jones. Divide approximately 5 acres
into four commercial/residential lots in Quilcene. Each
lot will be served by individual septic tanks, drain-
fields, and wells. All required departments have reviewed
and signed the short plat. The Board approved and signed
the short plat.
b) S23-79; Ernie S. Bills. Divide 6.8 acres into 3 resi-
dential lots on Marrowstone Island. Each lot will be
served by individual septic tanks, drainfields, and wells.

short plat. The Board approved and signed the short plat.
2. Request for Modification of Permit #07l-0YB-l-004544; Cape
George Colony, Inc. (Maintenance Dredging). The existing
marina entrance has been rendered non-navigable due to
normal geohydraulic beach process. Upland disposal results
in loss of the normal beach material feeding process in
littoral drift. The Board approved releasing the upland
disposal reouirstlent for the current necessary dredging,
while maintaining the proposed project's permit exemption
status.
Treasurer re: 1. ReqUest for leave of absense from Mary Rempher for June 1,
1980 through September 30, 1980. Treasurer Frances F.
Hansen approved the request. Commissioner Brown moved to
approve and sign the leave request, Commissioner Mercer
seconded the motion. Unanimous.
The Board recessed and reconvened Tuesday, May 20, 1980 to
continue regular business. All members were present.
Public
Works re:
1. The Board approved and signed the road plans for C.R.P.
#448 by motion of Commissioner Mercer, seconded by Com-
missioner Brown. Unanimous.
The Board met with Peter Badame on the proposed Public Transpor-
tation. Also attending were Mike Kenna of the City Council and Port Town-
send Mayor Barney McClure. They agreed that the Transportation Advisory
Board should consist of members from the City as well as the County and
represent all groups such as Crown Zee workers and handicap people. There
was no determination on the number of members for the Board at this time.
The Board was advised that if the P.T.B.A. passes, the day after election
a resolution for increase of sales tax must be passed.

Theresa Marie-Habley appeared before the Board of talk about the
County's Emergency Services. She submitted copies of letters sent to the
Port commission and Governor Dixy Ray. Ms. Marie-Habley expressed again
her concerns that the County Emergency Plan has not been updated and the
County is not prepared to act as a "host" county upon evacuation of Kitsap
County to Jefferson. Marie-Habley feels the public should be educated
along with people in positions of authority on emergency procedures.

moved to award bid to M & D stoen Construction, Inc., Commissioner Mercer
seconded the motion. Unanimous.

Subject parcel was incorrectly assessed due to error in segregation of legal
description by Assessor's Office. Commissioner Brown moved to refund $59.88,
commissioner Mercer seconded the motion. Unanimous.
Acceptance of Proposal for electrical wiring for computer in
Auditor's office.

Commissioner Mercer moved to award bid to Bill Brown Service Electric,
Commissioner Brown seconded the motion. Unanimous.
The Board approved and signed the request for proposal for re-
modeling of a second floor office in the Jefferson County Multi-Service
Center.
The Board signed the notice requesting applications for the
Transportation Advisory Board. Applications will be accepted up until May
30, 1980
